论权力制约

权力不加限制便会被滥用,任何权力都必须受到制约。权力制约思想的政治实施,包括了一整套的制度模式。没有权力制约和监督机制的政治制度,不能称为民主国家;没有权力制约和监督内涵的国家政治生活,不能称为法治国家。为此,要从中国国情出发,总结实践经验,借鉴人类政治文明的有益成果,建立健全中国特色的社会主义国家权力制约机制。

城乡二元体制是我国社会的基本特征之一,这一特征深刻地影响了我国的农村义务教育。我国的财政管理体制使得基层的县乡政府负担了大部分的农村义务教育投入任务,这是我国农村义务教育不公平现状的根源。要改变这一现状,必须要加大财政投入的力度,中央和省级政府应该要承担更多的农村义务教育发展的财政责任。
