Governments use different regulatory instruments to ensure that businesses owners or “inspectees” comply with rules and regulations. One tool that is increasingly applied is disclosing inspectees’ performance information to other stakeholders. Disclosing performance information has consequences for street‐level bureaucrats because it increases the visibility of their day‐to‐day work. Using a survey (n = 507) among Dutch inspectors of the Netherlands Food and Consumer Product Safety Authority, this article shows that the disclosure of performance information has an impact on enforcement style at the street level. Findings show that perceived disclosed performance information positively enhances all three dimensions of street‐level bureaucrats’ enforcement style (legal, facilitation, and accommodation). This effect is strongest for facilitation and accommodation and weakest for the legal style. Perceived resistance by inspectees partly explains this effect. Contrary to expectations, more perceived disclosure does not result in more but in less perceived resistance of inspectees by street‐level bureaucrats.  相似文献

Counter‐knowledge refers to flaws in citizens' mental models arising from utilization of rumours, inappropriate knowledge structures, outdated routines or procedures. When counter‐knowledge is applied to civil servants, it may result in problems of efficiency, equity and motivation. This paper examines the relationship between counter‐knowledge and open‐mindedness to model a framework for improving city marketing and policy development. This study tested two measurement models. While the theoretical model represents the effect of counter‐knowledge on city marketing and that the latter has a negative effect on open‐mindedness, the alternative model involves that counter‐knowledge has a positive indirect impact on open‐mindedness. These relationships are examined through an empirical investigation of 203 Spanish city halls. The results show a potential positive indirect effect of counter‐knowledge on open‐mindedness through city marketing programmes. This paper clarifies the existing literature, which tries to contribute to the discussion of city marketing, and helps us to obtain meaning out of the relationship between counter‐knowledge, city marketing and open‐mindedness. This paper presents a critical analysis of two sites and services projects in Dacca, in the light of previous studies of low income housing. The analysis demonstrates that resource limitation is not the most important factor preventing resolution of the low-income housing problem, that there is a perverse use of resources which makes the situation worse, and that this use continues because it is in the pecuniary interest of the dominant interest group. The conclusions drawn are far from optimistic: (a) without radical changes in the main direction of resource allocation, there exists little or no possibility for an improvement in the living conditions of poor families; and, (b) the provision of housing for the lowest income group is more a question of political will and social engineering than building technology.  相似文献

This article describes the activities and lessons learned of a 2-day workshop held in Sheikhupura District in Punjab, Pakistan. The project aim was to strengthen primary health care and to include the community in health development. The pilot program established Village Health Committees (VHCs) to promote local participation. Villagers decided that VHCs should be representative of the community. The community elected traditional birth attendants, teachers, holy men, and village activists. Workshops were held with VHCs in order to provide basic concepts of community awareness, organization, and development. Each workshop included 3-4 VHCs. Groups were comprised of up to 6 people. Workshops were held near villages and had access to lavatories. The workshop aims were identified throughout individual sessions and linked with each other. Facilitators kept discussions relevant, objective, and interesting. Participants introduced each other, which provided an opportunity to establish comfort and trust. Initial discussions centered on health issues that were introduced as interrelated. The health system issues was related to the village situation. Participants were asked to develop a health system model. The aim of the sessions was to reinforce the importance of the role of community. An exercise was conducted to illustrate the importance of dialogue and collective work. Participants discussed the nature of community organization and means of development, threats to the village, and empowerment. The workshops created awareness of the process of community involvement in development and were ongoing.  相似文献

In 2012, the Harris County Institute of Forensic Sciences began prospectively collecting injury data from pediatric autopsies. These data and associated case information from 635 pediatric cases are archived in the Infant Injury Database (IID). This paper introduces the IID to the forensic community and demonstrates its potential utility for child abuse and infant fatality investigations. The database is intended to be a source of evidence‐based research for coroners/medical examiners and clinicians in the recognition and diagnosis of child abuse. RR estimates were employed to quantify the relationship between individual autopsy findings to trauma‐related and nontrauma‐related causes of death. For example, unsurprisingly, the RR of trauma cases with multiple injury types is significantly greater than other causes of death, but the RR results provide a quantitative representation of the relationship. ROC curve modeling of the presence/absence of various injury types performed well at discriminating trauma from other causes of death (AUC = 0.96).  相似文献
