Organised criminality is a great concern for national/international security. The demonstration of complex crimes is increasingly dependant on knowledge distributed within law-enforcement agencies and scientific disciplines. This separation of knowledge creates difficulties in reconstructing and prosecuting such crimes. Basic interdisciplinary research in drug intelligence combined with crime analysis, forensic intelligence, and traditional law enforcement investigation is leading to important advances in crime investigation support. Laboratory results constitute one highly dependable source of information that is both reliable and testable. Their operational use can support investigation and even provide undetected connections or organisation of structure. The foremost difficulties encountered by drug analysts are not principally of a chemical or analytical nature, but methodologies to extract parameters or features that are deemed to be crucial for handling and contextualising drug profiling data. An organised memory has been developed in order to provide accurate, timely, useful and meaningful information for linking spatially and temporally distinct events on a national and international level (including cross-border phenomena). Literature has already pointed out that forensic case data are amenable for use in an intelligence perspective if data and knowledge of specialised actors are appropriately organised, shared and processed. As a particular form of forensic case data, the authors' research focuses on parameters obtained through the systematic physical and chemical profiling of samples of illicit drugs. The procedure is used to infer and characterise links between samples that originate from the same and different seizures. The discussion will not, however, focus on how samples are actually analysed and compared as substantial literature on this topic already exists. Rather, attention is primarily drawn to an active and close collaboration between magistrates, forensic scientists, law enforcement investigators and crime analysts from different institutions with the aim of generating, using and validating relevant profiling case data as integral part of investigative and crime analysis processes. Original advances are highlighted through experiences from criminal investigations of offences related to the unlawful importation, exportation, supply and possession of illicit drugs.  相似文献

At times when the market demands strong active innovation, large industrial corporations with established R&D organizations benefit from screening and developing breakthrough innovation. The ability of established organizations to absorb for future technologies is a key to successfully recognize, explore and capture breakthrough innovations. R&D Venturing is a practical way of bringing about technology transfer and exploration of future technologies through R&D cooperation, which is described in this paper by a multiple case study in the energy sector. Existing literature has been reviewed and an R&D Venturing concept will be suggested with a number of propositions for implementation. The results of the case study strongly support that different perspectives of the concept from industry, academia and the ventures themselves have to be carefully understood. Based on the results of the case study, a conceptual framework and propositions for a successful implementation have been derived. A critical discussion of the R&D Venturing concept shows the need for further empirical investigation.  相似文献

Europe has been hit hard by the financial and economic crisis, and there is no fast solution in view. The problem facing the EU is a problem of governance both technically and politically. Most actors, with the possible exception of the ECB, are in disarray because they are caught between the necessity to act and the political reluctance to acknowledge fully the consequences of a multi-level governance system, notably democratic legitimacy and accountability. The discrepancy between political rhetoric and actual practices during the crisis appears as a new form of government by stealth. There is not yet an obvious way out of this morass. The first one seems the easiest as it would be nothing more than ‘muddling through’ as usual, whereas the second option, a two-speed Europe, though more politically attractive, is technically very difficult to implement institutionally. The third possible solution is paradoxically the one that surreptitiously persists at present: a ‘federalism of executives’ that is both unmanageable in the long run and unacceptable from a democratic point of view.  相似文献

The author starts by questioning the main privacy challenges raised by our present and future information society viewed as a “global village”. Apart from a comparison with the traditional village of our parents, he identifies the two complementary and not dissociable facets of our privacy: the right to seclusion and the right to participate fully in our society. According to the first German Constitutional Court recognizing the right to informational self-determination as a new constitutional right, he underlines the need to analyse the data protection as a tool for ensuring both the citizens' dignity and our democracy.  相似文献

How do local situations matter? It is tempting to explain the creation of a new peacekeeping operation (PKO) by the willingness to solve a local security problem. However, main contributor countries to UN and EU PKO in the Central African Republic in 2014, have sent hundreds of troops without a genuine interest in the local situation. Thus, how, why and when links to the ground are made? Having presence on the ground gave some actors levers in the negotiations. The contact with the ground impact the construction of expectations. Emile Durkheim has written only a few sociological texts on democracy, but they seem to remain important both for neo-republican theories and for the idea of deliberative democracy. The paper tries to explain this paradox through a reconstruction of Durkheim’s conception of political democracy, which implies three channels of communication: within the state, between the state and civil society and within civil society. The first one is the only one which rests upon deliberation, in the two meanings of this word in French (collective discussion and decision). The paternalist dimension of Durkheim’s conception clearly appears in the way he understands the typical pathologies of democracy. This paternalist dimension is also to be found in neo-republican theories. Conversely, the absence of the notion of public sphere distances Durkheim from the concept of deliberative democracy, even though he develops a non-substantialist notion of democracy and gives an important role to reflection in political communication. However, discussing Durkheim makes it possible to underline some of the problems and challenges which a conception of deliberative democracy has to face.  相似文献

In this paper, we present a computer-assisted method for facial reconstruction. This method provides an estimation of the facial shape associated with unidentified skeletal remains. Current computer-assisted methods using a statistical framework rely on a common set of extracted points located on the bone and soft-tissue surfaces. Most of the facial reconstruction methods then consist of predicting the position of the soft-tissue surface points, when the positions of the bone surface points are known. We propose to use Latent Root Regression for prediction. The results obtained are then compared to those given by Principal Components Analysis linear models. In conjunction, we have evaluated the influence of the number of skull landmarks used. Anatomical skull landmarks are completed iteratively by points located upon geodesics which link these anatomical landmarks, thus enabling us to artificially increase the number of skull points. Facial points are obtained using a mesh-matching algorithm between a common reference mesh and individual soft-tissue surface meshes. The proposed method is validated in term of accuracy, based on a leave-one-out cross-validation test applied to a homogeneous database. Accuracy measures are obtained by computing the distance between the original face surface and its reconstruction. Finally, these results are discussed referring to current computer-assisted reconstruction facial techniques.  相似文献

Sommaire: Le gouvernement du Québec, à titre d'employeur, a élabore le Programme d'accés a l'égalité pour les femmes de lafonction publique afin d'accroCtre de façon significative le nombre de femmes dans les catégories d'emplois oú elles étaient sous-représentées, comme celle des cadres supérieurs ou leur proportion était de seulement 7,2% en 1987. L'évaluation des résultats obtenus montre que les objectifs quantitatifs visés par le programme n'ont pas été atteints. Une telle situation nous améne à nous demander si les programmes d'accés à l'égalité sont vraiment efficaces. Notre étude montre que, pour le personnel d'encadrement supérieur, les objectifs du programme d'accés a l'égalité auraient pu être atteints selon l'échéancier prévu. Les femmes se sont inscrites aux concours de recrutement et de promotion dans une proportion plus élevée que les prévisions établies. Elles ont été moins admises que les hommes, mais ont légérement mieux performé aux moyens d'évaluation appliqueés lors des concours. Les femmes ont été titularisées dans une proportion plus élevée que s'il n'y avait pas eu de programme d'acces à l'égalité, mais néanmoins pas aussi souvent qu'elles auraient dû l'être. Abstract: The Government of Quebec, as an employer, developed the Employment Equity for Women in the Public Service program in order to significantly raise the number of women in the job categories where they were underrepresented, such as senior management positions, where the ratio of women to men was only 7.2 per cent in 1987. Assessment of the results shows that the quantitative objectives of the program have not been achieved. In view of this situation, we wonder whether employment equity programs are truly effective. According to our study, the objectives of the program for higher executive personnel could have been achieved according to schedule. Women signed up for recruitment and promotion competitions at a rate higher than predicted. Although they were admitted to the competitions to a lesser extent than were men, their performance was slightly better based on the assessment used within the framework of the competitions. Women obtained positions at a higher rate than what would have been the case without the employment equity program, but the rate was not as high as it could have been.  相似文献
