Public management strategies have an inherent temporal component: managers take action at one time, and employees or organizations respond at a later time. However, it is common to study such strategies using atemporal research. Concerns about the inadequacy of this approach have led scholars to advocate for public management research that incorporates time. Because following this advice is difficult, it is important to evaluate how the omission of time affects the understanding of public management strategies. This article compares temporal and atemporal analyses of the business case for diversity management—the expectation that organizations that manage diversity well will also improve their performance. Using survey and personnel data drawn from U.S. federal government subagencies, the article shows that both analyses support this general expectation. However, the cross‐sectional analysis, by failing to account for organizational inertia, portrays diversity management as more potent than the analyses taking time into account. 相似文献

Contracting for prison services has been a topic of discussion for decades. Absent from this discussion is the relationship between contracting for immigration detention and confinement quality, a topic that has gained relevance as the detained immigrant population recently surpassed 440,000 per year. Detaining immigrants presents unique challenges because of detainee characteristics, the performance standards governing facilities, and the intersectoral and intergovernmental arrangements used to manage detention facilities. This research conducts the first-known large-N study that evaluates the confinement quality of U.S. Immigration and Customs Enforcement's detention facilities to determine the effect, if any, of contracting on performance. The findings suggest that all detention facilities have deficiencies that threaten the well-being of detained immigrants, but, broadly, privately contracted detention facility environments are less safe and secure than their public counterparts. The authors use contracting theory to explain why this performance disparity might exist and conclude with a discussion of the practical implications of this research. 相似文献

Recently, election administration has been an important part of the national and global conversation about the results of elections. The important issue of election administration spending has not been examined extensively, and the influence of politics on election administration spending levels has not been examined in the United States. While theories of voter turnout and policy preference suggest that politics should influence election administration spending levels in the counties that administer elections, to our knowledge, there has been no evidence produced to support a partisan election administration expenditure effect. This research finds that Republican county commissions in North Carolina spend significantly less on election administration once the county electorate is a sufficient Republican majority. The article presents a novel model and method for estimating election administration spending and calls for additional research to examine the outcomes of these significant differences in spending on election administration. 相似文献
