Between practices and demands: ambiguities,controversies and constraints in the emergence of active citizenship in Turkey

This article discusses the emergence of active citizenship in Turkey in the light of two working definitions that provide different outcomes in terms of research objectives and aims. On the one side, we define active citizenship as a practice stimulated by public institutions through public policy with the aim of promoting civic and political engagement in order to shape participatory policy processes and ultimately improve the democratic bases of policy-making. On the other side, we define active citizenship as a demand, which becomes particularly important where the civil society expresses certain claims through different means using both traditional and alternative channels of mobilization. In our discussion, we have examined different macro-processes and macro-events that have been key in bringing about different formulations of active citizenship. Using a case study method – where we overview different contextual elements/dynamics that bring to the fore various elements of civic and political engagement and civic and political participation during the past 15 years – we argue that, in a context where the expression of active citizenship is volatile and constrained, further research should take into account different top-down and bottom-up dynamics that bring about different challenges for the study of this subject in Turkey.

Disasters as Crisis Triggers for Critical Junctures? The 1976 Guatemala Case

This article focuses on the 1976 Guatemala earthquake disaster as a possible crisis trigger, in a relatively strict application of the critical juncture analytical approach. It expands to include the broader question of what conditions might cause disasters to trigger crises that open critical junctures for nation‐states. The research concludes that the 1976 Guatemala disaster led to a high degree of community self‐organizing and alliance‐building across Guatemala, which the Guatemalan national security state at that time perceived as a fundamental crisis requiring a response. This reaction generated significant debate and policy conflict within the state; the resulting decision was massively repressive violence, with legacies that continue to this day. Another conclusion is that strictly applied, critical juncture analysis can untangle often very complicated disaster postimpact emergency, recovery, and reconstruction situations.     

Politics in the hot zone: Aids and national security in Africa

Traditional security studies and international relations theory do little to address the security issues associated with the HIV/AIDS pandemic. Because security studies and international relations have been preoccupied with conditions affecting the major powers, little of the long history of international relations and national security has practical application to Africa and the HIV/AIDS epidemic it is experiencing. From a theoretical perspective many fields of security studies and international relations do not adequately address critical dimensions in dealing with security. Dimensions of time, scope and depth are often overlooked. This point is important regarding the AIDS epidemic because time and extent often determine the security threat and whether it is a short-run threat (which is subject to greater political expediency) or a long-run threat (which is subject to less political expediency). In the short run the epidemic threatens the security of political institutions, the military and military operations. In the long run the security of populations and national economic performance are at risk.
