“跨太平洋伙伴关系”谈判:发展动力与应对

"跨太平洋伙伴关系"谈判是美国实施所谓"再平衡"战略的重要组成部分。这一多边谈判架构能否持续下去,取决于其是否能够获得足够的发展动力。本文从微观角度出发、从内外两方面探讨了这一多边谈判的发展动力问题。从内部看,由于在美国的实力和意愿之间存在巨大的反差,谈判本身面临着内部动力不足的问题。这决定了美国无法采取"以经济换安全"的传统做法来推动谈判的顺利进行。从外部看,经济效益并不能充分解释谈判的持续进行,区域贸易谈判的"多米诺骨牌"效应难以产生充分的前行动力。然而,利用当前亚太地区一些国家对中国的崛起产生疑惧情绪,进而希望借助美国平衡中国的心理,美国得以顺利推进TPP谈判。经济与安全的密切互动为美国推动TPP谈判提供了较强的发展动力。面对TPP谈判带来的国际形势新变化,中国应该有的放矢,通过积极应对来化解TPP谈判带来的挑战。     

When the World Hung by a Thread

When the Berlin Wall came down in 1989 and the East European countries threw themselves in friendship into the West's embrace, no one wanted to think about the problems and difficulties that lay ahead. A few years later, when the Soviet Union disintegrated and the Russian Federation that rose from its ruins declared a resolute transition to capitalism, everyone already knew that the transformations would be painful. This was evident in the experience of the formerly fraternal countries in Eastern and Central Europe, even as the Soviet economy was undergoing a grave crisis, from which there could be no exit without losses. However, neither in 1989 nor in 1991 did many doubt the correctness of the path chosen or that ultimately the triumph of capitalism was guaranteed. With that triumph would come an effective economy, freedom, and prosperity. Some dissenters ventured to protest, but no one wanted to listen to them.     

‘lay experts’: women's social purity groups and the politics of sexuality in Switzerland, 1890–1915

Women's social purity groups were significant participants in the debates of the regulation of sexualities during the unification process of Swiss Criminal Law between the 1890s and the 1930s. Although not yet enfranchised, women claimed political participation through their status as ‘lay experts’ with regard to sexual matters and as an interest group with backing from their male counterparts. The article examines their demands in the reformulation of the regulation of sexualities and investigates their aims and strategies. Their expertise, gained through the experience of and investment in ‘moral guardianship’, is examined here in relation to their interventions on the age of protection, or the age of consent in contemporary terms. As ‘lay experts’ on sexual morality, the women's social purity groups participated in the increased interests and discourses of sexuality between 1890 and 1915 in the midst of legal, medical and political experts.

The world is hoping the new presiden can help the World Bank take on a new look.

从政党国家到民族国家:政党改革与中国政治现代化

中国逾30年的改革开放发展到今天,已经处于一个十字路口。真正能够突破瓶径、把中国改革带出十字路口,将中国现代化推向政治领域的纵深地带,必须抓住的关键问题,既不是经济学家力主的产权改革,也不是社会学家尽力渲染的社会管理改革,也不是法学界谈论的司法改革,而是中国的改革有没有希望继续推进,作为执政党的中国共产党具有深度和广度的政党改革。决定性的问题是经济自身的发展不是一个自足的结构,它需要一个相应的现代社会结构、政治体制作为支撑条件。基于此,对于今天的中国而言,一个现代政体的建构和对于政治现代化发挥决定性作用的政党改革,已经成为中国是不是能够避免改革失败,并真正走上现代国家健康发展轨道的决定性条件。     

Canada's goal in the Asia Pacific

Canada's chief goal in the Pacific is to gain a greater share in the economic growth of East Asia while promoting regional stability through middle power multilateralism. Like other Western countries in the Pacific Canada should strongly support trans‐oceanic groups like the ASEAN PMCs and the APEC group as well as the numerous non‐governmental organizations devoted to keeping the countries on both sides of the Pacific cooperating together, both developed and developing. Both the US under Clinton and Canada under Chretien seem to believe the economic future of their countries depends to a significant extent on participating in East Asian economic development. Giving good economic relations precedence over sanctions suggests that they have committed themselves to that course. If successful, Canada's regional activism may help to counter its weakening European ties and its greater absorption into North America, and it may help to increase its foreign influence and independence.     

网络空间安全:一项新的全球议程

随着网络技术的快速发展,互联网在推动国家政治、经济和社会发展的同时,也给国家安全带来了新的威胁。2010年伊朗核设施遭受"震网"病毒的网络攻击之后,网络安全议题在国家安全和国际关系中迅速升温。按照行为主体的不同,网络空间对国家安全的威胁可以划分为黑客攻击、有组织网络犯罪、网络恐怖主义以及国家支持的网络战;一般来说,从个人到非国家行为体、再到国家行为体,它们对国家安全的威胁程度逐级递增。但无论是哪一种网络安全威胁,它对国家安全的潜在危害都不容低估。西方一些主要国家纷纷制定了本国的国家网络安全战略,以保护本国的关键设施和网络安全。一些国际组织也将网络安全纳入合作的议程,大力推动成员间的网络安全合作。从未来的趋势看,网络安全将是世界各国所面临的一项共同挑战,全球性问题需要全球合作,但是考虑到网络空间治理仍是一项新兴议题以及各国之间的利益分歧,全球网络空间治理必然是任重而道远的。
