价值转换与政府再造——以南京市政务超市的发展为例

随着西方政府改革经验和理论的传入以及科学技术的发展,中国第一家"政务超市"于2000年在南京诞生,并经历了1.0版、2.0版和3.0版三个阶段。1.0版政务超市作为效率至上理念主导下的政府再造,虽未触及官僚制的内核,却为政府价值转换和管理重塑奠定了基础;2.0版政务超市实现了对效率主导之价值诉求的纠偏,基于"无缝隙政府"理念,并借助电子政务系统,着重解决了传统官僚制下政府部门存在的多重痼疾;3.0版政务超市则以"服务型政府"理念为指导,有效克服了1.0版和2.0版"政务超市"的局限,为我们建设了一个法治型、透明型、责任型"政务超市",从而为我国政府再造提供了一种新的借鉴。     

JOINT CUSTODY AND THE PRESCHOOL CHILD

A longitudinal study of 25 families, with children aged 14 months—5 years, in joint custody, is reported. Varying motivations that lead divorcing parents to undertake and sustain joint custody are discussed, together with the stresses and gratifications of these arrangements for the parents and children. Findings are that where both parents are motivated primarily by interest in the child, where the parenting is sensitive and where the child is shielded from interparental conflict, young children do well. Such families were not the majority in this study. Significant differences emerged in the adjustment of the 1–3 age group as compared with the 3–5 age group which point to greater difficulties for the 3–5 year-olds.     

The emergence of the Arab state system reconsidered

The literature on the Arab state system is based on the assumption that the establishment of the Arab League in 1945 heralded the birth of the system. The main argument of this article, however, is that the main features of the Arab system had crystallized in the mid-1930s and that the formation of the Arab League only instutionalized the existing patterns. Although the emerging system was deeply penetrated by Britain and France, the intense interactions among the core Arab states indicated that they enjoyed considerable leeway which allowed them to pursue their own interests and form an Arab system with its own patterns and features. In addition, it is argued that in spite of the artificiality of most of the Arab states, local nationalism (wataniyya) had become as strong as pan-Arabism (qawmiyya), and statehood had become a major attribute of the Arab system.
