Goal-Based Learning and the Future of Performance Management   总被引:1,自引:0,他引:1  
All levels of government have begun to pursue results-based reforms, which assume that managers will use performance information to make better decisions. However, reforms have neglected the insights of a large and relevant literature on organizational learning. This article revisits this literature, treating results-based reform as an organizational learning mechanism and a deliberate structural effort to induce learning. From an organizational learning perspective, most results-based reforms target narrow process improvement (single-loop learning) rather than a broad understanding of policy choices and effectiveness (double-loop learning), even though the latter is more critical for long-term organizational success. Case evidence from state governments illustrates single- and double-loop learning and the importance of two frequently neglected aspects of organizational learning: learning forums—routines where performance information is deliberately examined—and the role of organizational culture in enabling or limiting learning.  相似文献

本文利用2011年中国社会状况综合调查数据,在预设生活能够自理和生活不能够自理两种情形下,对老年人的养老意愿及其影响因素进行了研究。实证研究表明,当预期生活可以自理时,老年人期望独居的比例最高;当预期生活不能够自理时,希望到机构养老和与子女同住的比例均提高。此外,年龄,性别,婚姻状况、儿女数量、养老保险、受教育程度、居住地类型等均对老年人口的养老居住意愿有显著影响。  相似文献

Tharparkar is one of the arid zones of Sindh province which is highly affected due to its drought nature and the changes in climate. These changes are posing the serious threats to the life and livelihood of the surrounding community. This study aims to explore the social and economic conditions of the Tharparkar and the role of government and social enterprises and nongovernmental organizations (NGOs) to make the livelihood and socioeconomic conditions of the Tharparkar better and comfortable. Social Stability Risk Assessment (SSRA) sponsored by the local administration is perceived as a socially defined risk-coping initiative since it became mandatory in China. This article observes and unravels SSRA practices by selecting Xuzhou municipality as a sample case. Findings show that local SSRA is operated by the tridimensional mechanism and antecedents of its effectiveness in enforcement are linked with multiple elements of administrative supports. The findings contribute to a full understanding of SSRA in mainland China where there is no electoral democratic regime, and provide implications for developing countries alike. Some recommendations are proposed as a potential driver of these results.  相似文献

Most studies of pro-government militias (PGMs) take a narrowly functionalist approach. This article sees PGMs as the product of broader processes of state formation and regime dynamics that generate distinctive repertoires of violence. The article uses a cross-national dataset to shows that low state capacity is singularly correlated with the appearance and activity of all forms of PGMs. Once militias are active, they tend to endure even after initial conditions change, suggesting a strong measure of path dependence in how states PGMs evolve. Democracy curbs the activity of semi-official PGMs but not informal ones. Different authoritarian regime sub-types have varying propensities for militia activity. These findings have major implications for efforts to address state frailty.  相似文献

Following the premature collapse of an eclectic right-wing and centre-left government, Israelis went to the polls on the 17 March, 2015. Despite what appeared to be a clear-cut right-wing victory, the thirty-fourth government of Israel was constituted 14 May, 2015, over two months after incumbent Prime Minister Benjamin Netanyahu’s apparent electoral triumph. This profile examines the contours of Israel’s recent election campaign and formation of a new government, assessing the triumphs and pitfalls of Israel’s major political parties during the election period. Similarly, this profile delineates the major political issues and dominant personalities featuring throughout the campaign. Subsequently, this profile traces the often-frantic coalition negotiations that led to formation of the thirty-fourth Israeli administration. Finally, the domestic and foreign policy implications of an increased hegemony of right-wing parties in the current government are outlined. Conversely, the narrow majority of the new government suggests ideological homogeneity may come with a price of increased political instability for Prime Minister Netanyahu.  相似文献
