Forgotten Outcomes for Rural Areas in Central Policy‐Making: The Case of Blue Gums in Australia

The expansion of private forestry and the partnership between government and private sector timber growers and processors highlights the issues associated with a functionally based rather than a place based approaches to changing patterns of land use in rural areas. Rural development through blue gum forestry was promoted as a means of revitalising rural communities, providing both economic and social gains to regional areas. The purpose of this study is to examine the economic consequences of policies designed to promote plantation forestry at a local level. It concludes that while plantation forestry may bring benefits to the national economy, these benefits may not be apparent at a local level especially if the industry operates in competition with a viable alternative.     

Information disclosure and environmental regulation: Green lights and gray areas

This research examines the potential of information disclosure for environmental regulation. The research attempts to answer questions of what impact information disclosure has on corporate environmental practices and what interferes with its effective use. A case study of Indonesia's pioneering informational environmental regulation reveals (i) both indirect (e.g. anticipation of external pressure) and direct (e.g. internal learning support) informational effects that enhance environmental awareness at the top management level and stimulate changes in production processes and (ii) detrimental effects of disclosed information that maintain or strengthen the extant power of regulated firms over environmental groups and local communities affected. Regulatory efforts can be leveraged by public disclosure of information regarding firms' environmental performance, especially where the state monitoring and enforcement capacities are weak. However, the introduction of policies of this kind without consideration of different market conditions and political and administrative culture may impede the effectiveness of this potentially useful regulatory method.

《核不扩散条约》的困境及应对

作为现有国际核不扩散机制的基石,《核不扩散条约》近年来面临多重危机。危机源于缔约各方相互矛盾的利益关切和目标、对条约进行利己主义式的解读和利用、条约自身的局限性和脆弱性、以及许多国家的政府和民众对核武器的认识和道德评价仍未形成共识。应对上述危机需要各缔约国弥合分歧、重建共识,在利益相互妥协的基础上维护条约的权威和效力。

快速溶剂萃取法提取血中的有机磷类农药

目的建立生物检材血液中有机磷类农药的快速溶剂萃取方法。方法通过优化快速溶剂萃取各参数，提取血中的有机磷类农药，同时达到在线净化的效果，然后进行GC／FPD分析检测。结果血中5种常见有机磷类农药的平均回收率均在70％以上，在0．05μg／mL-5μg／mL浓度范围内线性关系良好，检测限（S／N=10）均低于20ng／mL。结论该方法优于其它传统提取方法，快速、简便、高效且操作自动化，可广泛应用于生物检材血液中有机磷类农药的检验鉴定。     

大湄公河次区域经济走廊建设与中国的参与

经济走廊建设是推进大湄公河次区域经济合作(GMS)的重要发展战略,其核心是将次区域交通走廊的建设与经济发展相结合,把交通走廊转变为经济走廊。2008年6月,大湄公河次区域经济走廊论坛在昆明正式成立,标志着GMS交通走廊将逐步发展成为全面成熟的经济走廊。本文认为,经济走廊建设是新形势下进一步深化大湄公河次区域合作的重要路径和突破口,同时也是中国参与大湄公河次区域合作的重要形式,并将对中国与东盟的经贸合作产生深远的影响。     

The principle of security safeguards: Unauthorized activities

The principle of information security safeguards is a key information privacy principle contained in every privacy legislation measure, framework, and guideline. This principle requires data controllers to use an adequate level of safeguards before processing personal information. However, privacy literature neither explains what this adequate level is nor how to achieve it. Hence, a knowledge gap has been created between privacy advocates and data controllers who are responsible for providing adequate protection. This paper takes a step toward bridging this knowledge gap by presenting an analysis of how Data Protection and Privacy Commissioners have evaluated the adequacy level of security protection measures given to personal information in selected privacy invasive cases. This study addresses both security measures used to protect personal information against unauthorized activities and the use of personal information in authentication mechanisms. This analysis also lays a foundation for building a set of guidelines that can be used by data controllers for designing, implementing, and operating both technological and organizational measures used to protect personal information.     

Determination of Changes in Crystal Violet and Phenoxyethanol (Dating Ink)

Ink dating is a significant problem in terms of forensic science. Ballpoint pens are generally used as writing tools on the documents. Aging is determination of the changes in dyes and solvents in the composition of ink over time by analytical methods. The evaporation of the solvents from the paper surface is faster than the decomposition process of the dyes. In this study, in 2017, we were asked by the court to determine whether the texts on the suspicious pages of an agenda dated 1996 were written within 2 years or earlier. Phenoxyethanol and dyes were examined in the composition of all suspected ink samples. The results show the determination of both the decomposition process of the dyes and the evaporation process of phenoxyethanol in the aging of the document entries written by ballpoint pen.
