面对突如其来的"非典"危机,有许多值得人们反思的道德问题.人与自然环境的和睦相处,人的文明观念、生活方式,以及以人为本的为政理念等是重要的几个方面.     

“子女战略”教育理念的内涵解读与对高等教育的诠释

中国高等教育迅速发展使高校招生大增,教育质量出现不少问题。浙江工商大学实施的以学生为本,以教学为本的“子女战略”教育理念,在一定程度上确保了高校在扩大招生和解决就业双重压力下的优质教育。本文提出“子女战略”的四个内涵对广大教师的教书育人有启发作用。同时,文章用“子女战略”教育理念论述了高等教育中存在的一些实际问题,指出高校的核心任务是育人,而育人必须严格制度管理,教学必须让学生提高素质,具备服务于社会的能力。     

Romania's Total War: How Political Marketing Strategies Work in a Democratization Process

Political marketing needs to consider specific factors when dealing with a democratization process such in the Romanian and Eastern European case. The emergence of democratic institutions and practices creates an amalgamated and diverse context for political marketing strategies. Different historical stages of communication, marketing, and elections practice have produced after 1989 a landscape where it is easy to confuse political marketing orientations of political parties. An investigation is carried on how political organizations have addressed marketing instruments and how the need to survive and achieve power has altered the meaning of what we call political marketing exchange.     

“21世纪海上丝绸之路”背景下的南海周边国家应对气候变化合作探讨

气候变化及其一系列影响使得南海周边部分国家的海岸线倒退,岛礁面临被淹没的威胁,这将会使沿海国的领海、毗连区、专属经济区等海域的范围改变。南海海域已存在海洋权益矛盾和海权争端,加之气候变化这一变量因素,局势将会更为复杂与严峻。“21世纪海上丝绸之路”建设是我国与南海周边国家建立共同发展战略的新举措,在这一新形势下,我国应加强与南海周边国家合作应对气候变化,逐步实现共赢。本文将阐述气候变化对南海海域及周边国家的影响,梳理该区域国家应对气候变化的合作进程,分析目前存在的问题并提出相关建议。     

全面准确地理解马克思早年的“跨越”思想

马克思早年的“跨越”思想和晚年的“跨越”思想一样,指的都是“跨越”资本主义的经济制度,而不是指“跨越”政治革命和政治解放,直接实现社会革命和人类解放。马克思早年“跨越”思想的理论基础是“共同胜利论”和“发达国家带动论”。19世纪40年代,德国的社会性质是半封建半资本主义社会,德国的资本主义制度已经存在并正在发展。马克思、恩格斯把此时代的德国看作是“支配着世界市场”,并能首先进行无产阶级革命,建立共产主义社会的国家,因此认为德国能把前资本主义国家或非资本主义国家带到共产主义新社会中去,因而也不存在跨越“资本主义制度的卡夫丁峡谷”问题。     

Accountability in the EU's para-regulatory state: The case of the Economic and Monetary Union

This article revisits Majone's famous argument about accountability in the regulatory state in reference to the European Union's (EU) Economic and Monetary Union. We show that the EU has entered the stage of a “para-regulatory state” marked by increasing EU regulation in areas linked to core state powers. Despite the redistributive and politicized nature of these policy areas, the EU's “para-regulatory state” has continued to rely on its regulatory model of accountability, focused on decisionmaking processes, and interest mediation. In line with Majone, we describe the model as procedural and contrast it to substantive accountability – which is necessary when regulation has clear redistributive implications. Using two case studies from fiscal policy and monetary affairs, we illustrate the predominance of procedural accountability as exercised by the European Parliament and EU Courts. We complement the empirical analysis with a normative discussion of how substantive accountability could potentially be rendered in both fields.     

A Survey: Children’s Rights Post Termination of Parental Rights and Pre-Adoption

This survey of the statutory provisions and case law of all 50 states and the District of Columbia includes the rights of children to parental support, inheritance, and familial association remaining upon termination of parental rights. A majority of states terminate all the child’s rights at the time parental rights are severed. However, a number of states by explicit statutes or statutory construction have determined that a child’s rights to parental support survives termination of parental rights. This survey examines the prevailing law in each state and suggests statutory reforms to protect the legal status and rights of children.     

Absolute politics and judicious pragmatism: political culture in democratization by reforma

Comparing the political cultures of Spain and Greece before and during the dictatorships, the article seeks to explain the different outcomes of the regimes’ self-transformation attempts, the one that succeeded (Spain) and the other that failed (Greece, the little-known “Markezinis experiment”). Its position is that the abandoning of hard-line ideological stances that have been called “absolute politics”, which was the main contributor to the Spanish Reforma’s success, did not work in Greece due to the persistence of the post-civil war and pre-dictatorial cleavages in both elites and civil society, thus rendering the mellowing of confrontation lines and the consensual politics necessary for the negotiations and mutual concessions between elites and counter-elites unfeasible. The result was, in contrast to the Spanish reforma Pactada, a reverse to authoritarianism perpetrated by the hard-line officers, prolonging the regime for eight crucial months.

Reading the novel Stone Dreams on the 100th anniversary of the “Great Catastrophe”

The article analyzes the Stone Dreams novel by the famous Azeri writer Akram Aylisli. Published in the Russian literary journal Druzhba Narodov (Friendship of the People) in December 2012, it condemned anti-Armenian pogroms in the republic and in the cities of Baku and Sumgait in particular at the end of the 1980s. The novel also refers to the massacre committed by Turkish troops on Christmas of 1919 in the midst of the Armenian Genocide, 1915–1923. At that time, Turkish commander Adif-bey ordered the mass execution of the Armenian population in the author’s home village Aylis (Agulis in Armenian). Almost all Armenians were killed, with the exception of a few young girls who by the late 1980s had turned into gray-haired women. The writer knew them when he was a young man, and the whole of his narrative was based on the stories that were told by the older people in the village. The novel caused mass outrage in Azerbaijan, for allegedly being one-sided. This included mass demonstrations in front of the author’s house and the public burning of his books.
