机遇、创新与坚持"三个代表"重要思想 --学习十六大报告的几点体会

江泽民同志在十六大报告中指出,21世纪头20年是中国发展的战略机遇期,中国将进入全面建设小康社会的战略转折时期。面对机遇和挑战,中国共产党始终高举邓小平理论和“三个代表”的旗帜,坚持理论创新,以理论创新推动制度创新和各项事业的创新,在解放思想中统一思想,在应对挑战中倍加珍惜党的团结。     

《国家赔偿法》的缺陷及其完善

《国家赔偿法》在实施中存在一些缺陷,其主要表现为:赔偿的归责原则单一;赔偿范围过窄;赔偿标准过低;赔偿程序不合理;赔偿费用支付存在漏洞等。本文针对《国家赔偿法》的上述缺陷提出了相应的完善措施。

邓小平国家安全思想是新世纪维护中国国家安全的指路明灯,它的内容十分丰富,是一个完整的科学体系;以江泽民为核心的党的第三代中央领导集体在世纪之交对国家安全提出了一系列重要的新观点,是对邓小平国家安全思想的丰富和发展。     

完善职代会制度与《职代会条例》的修订

198 6年颁布实施的《职代会条例》对推动基层民主政治建设、建立完善职代会制度、做好工会工作、促进国民经济和企业的改革与发展发挥了重要作用。随着市场经济的发展和我国政治经济形势的发展以及职代会、工会工作领域的拓宽 ,《条例》在许多方面存在着明显的历史局限性和滞后性 ,必须对之进行修订。     

略论民族服饰的传承与发展--以纳西族服饰的流变和推广为例

民族服饰是各民族传统文化中不可或缺的一个重要内容。纳西族服饰流变的研究和纳西族服饰的传承推广 ,为各民族服饰的保护传承提供了一个范例。继承、创新是弘扬民族服饰文化的根本 ,要以文化互动的视角和观点 ,正确认识民族服饰的重要价值 ,搞好舆论宣传 ,并与民族地区的经济文化建设紧密结合 ,走与旅游同步发展的道路。从实际出发 ,采取分类指导、全面启动的原则 ,从而加快与世界的接轨 ,是我们传承和发展民族服饰的根本目的     

The global threat of race in the decomposition of struggle

ABSTRACT

Many of the struggles that emerged in the wake of the 2008 global economic crisis eventually experienced decomposition in the face of multiple internal and external threats. While movement composition and decomposition are inevitable in the natural cycle of popular struggles, this article argues that what David Theo Goldberg has termed “the threat of race” constituted one important factor that brought about the eventual demise of these popular mobilizations. By drawing on the cases of US Occupy Wall Street, European anti-austerity protests, and South African struggles against xenophobia, it points to global continuity in anti-blackness across disparate geographies. As these same regions currently confront the threat of righting authoritarianism, this article argues we must also take a self-reflexive look at the seeds of reaction embedded in otherwise progressive and left-wing formations in order to achieve a more sobering account of our present predicament.

The case of the missing victims: Gunshot woundings in the National Crime Survey

National Crime Survey (NCS) data yield an estimate that 171,000 Americans were nonfatally shot in criminal assaults, robberies, and rapes for the period 1973–1979. Comparing this estimate with the number of firearms homicides during this period suggests either that the death rate in gunshot cases is very high (over 1/3) or that the NCS estimate is low. Based on police-generated data appropriate to estimating the true death rate from gunshot wounds, it appears that the NCS estimate is low by a factor of about 3.0 compared with the number of criminal gunshot woundings known to the police. It is common knowledge that survey-based estimates of assault rates tend to be relatively unreliable, a fact that has been attributed to problems with respondents being willing and able to recall threats, fist fights, and other minor assaults. The current result indicates that the estimation problem is not limited to minor assaults. There is reason to think that the underestimate of gunshot woundings is the result of problems with the NCS sample as well as problems with respondent cooperation.

十六大报告在“七一”讲话创新的基础上 ,又有了新的发展 ,提出了许多新思想 ,主要包括 :全面贯彻“三个代表”的“关键在坚持与时俱进、核心在保持党的先进性、本质在坚持执政为民” ;“必须把发展作为执政兴国的第一要务” ;把“与时俱进”同“解放思想、实事求是”一起作为党的思想路线的基本内容 ;在新世纪我们遇到了一个求发展的“战略机遇期” ;在本世纪头二十年“基本实现工业化、大力推进信息化、加强建设现代化” ;“发展社会主义民主政治 ,建设社会主义政治文明” ;必须用“三个代表”重要思想统领社会主义文化建设 ;以改革精神推进党的建设 ,不断为党的肌体注入新活力。
