Egypt, the heart of the Arab world, is the dominant player in Arab‐Israeli and inter‐Arab affairs. Close scrutiny of political and intellectual trends in Egypt tells us much about these trends throughout the Arab world. Reporting from a country such as Egypt, which has an authoritarian form of government, presents problems for journalists and researchers. There is much criticism of the government, but it is muted, often lying just below the surface. One must try to discern the underlying political reality without seeming to criticize the government. Journalists who are considered pro‐Israel are viewed with suspicion. Journalists who ask probing questions may be classified as pro‐Israel. This study examines the complex fabric of Egyptian political reality through interviews with prominent intellectuals and government leaders. The interviews focus on crucial areas of foreign policy.  相似文献

Over the past few decades researchers have begun to examine the importance of understanding positive youth development and the many contexts in which youth find themselves. The social contexts in which adolescent development occurs are varied and complex, particularly the development among African American youth. African American youth are faced with a number of challenges including living in single-parent homes, high teen pregnancy rates, and poor neighborhoods, yet many of these youth continue to thrive. The purpose of this study was to examine the relationship between family structure (single-parenting) and adolescent outcomes such as educational aspirations and sexual activity among African American adolescent youth aged 12–17. Approximately 462 African American youth were surveyed. A number of positive results emerged; for instance, there was a negative correlation between family structure and educational aspirations. The number of parents in the home did not interfere with youth wanting to complete high school and go on to college (r = ? .218, r² = .04, p < .05). The results also showed that as educational aspirations increased, the number of sexual partners decreased (r = ? .141, meaning that the more adolescents reported a desire to complete high school, they were less likely to report having sexual intercourse. These positive results should be promoted among African American youth so that those faced with these challenges will note that others have overcome and accomplished their goals. In this population educational aspirations were important. Limitations and future research are discussed.  相似文献

The purpose of this article was to assess the overall health behaviors of African American emerging adults who live in a Midwestern city. Two hundred participants, ages 18–25, completed a 129-item survey. Results indicate that African American emerging adults are engaged in relatively healthy behaviors (i.e., physical activity, low substance use). The results also showed that within the emerging adult developmental period, there are differences in behavior for those who are in the younger (18–20) versus those that are older (21–25) in the developmental period. Limitations, future research, and implications for practice will also be discussed.  相似文献

Institutional responses of parliaments to international developments are widely regarded as efficient changes because they tend to be unaffected by partisan preferences and benefit all members of parliament equally. This article challenges that common notion by providing evidence that the institutional responses of national parliaments to European integration are in large part the result of international partisan emulation. Spatial regression analyses robustly show that parliamentary EU oversight institutions diffuse across member states whose majority parties have similar constitutional preferences. A parliament is more likely to emulate the EU oversight institution of another parliament if their majority parties have similar ideas about the territorial distribution of power and institutional framework for policy making. This result has important implications for our understanding of institutional change in parliament. Responses of parliaments to external developments may appear non-partisan at first sight but unfold partisan characteristics if one looks beyond the domestic level.  相似文献

The paper analyses the connections between elite and mass opinion in the European Union. It considers both the ways in which mass publics use heuristics supplied by political elites to form their EU opinions, and the ways in which political elites respond to the opinions of the mass publics they represent. The paper employs data from simultaneously-conducted elite and mass surveys carried out in sixteen European countries in 2007. The results show that masses and elites in Europe do appear to take cues from one another in forming their EU opinions. Political elites base their individual-level opinions on the average position taken by their respective (national) party supporters. Mass respondents base their opinions on the average position taken by elite members of the (national) party with which they identify.  相似文献

The assignment of policy competencies to the European Union has reduced the divergence of party policy positions nationally, leaving the electorate with fewer policy options. Building upon insights from spatial proximity theories of party competition, the convergence argument predicts convergence particularly in policy domains with increasing EU competence. As the policy commitments that derive from EU membership increase, parties become more constrained in terms of the feasible policy alternative they can implement when in office. The analysis uses manifesto data at the country‐party system level for nine policy domains. It uses ordinary least squares (OLS) estimation with country fixed effects, a lagged dependent variable and country corrected standard errors. Controlling for other factors that could plausibly explain policy convergence, the models also assess whether the convergent effect of party positions varies across different types of parties. The main finding is that in policy domains where the involvement of the EU has increased, the distance between parties' positions tends to decrease. The constraining impact of EU policy decisions differs between Member and non‐Member States. This effect is more apparent for the policy agendas of larger, mainstream and pro‐EU parties in the Member States.  相似文献

ABSTRACT

Africa has rich traditions and knowledge systems founded on the principles of caring for one another and the spirit of mutual support embedded in the African philosophy of Ubuntu. These collective values tend to be marginalised in international human rights standards built on western values. The standards were developed without broad-based consultation of the different value systems in Africa. Therefore, in order to inspire sustainable implementation among diverse cultures, dialogue to develop universal human rights and obligations based on the diversity of cultures and ways of knowing is needed. Using South Africa's experience at two universities, the extent to which these institutions have attempted to incorporate African indigenous knowledge systems (AIKS) and human rights into the higher education curriculum is investigated. The implications for higher education and the human rights and development paradigms built on western knowledge systems are investigated. North-West University has been the pioneer of integrating AIKS into higher education in South Africa and is the only higher education institution in South Africa with an accredited IKS Teaching Programme at both undergraduate and postgraduate levels – which has been notably successful, albeit with some challenges. AIKS has also been integrated into research and teaching at the University of KwaZulu-Natal and has registered significant successes since 2012. The need to embed AIKS in the curriculum of higher education institutions is affirmed.  相似文献

ABSTRACT

Franz Fanon, the Algerian revolutionary of African descent, once declared: ‘Each generation must, out of relative obscurity, discover its mission, fulfil it or betray it.’ The challenge confronting African researchers on matters related to the Afro-Arab borderlands – regions spanning Tchad, Niger, Mali, Mauritania and the Sudan where the African and Arab worlds meet – centre on resolving, reversing and undoing historical denials and inaccuracies. This article critically reviews the falsification of history in this part of Africa, in the Sudan in particular, and the role of the Arab League, the Organisation of the Islamic Conference, the Organisation of African Unity and its successor the African Union, in addressing the plight of its inhabitants. The article concludes with the recommendation of the creation of a new, culturally based Pan-African organisation able to fill a void and offer redress.  相似文献

ABSTRACT

Science and technology have a major role to play in current and future developments on the African continent as a whole. With the vast array of developmental challenges, current thinking needs to be expanded, so that technologies provide increased and enhanced solutions, such that African scientists produce an African response to the very many shared challenges affecting Africa – both as individual nations and as regards African people collectively. Key to developing an integrated science and technology network, within and across nations, is firstly to understand the extent of research and development (R&D) currently undertaken within individual territories and on the continent as a whole. In light of this, the article examines the value and importance of national surveys of research and experimental development undertaken in Africa. Within the Southern Africa Development Community (SADC), many member states now have dedicated departments overseeing state science and technology (S&T) development initiatives. South Africa has the most developed science and technology system on the continent. In recent years, other SADC countries like Mozambique, Botswana and Namibia have initiated projects to measure R&D activities within their territories. Despite this, further North, R&D measurement on the continent is uncommon, both as a result and as a cause of underdevelopment.

The article explores the limited data from selected African R&D surveys in an attempt to understand measurement issues that exist and to detail the value and importance of mapping S&T systems and their applications to developmental issues in Africa. In countries like Algeria, Angola, Burkina Faso, Cameroon, Egypt, Ethiopia, Gabon, Ghana, Kenya, Lesotho, Malawi, Mali, Nigeria, Senegal, Tanzania, Uganda and Zambia, where S&T systems exist, effective means of measurement need to be established, so that the power of these systems can be harnessed, shared and exploited to benefit the African people. To this end, the African Science, Technology and Innovation Indicators (ASTII) initiative was set up at a meeting in Addis Ababa with the aim of delivering a survey of these countries’ R&D output and potential. This is eagerly awaited by the African S&T community.

At the forefront of African R&D measurement is the South African national R&D survey, administered by the Human Sciences Research Council (HSRC). Being an established survey, the South African team is often called upon by other African nations to support the setting up of surveys. The HSRC also trains visiting African scientists in the delivery of accurate and reliable R&D survey data. This article will, for the first time, present detailed results of the most recent South African national R&D survey (2008/2009), together with a trend analysis of historic South African R&D surveys.  相似文献

ABSTRACT

Malawi's Vision 2020 document, a national document that serves as a vehicle to project a future for a more developed, secure and democratically mature nation, laments the tendency of Malawians to denigrade local products and glorify all things foreign. Yet, paradoxically, the document does not address the important issue of promoting Malawi's indigenous languages. This silence can be interpreted as reflective of the population's inclination to ascribe greater value to foreign culture. In Malawi, as in many other African countries, indigenous languages are not considered worthy as media of education, subjects of advanced study or critical vehicles for national development. They are still victim to a discrimination rooted in Africa's 500 plus years of European enslavement and colonisation. Against the backdrop of the pursuit of an African Renaissance, this article looks at Malawi's language policies since independence in 1964, and at how, ten years short of an idyllic national vision, Malawi measures up on the important issue of language.  相似文献
