ABSTRACTThis article builds on insights from the coalitional presidentialism literature and a more ideational regime-based approach to examine the reasons behind Indonesia's ongoing democratic stagnation. It argues that this stagnation is not, as institutionalists might posit, an ultimately inevitable result of the institutional setup of multiparty presidentialism. Nor is it merely a manifestation of unchallenged oligarchic domination or the cartelization of party politics as other influential approaches to Indonesian politics have argued. Instead, this article argues that presidential politics in Indonesia is above all a reflection of a complex regime configuration in which presidents need to navigate between popular demands from the electorate, the interests of powerful veto actors who use democratic procedures only as an instrument to defend their predominantly material interests, and a constantly evolving but still inefficient set of political institutions that has largely failed to ensure accountability and transparency. 相似文献

Lethal drones or unmanned combat aerial vehicles have been used to kill thousands of persons suspected of complicity in terrorism. Despite concerns aired by legal scholars that drone strikes outside areas of active hostilities violate international law, the US government contends that targeted killing is distinct from assassination, and has persisted in the practice to the point where it has become normalised as a standard operating procedure and taken up by other nations as well. Drone strikes have been championed by Western politicians as a “light footprint” approach to war, but the institutional apparatus of remote-control killing rests on totalitarian, not democratic principles. Secretive targeting criteria and procedures are withheld from citizens under a pretext of national security, resulting in a conflation of executive with judicial authority and an inversion of the burden of proof, undermining the very framework of universal human rights said to be championed by modern Western states. Moreover, lethal drones hovering above in the sky threaten all persons on the ground with the arbitrary termination of their lives and as such represent a form of terrorism no less than the suicide bombings of jihadist groups such as Al Qaeda and ISIS. 相似文献

The participatory innovations of the last few decades, particularly in Latin America, seem to suggest that the establishment of more participatory democracies is possible. However, limitations have characterized important participatory experiences. While the Bolivian, Ecuadorian, and Venezuelan attempts to promote popular participation have produced both positive and negative effects, some of these participatory experiences’ limitations are useful to highlight more general problems and contradictions that seem to be inherently associated with the establishment of participatory democracy in poorly functioning liberal democracies and in exclusionary and unequal societies. This analysis suggests that, paradoxically, the establishment of effective and inclusive participatory institutions may be less feasible where participatory mechanisms appear, at first glance, as most needed and promising. 相似文献

This study investigates the relationship between direct democracy and political trust. We suggest a solution to the controversy in research centering on positive versus negative effects of direct democracy by analytically differentiating between the availability of direct democratic rights and the actual use of those rights. Theoretically, greater availability of direct democratic rights may enhance political trust by increasing citizens' perception that political authorities can be controlled as well as by incentivizing political authorities to act trustworthily. In contrast, the actual use of the corresponding direct democratic instruments may initiate distrust as it signals to citizens that political authorities do not act in the public's interest. We test both hypotheses for the very first time with sub‐national data of Switzerland. The empirical results seem to support our theoretical arguments. 相似文献

South Africa's ruling party is well known as an organisation that supports the ideal of non-racialism. However, the extent to which the African National Congress (ANC) has defined and instrumentalised the concept of non-racialism is contested. This article looks at the history of non-racialism in the party and more recent interpretations by ANC leadership, before examining how non-racialism is understood, 19 years into democracy, by members of the party. Based on interviews with over 45 ANC branch members, the article describes how members, broadly speaking, have deep-seated concerns with non-racialism in the ANC and in society more generally. There is recognition from ANC branch members that race relations have significantly improved since the ANC moved into government; however, they feel not enough change has taken place and that racial tensions are impeding social cohesion and concomitant growth and progress in the country. There is division among members in regards to the efficacy and impact of the party's racially based policies such as affirmative action as well as the manner in which race potentially influences leadership opportunities within the party. Furthermore, the article shows that there is lack of definition and direction on the part of the ANC in regards to the instrumentalisation of non-racialism, and this deficiency has negative consequences for racial cohesion in the party. The article concludes by discussing how investigations into party branches through the lens of non-racialism, highlights more deep-seated concerns about local-level party democracy and a party fractured at the grassroots. 相似文献

There is no doubt that democracy in México has fallen short of expectations: it has not increased social and economic equality. Few people deem their participation in politics is now more effective than before, the elected government often fails to meet citizens' demands, and some regions of the country are seemingly under the control of violent drug cartels. These faults certainly fuel the voters' discontent with the democratic regime. The aim of this paper though is to focus on other less apparent sources of the existing intense political dissatisfaction. Mexicans are unsatisfied with their democratic government not only because it has not provided them with the social goods they are realistically or not expecting from democracy. They are also unhappy due to the perceived gap between an idealized notion of democracy and the way the existing democratic institutions actually work, as an odd ahistorical image of democracy has been constructed. The major claim of this work is that the critical standard of democracy assumed by Mexicans is inaccurate. It will be argued that this ideological misconception has had pernicious effects, as it has nurtured unreasonable expectations and has inhibited Mexicans from considering feasible reforms. Guillermo O’Donnell’s influential work ‘Delegative Democracy’ set the discourse on a peculiar type of democracy. Lying between representative democracy and authoritarianism, the uniqueness of delegative democracy lies in its features, including an absence of horizontal accountability, strong centralised rule, individual leadership with unchecked powers, a cult figure embodying the nation and clientelist practices. While delegative democracies seem to arise out of presidential systems, Turkey, though a parliamentary system, has also displayed the distinctive features of delegative democracies. This paper identifies three characteristics of delegative democracy, which are responsible for the lack of democratic consolidation, if not the erosion of democracy itself: anti-institutionalism, an anti-political agenda and clientelism. Arguing that delegative democracy is the best concept with which to examine contemporary Turkey, the paper lays out how, post-2011, Turkey has demonstrated the three elements of delegative democracy. The final section discusses the implications of the Turkish case for scrutinising the very possibility of delegative democracy in parliamentary regimes. 相似文献
