The purpose of this article is to compare service quality of the Fiji Islands Maritime Safety Administration (FIMSA) and the Maritime Safety Authority of Fiji (MSAF). Using a structured questionnaire, data were collected from 200 Fiji maritime industry stakeholders. Research findings identified FIMSA and MSAF service delivery misalignment with customer expectations; customer’ expectations exceeded perceived customer service experiences of FIMSA and MSAF; and, perceived customer service experiences of MSAF were noticeably better than those of FIMSA.  相似文献

This Viewpoint argues that international development aid agencies have failed adequately to address the rights and needs of genocide survivors in Rwanda. It illustrates that genocide survivors remain impoverished and marginalised, and that development aid agencies only tangentially, if at all, acknowledge their vulnerability and take steps to empower them to realise their rights. It provides examples of aid programmes that are reaching genocide survivors and urges development aid agencies in Rwanda to design and implement programmes explicitly for genocide survivors.  相似文献

Generally speaking, NGO studies have focused their attention on the organisational unit and its role in shaping development outcomes. With few exceptions, the analysis of development partnerships, in which NGOs play a crucial role, has largely been confined to examination of ‘donors’ and ‘receivers’ and not the dynamics within organisational settings. This article is concerned with the interface between local and international staff operating within Lao-based international NGOs. The research relied on interviews with local and international staff and sought to examine how staff themselves interpreted the process of ‘localisation’ in the context of their own professional experience.  相似文献

Having regard to the impact of the credit crunch on fraud, the 19% average cuts in public spending and the wide disparities in fraud loss data, this article will argue for the mandating of fraud measurement through the introduction of legislation in the United Kingdom. The proposed statute applies to both the public and private sectors and incorporates minimum standards of measurement accuracy and the publication of findings and subsequent reduction strategies. In support of this contention this paper offers empirical evidence provided by the United States (US) Improper Payments Information Act of 2002. Further options for change are also presented including developing the role of the National Audit Office and the creation of an infrastructure for knowledge management through the sharing of best practice.  相似文献

This contribution provides a critical analysis of the treatment of consumer liability in cases of Internet banking fraud. Whereas generally banks refund the financial losses associated with Internet banking fraud to the individual victim, exceptions do occur, at least in certain EU jurisdictions. These, however, are rarely spoken about, but do indicate a number of (legal) problems. The main problems are lack of clarity and lack of consistency as to when a consumer can be held liable. These problems also maintain potential negative consequences such as increase in perceived risk, loss of trust and demands for better security, which may be suboptimal from an economical perspective. This article concludes by reflecting on the potential benefits of the introduction of zero liability as an alternative.  相似文献

Two books at the end of the Blair era—by Michael Barber and Julian Le Grand—offer to redeem the ‘third way’. Both authors explore the political case for public sector reform and the means by which it can be accomplished. They explore a similar range of reform models: command and control; quasi‐markets; and devolution and transparency. But the circle between efficiency, client service and continuous improvement must be squared. Neither author considers the ‘learning by doing’ alternative. No less fundamentally, neither author addresses the political and technical challenges in developing strategy. How are issues to be aired in advance so as to expose evidence and perspectives? How are interests to be engaged and supporting coalitions formed? How are these processes to occur without executive commitment? How are unconventional ideas to be aired without being over‐ruled by populist or media sensationalism? These are the practical dilemmas that confounded Blair's efforts. These books invite a strategic conversation that is badly needed. But where in the political system can it be pursued?  相似文献

Western Governments concerned about the lack of gender equity in their workforces are increasingly seeking to address the negative effects of unconscious biases on employment decisions to counter the effects of hidden prejudices. Although unconscious bias has received limited attention in the human resource literature, social psychology literature has identified inadequacies with this practice, including that such training may entrench and normalise unconscious biases. We argue that the popularity of unconscious bias training invites agencies to view this practice as a ‘silver bullet’ to achieve gender equity, but that its effectiveness is likely to be limited unless accompanied by sustained interventions to address discrimination. Further, the impacts of unconscious bias training need to be rigorously evaluated to assess whether government resources are being effectively utilised. Consistent with international research, such an evaluation may reveal that unconscious bias training has unintended negative consequences, but that the training can be improved to reduce these consequences.  相似文献
