Bringing the Emigration State Back In

The decades between 1948 and 1980 are often remembered as a time of mass immigration, yet almost 2 million more people left Britain than arrived in those years. Mass emigration has been an enduring part of Britain's modern history and this article explores its effects on British politics. The two world wars, the turn to tariffs, joining the EEC and leaving the EU: at these critical junctures, Britain's overseas diaspora was mobilised to reshape domestic politics and to transform the UK's global political economy. Charting the rise, fall and afterlife of Britain's ‘emigration state’ can contribute to our understanding of these events and help researchers analyse the effects of racism and empire on modern British politics.

警察的拦截与搜查权,作为英国刑事侦查活动的重要组成部分,最近二十年来发生了一系列重要变化,从一个侧面反映了英国刑事侦查制度乃至整个刑事司法制度改革的方向和幅度.以英国1984年《警察与刑事证据法》的内容为起点,结合此后有关法律的相关规定,集中论述了拦截与搜查权在行使条件和程序等方面的主要变化.     

African-Caribbean women, (post)? Diaspora,and the meaning of home

ABSTRACT

Drawing on bell hooks, Audre Lorde and Carole Boyce-Davies, this paper develops an ethical framework to provide a gendered analysis of relative power inside and outside the home. In doing so, it considers the ways in which our view of home as African-Caribbean women, impacts our understanding of '(post) diaspora' (Dunn, Leith, and Suzanne Scafe. 2019. “African-Caribbean Women: Migration, Diaspora, Post-Diaspora.” Caribbean Review of Gender Studies 13: 1–16) in the UK. Insofar as home is central to the idea of diaspora, I suggest that home must be conceptualised as an interdependent 'adult's' home rather than a dependent 'child's' home. On this reading, in the context of global power relations, I caution that while offering a useful and necessary point of departure from diaspora, the use of 'post' could be deployed to undermine an unapologetically intersectional black politics. As such, I claim the (Post) Diaspora Network's methodology, rather than the term itself, best demonstrates the liberatory intent and importance of a (post) diaspora subjectivity.     

Britain and Japan: a survey of recent books in English dealing with aspects of Anglo-Japanese relations

Abstract

Since the Japan Festival in the UK in 1991 some significant studies in English have been published about Anglo-Japanese relations. Two sets of volumes stand out. These are the five volumes in the History of Anglo-Japanes Relations 1600–2000 and the ten volumes in the series Britain and Japan: Biographical Portraits which have covered up to six hundred British and Japanese personalities and themes. Some aspects of Anglo-Japanese relations and some personalities deserve further attention. Cultural exchanges have developed greatly in the seventy years since the end of the Second World War and merit research and analysis. Considerably more detailed work needs to be done on Anglo-Japanese trade and financial relations and on Japanese investment in the UK and British investment in Japan.     

‘How Do You Think I Feel? It's My Country’: Belonging,Entitlement and the Politics of Immigration

Current debates around immigration are informed by hierarchies of belonging, with some groups seen to belong more, and therefore deserve more, than others. This link between belonging and entitlement has been predominantly analysed in relation to struggles over access to key material benefits, such as jobs, housing, healthcare and so on. This paper will argue that these struggles also point to the continuing relevance of nationhood to many people's sense of self, community and place and the value that comes from being positioned, and recognised, as part of a group that lies at the heart of national life and culture. In other words, the ‘politics of immigration’ is about the anxieties and concerns of those who no longer feel ‘at home’ in what they consider to be ‘their’ country.

均势既是国家的一种对外政策和对外行为,又是国际体系的一种运行状态和存在形式。几个世纪以来,英国将均势政策视为一种"金科玉律"或国际政治铁律,有着深刻和复杂的根源。在近现代欧洲国际政治中,面对欧洲大陆一系列统治者屡次掀起的追求霸权的狂潮,作为欧洲大陆外缘海岛国家的英国,基于自身的利益考量,采取均势外交政策,制衡和打击霸权追求者成为英国在此期间经久不息和坚持不懈的政策与行动。     

How women use family networks to facilitate migration: A comparative study of Irish and Polish women in Britain

Within migration studies there has been a tendency to focus on a single case study of a particular national group. Adopting a comparative approach may raise new and interesting questions or challenge conventional thinking on migration. While on the surface, at least, Irish and Polish migrants would appear to have many commonalities, there has been surprisingly little comparative analysis of these two groups. Drawing on my own research on these migrants in the British context, I focus on women as a large but under-researched aspect of both groups. This paper suggests ways in which such a comparison could be undertaken by using social networks as a useful comparative tool. A social networks perspective not only allows a probing analysis of migration strategies, but also provides a framework within which to compare across different migrant groups, such as for example, examining the role of family networks (here and there) in migration processes. In addition, this approach enables an examination of dynamism over time and how migrants develop relationships within spatially dispersed as well as locally embedded ties.     

Confidence in the police: Balancing public image with community safety – A comparative review of the literature

Examining the evolution of British and Australian policing, this comparative review of the literature considers the historical underpinnings of policing in these two countries and the impact of community legitimacy derived from the early concepts of policing by consent. Using the August 2011 disorder in Britain as a lens, this paper considers whether, in striving to maintain community confidence, undue emphasis is placed on the police's public image at the expense of community safety. Examining the path of policing reform, the impact of bureaucracy on policing and the evolving debate surrounding police performance, this review suggests that, while largely delivering on the ideal of an ethical and strong police force, a preoccupation with self-image may in fact result in tarnishing the very thing British and Australian police forces strive to achieve – their standing with the public. This paper advocates for a more realistic goal of gaining public respect rather than affection in order to achieve the difficult balance between maintaining trust and respect as an approachable, ethical entity providing firm, confident policing in this ever-evolving, modern society.

英国行政裁判所的最新改革及其启示

20世纪90年代以来,英国行政法的一个重要动向是改革行政裁判所制度。作为英国宪政改革大背景下的具体产物,2007年《裁判所、法院和执行法》对行政裁判所的性质和定位、组成和结构、程序规则、裁决、上诉机制、裁决的监督和救济等都作了重大调整。这些做法对我国行政司法制度的完善具有参考借鉴价值。
