论政治文明中的权力制约

政治文明体现了人的自由的实现和社会经济的发展,表现为人可以自主地对自己的信仰和行为作出自由选择。市场经济条件下的政治文明集中反映在对国家权力的监督制约,以遏制国家的集权专制对市场经济正常运行的干预和对日益要求自主的私人领域的干涉。近现代世界政治文明的主要特征是民主与法治,其基本制度功能就是对国家权力的监督制约。民主与法治不仅实现了对国家集权与专制的有效遏制,而且为国家能力的提升提供了坚实的合法性基础。

The Decline and Fall of Democracy in Venezuela: Ten Theses

This paper presents an argument about the causes of the decline and fall of the 1958–1999 system of democratic politics, commonly known in Spanish as puntofijista , in Venezuela. Competing explanations of this process are evaluated, and an interim assessment of President Hugo Chávez and his political project is offered.     

吉林省农村群体性突发事件的原因及对策

农民负担过重，执行政策过程中出现的偏差，基层组织建设薄弱，参政渠道不畅及个别领导干部的腐败行为等是产生农村群体性突发事件的主要原因，因此，解决农村群体性突发事件应大力发展农村经济，减轻农民负担，严惩腐败，改进政府工作方式和领导干部的工作作风，密切干部关系，高度重视思想政治工作，利用法律和道德的教化功能，化解矛盾，建立健全矛盾纠纷排查调处机制，加强信访立法，推进基层民主政治建设，拓宽参考渠道，提高农民素质，增强民主法律意识。     

宗族因素对农村政治和治安稳定的影响

改革开放后农村宗族活动明显增多,但这只是阶段性、局部性现象,不会成为一种影响农村政治和治安稳定的重要社会因素。就农村宗族活动对农村政治和治安稳定的影响而言,其消极性与积极性并存,且彼此难以剥离。传统的农村宗族活动属于风俗习惯,没有对之进行限制的充分的法律依据。比较合理的做法,是在对农村宗族活动采取放任态度的基础上,严肃对待与之相关的违法犯罪活动。     

政治体制改革要与时俱进

随着社会主义市场经济的深入发展、人们政治需求的不断觉醒和社会深层次矛盾的凸显,使加速政治体制改革变得日益紧迫和重要。发展社会主义民主政治的核心内容,是要实现权力体制民主化。

Populisms old and new: the Peruvian case⋆

President Fujimori is often seen as exemplary of the Latin American “neopopulist”. Having inherited a country in crisis, he managed to engineer profound changes in the economic sphere, legitimising his government through a direct rapport with the mass of the population that marginalised representative institutions. This article seeks to place this “neopopulism” in an historical context by focusing on the socio‐economic and political characteristics that have sustained a tradition of populism in Peru. It argues that “top‐down” styles of political mobilisation have long had a debilitating effect on the development of a representative party system, and that populist traits can be traced through regimes of widely differing ideological orientations.
