柬埔寨问题产生后 ,印支政策是泰国外交政策的核心。差猜上台后实施的“战场变商场”政策因其变化性而受到广泛关注。该政策既反映了泰国政治变迁 ,又表现出泰国外交政策的继承性 ,同时亦展现了泰国的地区雄心。实质上 ,差猜时期泰国的印支政策是“双轨政策” ,即“一轨”为“战场变商场”政策 ,另“一轨”是 :以外长西提为首的泰国外交部实施 (与东盟集体政策一致 )的政策。双轨政策实质上反映了泰国国家利益 (远期与近期 )的分歧与协调及国家利益与东盟地区利益的分歧与协调。  相似文献

国际社会已经达成共识,认为有效地控制艾滋病与人权保障之间存在着密切关系,而法律则是实现防治艾滋病的一个重要手段。因此,现实和未来都要求各国通过以保障人权为核心的相关立法,充分保护艾滋病病人和艾滋病病毒感染者的各项基本权利,切实调动社会各方面的积极因素来战胜艾滋病,最终维护人类的共同利益,实现社会的可持续发展。对此,在国际人权法的框架下,结合艾滋病的流行特点,国际社会和许多国家近年来制订了不少准则和法律,以阻止艾滋病的进一步传播。  相似文献

The impact of massive aid on development and governance has been studied for a decade with mixed results. Using the results of an elite survey on aid and quality of governance based on Kaufmann et al.'s six dimensions (voice and accountability, political stability, government effectiveness, regulatory quality, rule of law, and control of corruption), this article offers a case-study of Cambodia. The country's challenges in light of high aid dependence and ‘Dutch disease’ in the aid sector are elaborated, and disappointing human development outcomes are examined. Despite more than five billion dollars in aid, infant and child mortality and inequality have worsened. Key informants are overwhelmingly in agreement that, save for political stability, aid has not had a positive impact on governance in Cambodia. The failure on control of corruption shows how hard it is for donors to be tough on a country with extreme poverty. On the basis of what has been accomplished to date, however, aid seems unlikely to be able to deliver large improvements in governance and in many ways may even contribute to its further deterioration.  相似文献

When implementing democracy, local discourses of decision-making affect the ways in which the liberal democracy is comprehended, realized and practiced. One problem with the so-called ‘transition paradigm’ is then the neglect of local cultures and institutions and their impact on implemented democratic systems. Given this, the aim of the article is therefore to give a deep(er) understanding of the processes of change in implemented democracies through a close empirical reading of interviews with Cambodian politicians and non-governmental organizations (NGOs). A critical examination of the conditions in Cambodia reveals how liberal democracy is not only re-interpreted and hybridized but also occasionally resisted in line with the local discourses of power.  相似文献

Adopting an analytical approach grounded in the literature on the impact of industrial relations (IR) systems on foreign direct investment (FDI) decisions, this article assesses the workplace practices in Hong Kong-invested garment factories in the regulated IR system in Cambodia. Cambodia opened up FDI in 1993. The country has attracted FDI in light manufacturing, mainly in the export-orientated garment and footwear sectors. The USA is the largest trade partner of Cambodia in garment exports because of a unique agreement, US-Cambodia Trade Agreement on Textile and Apparel. The Agreement granted a quota for Cambodian garment export in return for better compliance with international labour standards. The trade agreement and private sector initiatives have combined to bring about a “labour advantage” in Cambodia. This labour advantage will continue to be its competitive edge in a post-Multifibre Agreement world, and other developing countries may well follow Cambodia's model.  相似文献

Studies of tax compliance have focused primarily on individual taxpayers rather than representative enterprises. However, this paper examines several determinants of tax compliance perspectives among medium taxpayers. Using an ordered logit model, the associations of psychological and institutional factors with medium taxpayers’ compliance perspectives are analysed. The results indicate that tax law enforcement, penalties, tax awareness, trust in tax authority, and accounting agency are the main determinants increasing medium taxpayers’ high-compliance perspectives and reducing their medium-compliance perspectives. Tax law enforcement and accounting agency also remedy their low-compliance perspectives. These findings provide guidance for policymakers in enhancing tax compliance.  相似文献
