反恐怖主义与我国东北地区城市安全

城市在一定的空间内汇聚了大量的人流、物流、资金流和信息流,城市这种高度的聚集性和防范恐怖袭击的脆弱性会使其成为恐怖分子的重要打击目标。受地缘等因素的影响,我国东北地区城市面临着国际恐怖主义和国内恐怖主义的潜在双重威胁,为了保护人民的生命财产安全,我们必须未雨绸缪,在借鉴西方城市反恐经验的基础上构筑我国东北地区城市的反恐防控体系。     

关于构建适应上海特大型城市特点的涉外警务运作机制的思考

上海市涉外警务的范围不断扩大,任务明显加重,构建涉外警务运作机制迫在眉睫:建设以专业力量为主导的涉外案(事)件查处网络机制;建设以属地公安机关为主的境外人员管理机制;建设高度集中统一、垂直管理的办证机制。     

To Bowl a Mexican Maiden Over: Cricket in Mexico, 1827–1900

The Mexico City Cricket Club was founded in 1827 by a mixed group of British and foreign nationals. This article traces its origins, rules and regulations, membership, progress and activities through to the 1870s and again in the revival of the 1880s and 1890s. It reveals that although the game of cricket was adopted by few Mexicans, it was enthusiastically played by the British community in Mexico throughout the nineteenth century. The Club continues to the present time in Mexico City.     

A Test of Competing Hypotheses about Homicide Following Terrorist Attacks: An Interrupted Time Series Analysis of September 11 and Oklahoma City

There is substantial evidence that catastrophic events, including terrorist attacks, lead to increased levels of post-traumatic stress, especially in communities in close proximity to the incident. Some scholars also argue that these events disrupt social organization. On the other hand, many contend that these incidents produce social cohesion as community members coalesce to help each other in time of need. These ideas have resulted in competing hypotheses in the literature. The first is that violence will increase in the wake of catastrophic events due to heightened levels of individual stress and community disorganization. The second is that violence will decline after these events because of increased social cohesion, especially in the face of an outside threat. In order to test these competing hypotheses, we employed autoregressive integrated moving average (ARIMA) techniques to model the impact of the Oklahoma City bombing and the September 11 attacks on monthly homicide counts at the local, state, and national level. Unlike prior studies that provided evidence of an effect but did not use rigorous time-series techniques, we found no support for either of the competing hypotheses. We conclude that while such catastrophic events may have an effect on individual and collective efficacy well beyond the immediate impact of the incidents, these effects are not strong enough to influence homicide rates. 权属登记与房地产买卖合同--对我国《城市房地产管理法》第37条立法的检讨

我国<城市房地产管理法>第37条禁止未登记领取房屋权属证书的房地产转让,这一规定不知扼杀了多少本应完成的房屋买卖交易.无论从立法的目的及公共政策的考虑来看,还是从市场交易的经验的视角来看,此条规定的公正性与合理性均存在令人疑虑的地方.此外,即便按照财产交易法的理论逻辑体系来看,此规定也不能自圆其说.作为一条脱离了生活实际和法理体系的立法,修改也许是必要的.     

改善城市道路交通的若干建议

本文通过对福建省城市道路建设现状的分析,针对目前存在的城市道路规划设计理念滞后、路网密度指标偏低、慢行系统建设滞后和公共交通设施有待提升等问题,提出加快完善城区基础设施、加大路网密度、推进慢行系统建设和公交优先等改善城市道路交通的具体思路和对策建议     

论利益保障视域下城市规划中的公众参与——基于德国双层可持续参与制度的启示

随着我国城市化进程的不断深入,城市规划制订中的法治化问题逐渐进入了我们行政法学研究的视野。由于城市规划本身的特殊性使得在规划制订程序中存在着公众参与制度广阔的适用空间,《城乡规划法》已经对城市规划制订中公众参与制度进行了比较原则的规定,但是各地政府在具体实践中存在着诸多的适用困境。我国应借鉴德国城市规划中公众参与制度,确立以保障公众利益、防止公民权益受到过量损害为目标的制度,最终通过完善我国城市规划中公众参与的具体制度,以期实现保障公民利益的目标。
