近数年来,围绕着驻冲绳美军基地,特别是普天间基地问题,美国、日本中央政府、冲绳地方政府两国三方之间发生了尖锐的冲突和争执。冲绳的民众为支持地方政府的政策再次掀起要求美军基地撤离的大规模群众运动。战后以来冲绳人一直在抗争试图减少基地甚至是实现无基地化,60多年过去了,冲绳仍然生活在基地当中。那么,冲绳问题在战后之初到底是如何形成的呢?从美日同盟的角度来探讨这个问题,可以看出,美日同盟的出现导致了冲绳问题的产生。《旧金山对日和约》结束了日本被占领状态,同时《美日安全条约》的签订确定了美日安保体制的法律框架,对冲绳来说更为重要的是《旧金山对日和约》第三条也成为美国统治冲绳的法律依据。也就是说,《旧金山和约》和《美日安全条约》结束了美日之间的敌对关系,并开启了两国之间的同盟关系,与此同时,美日安保体制的确立也就意味着冲绳问题的出现。  相似文献

Social citizenship in the classical sense of T.H. Marshall has been declared to be eroded and to have lost its significance. The introduction to this special issue challenges this assumption and argues that recent anthropological work on social citizenship in post-colonial, post Cold War and post-socialist states have shown that social citizenship is relevant and is being claimed by citizens of these states. Historical notions of citizenship as well as claiming rights to state support in return for having worked for the state are at work here. Furthermore the contributions to this issue illustrate how notions and practices of social citizenship compete and sometimes replace other practices of claiming citizenship on the basis of ethnicity, nationality or cultural ties.  相似文献

Malik Bendjelloul’s music documentary, Searching for Sugar Man (2012), uses the narrative of its central figure, American rock “n” roll musician Sixto Rodriguez, to allegorize South Africa’s emergence from censorship and isolationism to a post-apartheid and increasingly transnational dispensation. I look at the cultural politics of apartheid-era censorship in attempt to account for Rodriguez’s cult appeal in South Africa, despite his artistic shortcomings and his obscurity in the USA. I then focus on the film’s final concert sequence, featuring Rodriguez’s first South African performance, which Bendjelloul subtly positions as a moment of celebration over the new possibilities enabled by the demise of apartheid and the rise of an increasingly integrated global culture.  相似文献

Abstract

What role did the newspaper play in attempting to influence public opinion in the early stages of the Grenada Revolution and what are the terms in which printed discourses on the revolution were conceptualised? The Grenada Revolution was a discursive political process where branding and narration were necessary elements in securing the revolution’s authority and legitimacy. This paper argues that Cuba functioned as a metonym through which the revolution was translated in Grenadian periodicals. Even before the coup of 13 March 1979 Grenadian media represented the New Jewel Movement—the revolutionary party—as Cuban-inspired and socialist. In order to examine how socialism in general, and the socialist character of the People’s Revolutionary Government (PRG) in particular, was narrated, a comparison is staged between two newspapers—the government-run Free West Indian and the privately owned The Torchlight. Competing discourses on Cuban communism are analysed for the ways in which they stood-in for the Grenadian people’s hopes, aspirations and anxieties in the midst of radical political change. Issues including race, gender equality, property ownership, freedom of religious practice and freedom of travel are examined in relation to capitalism and socialism, and the PRG’s efforts to maintain narrative authority of the revolution.  相似文献

A hallmark of critical criminology is its critique of the traditional definition of crime. For decades, critical scholars have proposed humanistic definitions of crime that bring state violence into the purview of academic criminology—although outside of critical criminology this is a matter of great contentiousness. This study investigates the views of those involved in peace activism, but not in any way associated with academic criminology, about the application of the term ‘crime’ to war, specifically the recent US war on Iraq. Given that there is no existing research on this subject, the article also examines how peace activists define crime generally and whether they believe those responsible for the war should be regarded as war criminals. Not surprisingly, semi‐structured interviews with 13 anti‐war activists reveal significant support for elements of critical criminological definitions of crime but an unexpected concern on the part of some that the application of the term ‘crime’ to war could be counterproductive in efforts to stop state violence. The rationales for this concern, as well as those for other issues addressed in the study, are largely presented in the interviewees’ own words.  相似文献

States emerging from conflict increasingly seek ways in which to address the violence and human rights abuses of the past in order to move forward into a more peaceful future. The initial responses to mass atrocities were based in legal processes focused on the punishment of the person responsible for the harm. The inadequacy of such an approach resulted in the introduction of a variety of new goals in the transitional period, including the abstract notion of reconciliation which is increasingly advanced as the central goal in dealing with the legacy of the past. This article argues that the failure to examine the relationship between a discourse originally based on human rights and legal approaches and the introduction of reconciliation has only added new challenges rather than resolved existing ones and therefore must be re‐examined. The article also argues that no single approach should take prominence in addressing mass atrocities. Rather a range of options should be available to victims, in particular given the relative youth and inexperience of approaches to violent conflict.  相似文献

Throughout history, those in power have monitored and exercised control over individuals and groups who have been perceived as representing some form of threat to their power. Irrespective of the system of government in place, political crime is a matter of central interest to a society's security police. Political crimes are often committed by extra-parliamentary groups or organizations. The focus of this paper is how the Swedish secret police (SÄPO) have acted against what they have perceived as the extreme left, mainly anarchists and autonomists, during and after the cold war. Did SÄPO's perception of this part of the extra-parliamentary opposition change when the cold war was over in the early 1990s? Were these groups and individuals perceived as the new enemy in the threat vacuum that temporarily arose in the aftermath of the cold war? Furthermore, had the new security concept that was introduced at that time any impact on SÄPO's activities?  相似文献

ABSTRACT

The Sudan's Comprehensive Peace Agreement (CPA) of January 2005 is the outcome of regional and international mediation led by the Inter-Governmental Authority on Development (IGAD)1 and the IGAD Partners’ Forum broadened to include the United States of America, Norway, the Netherlands, Canada, Italy and the United Nations. Five years into its implementation the peace agreement appears to have transformed the war between North and South Sudan into a series of engagements of conflicting nature. Numerous contradictory actions by both the Sudanese People's Liberation Movement (SPLM) and the National Congress Party (NCP) (the main political forces behind the CPA) have been noted during the ongoing implementation process (Grawert forthcoming 2010; Grawert and El-Battahani 2005; Wassara 2008). Although internal Sudanese forces are the key actors in implementing the CPA, external forces are critical in providing the support and pressure needed for a complete realisation of the peace deal. The New Regionalism Approach (NRA), as advanced by Grant and Soderbäum (2003), is instrumental in understanding this dynamic. This article is based on the result of a study that seeks to examine why positive engagements of external forces are needed for a timely implementation of the Comprehensive Peace Agreement.  相似文献

This article examines whether the inauguration of peace between countries has a significant effect on how the news media cover the other side. It is argued that, due to the nature of news, leaders will generally find it easier to mobilize the media for conflict than for peace. However, the actual role the media will play in such attempts can be understood by looking at the political and media environments in which journalists construct news about peace. A joint project was conducted involving both Israeli and Jordanian researchers. The methodology included in-depth interviews with journalists from both countries and a content analysis of newspaper articles published during three different historical periods. The findings demonstrate that although there was a temporary improvement in the media image of the other side, there was little evidence that peace had a significant and lasting influence on coverage. There were, however, some important changes in the prominence of certain news slots. The interviews with the journalists provided valuable insights about some of the political and professional reasons for these findings.  相似文献
