Whither peacebuilding? A reflection on post-conflict African experiences

Peacebuilding is a key concept in efforts to reconstruct African states emerging from conflicts. At heart, it captures the whole array of activities associated with state-and nation-building in addition to building the foundations for local ownership of these processes. Popularised by the UN Secretary-General Boutros-Boutros Ghali in the early 1990s, peacebuilding has evolved alongside peacemaking and peacekeeping in the reconstruction repertoire. This article suggests that while there is considerable scepticism about the utility of peacebuilding in contemporary conflict resolution efforts, African experiences have, since the 1990s, provided solid lessons to both local and international actors on how to rebuild states, societies, polities, and economies.     

Conviviality,ego, team and theme behavior in transrational peace education

ABSTRACT

The Innsbruck School of Peace Studies is known for its innovative academic teaching methods under the title Transrational Peace Philosophy. This essay introduces the epistemological fundament of this approach to peace education. It presents the didactic principles for its Strategic Capacity and Relationship Building, combined with Strategic Leadership Training. They are based on the conviviality of students and a curriculum that follows the stages of groups’ task behavior and individual learning by `peeling the onion´ of the Ego. It describes how the didactics are designed for the international, intercultural, interreligious and interdisciplinary groups of students. It demonstrates the five stages of Ego, Team and Theme Behavior during a semester and how the curriculum places courses for best learning results. It discusses the main presumptions on convivial learning processes for academics. The focus is on students who want to work later in a broader field of conflict transformation.     

构建“东北亚人类安全共同体”中的人类安全议题和国际机制探索

韩国朴槿惠总统自从2009年以来提倡"东北亚和平合作构想",并向美中等国家寻求支持。"东北亚和平合作构想"就是以韩国和朝鲜为主,包括美国、中国、日本、俄罗斯和蒙古等亚太国家和非国家行动主体,培养非传统安全或是软性安全热点问题合作。但该构想存在许多问题,如美国是否作为参与国加入,议题是否包含传统安全和制度化水平问题。如果美国加入,那么,东北亚区域固有的人类安全议题的选择混乱或将引起东北亚的认同性危机;议题的最终目标如果是传统安全,那么非传统安全或软性安全的重要性将被削弱;在制度化水平方面,习惯和惯例的制约性和实效性将成为问题。本文提出了作为东北亚区域内国家间的和平合作体,形成针对人类安全议题的"东北亚人类安全共同体"的方案,研究人类安全理论和国际机制并验证了其合理性。由此,确认了仅限于东北亚国家之间的人类安全范围内形成共同体的合理性。     

Introduction: Unfolding transrational potential

ABSTRACT

This article presents peace education as a process of unfolding potential for peace and conflict transformation. It discusses how the different contributions to this special issue respond to challenges posed by a transrational understanding of peace education that engages with productive tensions present in research and practice. In this sense, the article asks how transrational perspectives can contribute to further understand and engage with these tensions through embracing complexity, contradictions and paradoxes as a field of transformative potentials. Finally, the article presents the objective of this special issue as exploring diverse ways in which transrational perspectives inform peace education - and are informed by it - in the challenging endeavor to facilitate the unfolding of both personal and collective potentials available for peace and conflict transformation.     

浅析《欲望号街车》在冷战时期的去同性恋化

美国冷战时期的文化意识形态以反共产主义和反同性恋为主导,导致许多作家不得不对当时的文化审查做出不同程度的妥协。而百老汇剧作家田纳西.威廉姆斯便是其中之一。由于他本人同性恋的身份,他的作品更是备受关注。主要通过对比普利策获奖作品之一的《欲望号街车》的先后两个版本,提出他的创作并非一开始便回避同性恋主题,其作品的同性恋化其实是一个历史的渐进过程。     

An International Chinese Contest for Peace

ON August 3, I was invited to attend the finale and closing ceremony of the 13th Chinese Bridge Chinese Proficiency Competition for Foreign College Students. This contest, organized jointly by the Confucious Institute Headquarters （Hanban）, the Hunan provincial government and Hunan TV, was held, unsurprisingly, in Changsha, capital of the province.     

作为一种思想资源的“东亚——读白永瑞先生的《思想东亚》

东亚人之间在"已知"与"欲知"相互作用下建构的认知与记忆矛盾重重,而朝鲜半岛的分段体制更是东亚范围内一大隐忧。韩国著名学者白永瑞巧妙地将"东亚"置于知识论的论述场域,提出极具创见的"作为知性实验的东亚"和"双重周边的视角",试图探寻去中心的东亚秩序及东亚脉络里的和平。这种新的思想视角和维度对当下审视东亚的历史与现状具有重要的启示价值。

Kant's Perpetual Peace and Its Hidden Sources: A Textual Approach

The problem of Kantâ‐?s sources in Perpetual Peace has never before been dealt with in a systematic fashion. As some commentators have already noticed, Kant seldom quotes his sources in Perpetual Peace and in quite a number of other works. The purpose of the present research note is to analyze the Kantian text and to find philological traces of the various authors that we believe have been important to Kantâ‐?s work in the field of political philosophy. With this in mind, a methodology has been elaborated which includes three aspects: a textual and comparative analysis, a consistency analysis and a contextual analysis. These three approaches combined should allow us to systematically shed light on the key role played by Emer de Vattelâ‐?s famous book The Law of Nations (1758) and, more unexpectedly, by the Federalist Papers, in particular articles No. 10, 14 and 51 written by Madison.
