ABSTRACT

The posting of workers from the European periphery has generated the longest and most tumultuous series of labor disputes in the history of European Integration. On the basis of relevant archives, this article conducts the first historical review of posting rules in the European Union, from the first negotiation in 1955 until the latest directive in 2018. This historical review enables to discard the idea of a neoliberal turn in posting rules from the 1980s onward. It also leads to reject the explanation of disputes by the movement out of the European periphery under posting rules of a Lumpenproletariat insensitive to class struggle. Instead, the article identifies the increasing regulation of the labor market at the expense of posting opportunities since thirty years. It reveals the dominant role played by governments and their invariable support for their workers. It highlights the constant asymmetry of power between core richer countries and the Southern and Eastern periphery of the European Union. Eventually, this article locates the long-term problem in the contradictions between the interests of workers and firms in richer destination countries and the enlargements of the Single Market to poorer countries.  相似文献

恐怖组织的认同构建过程可分为三个阶段:个体恐怖分子在群体中找到自我、组织内部同一性的构建以及组织一致对外的恐怖主义活动。在整个认同构建过程中,始终贯穿着恐怖组织内外群体文化融入策略选择的矛盾,具体表现为:第一阶段,潜在恐怖分子在主流文化中认同受挫,转而寻求加入恐怖组织。第二阶段,恐怖组织以自身所处的宗教文化为基础,构建其组织文化,并积极通过各种方式加深组织成员对这一文化的认同,但与此相对,恐怖组织外群体却很难认同其组织文化。第三阶段,恐怖组织内外群体文化融入策略选择的矛盾持续激化,最终导致恐怖组织采取一致对外的恐怖主义活动。通过“伊斯兰国”作为案例,对上述恐怖组织的认同过程进行分析后发现,“伊斯兰国”的“成功”是与其“成功”的文化融入策略密切相关,而其在阿富汗的受挫,在很大程度上也是由于文化融入策略“失当”所导致的,即“伊斯兰国”在阿富汗不但无力完成与塔利班的竞争,而且无法解决组织面临的跨文化冲突问题。因此,在打击“伊斯兰国”等暴恐极端势力时,关注文化融入策略的影响并有针对性地采取对策,具有重要意义和价值。  相似文献

The evidence of regional authoritarian clustering across different world regions goes together with the finding that after the end of the bipolar world regional patterns of interaction became more important. Especially in the 2000s a process of revitalisation of regional organisations and even the creation of new regional organisations took place. Interestingly, these newly founded organisations consist predominantly of authoritarian regimes. Due to the emergence and resilience of authoritarianism in the world, the question arises: To what extent do regional organisations (ROs) play a role in this phenomenon? We argue that authoritarian protagonists which we call authoritarian gravity centres (AGCs) constitute a force of attraction for countries in geopolitical proximity – and use ROs as a transmission belt and a learning room for disseminating autocratic elements. In a cross-regional comparison, based on extensive field work, we provide empirical analysis on two AGCs (Saudi Arabia and Venezuela) within their respective ROs Gulf Cooperation Council (GCC), Bolivarian Alliance for the Peoples of Our America (ALBA-TCP) and tackle the questions of why and how autocracies decide to move forward multilaterally within the RO.  相似文献

2014年莫迪在印度执政以来,引领印度经济持续快速发展,印度其对外贸易、国内民生与国家安全对海洋的依赖越来越高。莫迪政府清醒认识到海洋特别是印度洋对印度的安全与发展的关键意义,并于2015年起适时调整海洋安全战略,将2007年确立的以“自由使用海洋”为主题的海上军事战略在有所继承的基础上调整为以“确保安全的海洋”为主题的海洋安全战略。这说明印度在自由使用海洋的过程中,遭遇了多样的海上安全挑战。来自海上以及发生在海上的安全风险直接影响到印度的对外贸易和海上运输、海洋经济活动的展开、海岸和港口城市的安全、海外资产与海外公民的安全,最终危及印度的国家安全。印度调整海上安全战略,明确以印度洋地区为首要利益区,同时加强以印度海军为主体的海上安全保障力量,为之确立多样任务目标下的军事战略,并积极采取有针对性的海上军事行动。同时,印度政府还通过外交手段,与周边邻国、关键的地区大国或国家集团以及全球大国建立双边和多边海上安全机制来应对多样的海上安全威胁,维护海洋安全,最终服务于印度的经济发展和国家安全,并为印度寻求印度洋的主导地位积累资本、创造条件。  相似文献

随着特朗普政府陆续出台一系列战略文件,相关安全政策付诸实施,其安全战略的基本态势逐渐清晰。特朗普的安全观和政策举措,共同构成执政初期安全战略的主体。特朗普的安全观建立在其自身对世界“霍布斯主义”认知的基础上,同时融合了共和党现实主义安全观的基本主张,反映了军工企业及军人群体等背后主要利益集团的核心诉求。特朗普的安全政策仍处于成型中,在军事战略、新空间战略和地区安全战略三个层面举措较多,相关布局较为系统,集中折射了其安全理念。在军事安全层面,在重塑美军优势的核心目标下,扩张性的态势表现明显;在新空间战略层面,进攻性、军事化的特征尤为突出;在地区安全战略层面虽然在手段上有所变化,但总体延续了防御性战略。特朗普的安全战略调整未来仍将面临诸多限度,包括财政制约、同时应对两个大国难以兼顾、建制派的牵制等。特朗普的安全战略将加剧中美在安全领域的对抗态势,两国在军事战略、新空间战略稳定以及南海问题上的对冲和深层矛盾或进一步发酵。安全关系的上述变化将给中美“竞争”增添新变数。  相似文献

The European Union relies on decentralised agencies to implement important transnational regulations, such as certifying the safety of medicines. However, the authority of these agencies does not have ‘hard’ legal status and crucially depends on disseminating ideas and information effectively: what can be termed ‘political entrepreneurship’. This article provides the first comprehensive analysis of the political entrepreneurship of EU agencies by constructing a conceptual typology of entrepreneurial strategies. Drawing conceptually on transnational public administration, a new database is constructed of the ‘entrepreneurship’ of 33 EU agencies in 2014 based on their media communication activities, face‐to‐face networking in workshops and collaborations, and knowledge dissemination and ‘learning’ exercises. This is mapped against the political salience of agencies in the European Parliament and media. The mapping exercise shows four types of entrepreneurial strategies covering the population of EU agencies: technical functional, insulating, network‐seeking and politicised. The typology is validated through semi‐structured interviews in 11 EU agencies, showing the core characteristics of each type of strategy. The article concludes by arguing that this typology provides an important addition to existing categories of EU agencies based on autonomy and accountability, and advocates a future research strategy examining the interaction between agencies’ entrepreneurial strategies and the expectations and reactions of stakeholder audiences.  相似文献

This article offers an overview of the literature on international democracy promotion in relation to the Middle East and North Africa (MENA). It draws on the criteria of process tracing to evaluate the mechanisms, processes and episodes of democratization associated with international democracy promotion in the region. It finds that the literature lacks a clear account of how international democracy promotion relates to conditions for democratization and could pay greater attention to the role of media in either supporting or counteracting democracy promotion activities which impact democratization processes in the region.  相似文献

This article explores the early potential of the Framework for Pacific regionalism, a new political process that Pacific nations are using to establish regional development priorities. The emergence of this process is positioned within a context of a desire for a new era of Pacific-led regional development collaboration. The early outcomes of the Framework are outlined and examined. Specifically, the article questions whether it is meeting aspirations for ‘game-changing’ development goals that enjoy greater levels of ‘ownership’ amongst Pacific leaders. It also explores whether the new process canbe seen as evidence of a new era of ‘post-hegemonic’ regionalism in Oceania, characterised by a revitalisation of regional political debate; a rejection of ‘economism’; and the reassertion of indigenous and civil society concerns.  相似文献

In recent years regional representation offices have proliferated in Brussels. Among the many aims of these offices are influencing the allocation and securing the transfer of European Structural and Cohesion funds. However, our knowledge about whether they have succeeded in this goal is limited. In this paper, we assess whether regional offices in Brussels have managed to affect the commitment and payment of Structural and Cohesion funds beyond the officially stated economic criteria of eligibility. The paper uses a custom-made survey of Brussels offices, complemented by economic, institutional, and political data. The results of the analyses for 123 regions over the period 2009–13 highlight that the capacity – proxied by the budget and staff of the office – of the regional offices to influence the commitment and payment of Structural and Cohesion funds has been negligible, when not outright negative. Regional lobbying in Brussels does not lead to more funds or to an easier disbursement of regional development funds.  相似文献
