This analysis investigates the limits of colonial modernity in the 20th century Dutch East Indies at a time that coincided with the building of the Indonesian national project. I am interested in the constitution of the national teleology as an inexorable socio-political project, deploying specific racial and gendered economies. As a locus of investigation I choose the literary narratives of two celebrated Indonesian intellectuals (and participants in the anti-colonial struggle), Pramoedya’s Buru Quartet and Mangunwijaya’s Durga/Umayi. Were the impulses of anti-colonial resistance intrinsically national in their orientation? Through what erasures and re-appropriations has the nationalism/modernity paradigm become the medium of decolonisation?  相似文献

This paper looks at the ways in which culturalist discourses have influenced our understanding and representation of the rise of the so-called Islamic State. It argues that, in keeping with older narratives on the motives of ‘bad’ Muslims, its political and economic objectives have been overlooked and/or downplayed. Instead, I propose, there has been a strategically efficacious focus on its appeal to Islam, on its sectarian rhetoric and on its use of violence. By continuing to emphasise the ethical over the political in these ways, the culturalism that underpins the dominant representation of the Islamic State’s emergence has, I conclude, served three key purposes – the mobilisation of the ‘good’ Muslim, the exculpation of Western foreign policy and the legitimisation of force.  相似文献

Despite a recent resurgence in research on the politics of migration, foreign policy analysts have yet to approach cross-border population mobility as a distinct field of inquiry. Particularly within the Global South, scant work has theorised the interplay between migration and interstate bargaining. This article proposes the framework of migration diplomacy to examine how mobility features in states’ issue-linkage strategies, in both cooperative and coercive contexts. Drawing on Arabic, French and English primary sources, it empirically demonstrates the salience of its framework through an analysis of Libya’s migration diplomacy towards its Arab, African and European neighbours under Muammar Gaddafi.  相似文献

Classic theoretical research on the diffusion of policy innovation is usually based on decentralized democratic regimes. However, in authoritarian centralized countries such as China, questions such as, ‘What are the driving forces and the structural dynamics behind local government policy innovation and inter-regional diffusion?’ and ‘How do the governmental structural factors lead to the different patterns of diffusion of policy innovation across local governments?’ are interesting research topics. The theoretical framework proposed in this study highlights the roles of the contingent vertical and horizontal governmental relations in innovation diffusion. I extract two key properties: vertical mandatory intervention from the central government and horizontal political competition among peer governments. This research uses four models to develop a new typology of the inter-regional diffusion of policy innovation in China: (1) the enlightenment model, (2) the championship model, (3) the designation model, and (4) the recognition model. A comparative case study is conducted in this research, with four policy cases showing that China has developed diversified mechanisms to encourage local governments to perform policy innovation and inter-regional diffusion.  相似文献

Environmental advocacy in East Asia takes place in a context where there are few well-funded professional advocacy organizations, no viable green parties, and governments that are highly pro-business. In this advocacy-hostile environment, what strategies are environmental organizations using to promote better environmental outcomes? Using an original database of environmental organizations and interviews with activists and officials throughout the region, this paper investigates which strategies are most common, and compares them to the advocacy strategies found in the United States. It finds, perhaps surprisingly, that (a) environmental organizations across East Asia employ similar advocacy strategies, even though they are operating in very different political conditions, and (b) the strategies most favoured in East Asia are also the strategies most often utilized in the United States. It then argues that new theories of advocacy should be developed to pay closer attention to certain actors (academics and artists), and particular processes (organizational networking, government collaboration, and culture-making), that appear to play important roles in advocacy in countries around the world, irrespective of political context.  相似文献

This article responds to a recent call for increased empirical evidence on the ‘local turn’ in the peacebuilding literature and discusses the impact of the international on local consent for peace operations. Using fresh empirical material this article examines the case of the United Nations Interim Force in Lebanon (UNIFIL). It shows how local perceptions of the foreign policies of peacekeeping contingents matter, and how this affects the functionality of the mission. This article highlights the heterogeneity of both United Nations peacekeeping missions and local populations, an issue that is insufficiently discussed in the literature on local engagement in peacebuilding/peacekeeping.  相似文献

This article examines the role of trust between military officers and opposition forces in fostering mass defections of military personnel during pro-democracy uprisings. The current literature on military defection emphasizes the role of either opposition characteristics, or government control policies. Combining the two, however, takes better account of defection as an interaction between officers and the opposition. Through an analysis of civil–military relations during mass uprisings in Benin (1989–1990) and Togo (1990–1993), this article finds that loyalist stacking creates a core of military personnel with a strong stake in regime preservation, while counterbalancing leaves open the possibility for a military-opposition alliance. Alliance also depends on civic resistance campaign characteristics (the unity of the movement, its nonviolent character, the presence of opposition leaders with social ties to military personnel) and promises to military personnel that acknowledge the latter groups’ interests. These findings provide a new theoretical framework for understanding military actions during regime crises.  相似文献

劳动者工资收入情况可以说是劳动者权益最核心、最重要的部分,它在相当程度上反映了劳动者最基本权益的实现状况,以及劳动关系协调机制、劳动争议处理机制是否健全。从目前我国企业劳动者的工资收入情况看,仍存在不少问题,并已经对企业一级劳动关系以及我国经济和社会发展带来不利影响。为提高企业劳动者收入、建立企业工资正常增长机制,应当充分发挥政府调节作用,同时建立具有实效的工资集体协商机制。  相似文献
