Organising for mutual advantage: municipal associations in Bulgaria

Networks of local government support organisations (LGSOs) are critical to successful intergovernmental relations and effective local governance in democratic societies. Bulgaria had no such network of municipal associations when it began the transition from communist rule in the early 1990s. Using US and other external technical assistance, Bulgaria over the next decade overcame the impediments to collective action and established what appears to be an effective and sustainable system to back up its cities and towns. Important factors in mobilising support included a long‐term focus on institutional development, non‐partisanship, flexibility in implementation and a pragmatic orientation that focused on learning by doing. Multiple democracies: political cultures and democratic variety in post-enlargement Europe

Democratization studies endorses a liberal view of democracy and political culture. Insufficient notice is taken of alternative models of democracy. I argue that a ‘multiple democracies’ approach that takes potential variety in democratic political cultures into account has three advantages over the conventional approach: it is sensitive to the historical and contextual nature of democratic regimes, it takes a dual imaginary into account, and it is able to conceptualize the emergence of innovative forms of political culture. Instead of a ‘model approach’, I suggest a multiple democracies approach that identifies political cultures by means of available patterns of cultural repertoires or ethics of democracy.     

闽东少数民族“造福工程”的调查与思考

福建省将以自愿移民搬迁的方式解决生存条件恶劣地区群众贫困问题的工作称之为“造福工程”，闽东民族乡村是“造福工程”的最早实施者与受惠者。闽东各级政府在实施这一系统性工程的过程中，从成立工作机构、制定工作计划，到筛选搬迁对象、组织实施，积累了宝贵的经验，对这一工程的考察与思考，旨在为我省今后的反贫困工作提供借鉴意义。

本文分三个方面对两汉时期的汉字研究进行了概述,一、对汉字形义的阐释;二、对汉字音义的阐释;三、对字义的阐释。本文指出,两汉时期的汉字研究是一个全面发展的阶段,形式多样,内容丰富,为今后的汉字学奠定了坚实的基础。     

After the Ukrainian crisis: Is there a place for Russia?

Revolutionary protests in Ukraine in winter 2014 resulted in the annexation of Crimea by Russia, and an anti-terrorist operation launched by Kiev in eastern Ukraine. What was a totally internal manifestation of displeasure with governmental policy transformed into an international security crisis. While Kiev considers it a Russian–Ukrainian conflict, Moscow perceives it as a Russian–West confrontation, claiming that the crisis was provoked by NATO’s desire to enlarge into the region where Russia’s vital interests lie. The article analyses the sources of the current Ukrainian–Russian conflict and looks into Russia’s place in post-crisis Ukraine. As history has shown, even those states which used to fight each other for centuries managed not only to find peace but to establish constructive relationships. Still, with the shift from material to ideological confrontation, there are fewer and fewer options for compromise.     

Intervention and Subversion: The EU Border Assistance Mission to Moldova and Ukraine

By way of an inquiry into the European Union's border assistance mission to Moldova and Ukraine (EUBAM), this paper articulates two moves. Firstly, deploying intervention to study the relations of the European Union with its self-designated neighbours is heuristically relevant because such a move draws attention to the deployment of a patronizing rationale towards ‘intervened populations’. This is captured in the paper by the notion of tutelage. Secondly, analyses in terms of intervention remain unsatisfying in how they account for the linkage between the planning and ‘programming’ of intervention and its effects. While they work with the idea that intervention like any other practice of rule is a perpetually failing activity, they have yet to articulate this observation analytically. This paper advances the discussion by arguing that the notion of subversion may provide such an articulation.     

转型后俄乌两国经济联系探析

苏联时期俄罗斯与乌克兰两个加盟共和国间的经济联系是一个有机的整体，苏联解体后，俄乌转变为两个相互间有着内在紧密联系的独立国家。由于乌克兰特殊的地缘经济政治地位，与欧洲经济一体化也同样是乌克兰优先发展的对外政策，在政治因素的影响下两国在能源、农产品和军工领域的合作进程发展缓慢。从长远来看，发展两国间的内在经济联系，促进两国间多领域合作是符合两国经济发展共同利益的方向。

乌克兰事件的世界意义 及其对中国的警示

2014年乌克兰危机和克里米亚回归俄罗斯,对欧洲的意义是确定了欧洲人主导的“新凡尔赛体制”东扩的极限和边界。边界历来都是武力确定的。克里米亚的结局对俄罗斯的意义在于俄罗斯守住了生存底线——底线是俄罗斯未来复兴的基础和前提;对欧洲来说,意味着欧洲东扩已抵极限。从彼得大帝到斯大林,俄罗斯只是在波罗的海东岸地区与欧洲进行过边界拉锯,而在乌克兰,除了在第二次世界大战中的斯大林和冷战时期的戈尔巴乔夫有意收缩和放弃外,俄罗斯在乌克兰这个地方基本没有失过手。从对付拿破仑到希特勒的“胜利”经验中,西方人明白,在陆军可以发挥作用的近地,俄国人往往可以完胜。黑海离俄罗斯太近且陆地相连,陆军可以直接进驻;而西方海权国家在此则鞭长莫及。克里米亚对俄罗斯是生死之地,而对欧洲则是重要利益点,为了它,俄罗斯会用全部资源,而西方则不会。如果清楚俄罗斯在乌克兰归属的历史,也就知道2014年乌克兰事件意味着俄国反击欧洲东扩的历史才真正开始。乌克兰事件的影响是全球性的,其中的一些经验教训对中国而言,是有警示意义的。
