This article attempts to identify the general principles that underlie public reasoning about collective obligations and that help explain when political parties can create new obligations or defend existing ones. I use these principles to President Clinton’s unsuccessful attempt to create government health-care plan and attempts by President Bush to privatize Social Security. The success of a party in selling – or defeating – an obligation depends upon what people believe about the competence and capacity of government and the value of autonomy – choices made by each citizen; whether people perceive the obligation as providing floors or establishing ceilings by limiting choice or otherwise restricting opportunities for the better-off; and whether the program is more like insurance or more like welfare. A party’s ability to maintain credibility with voters also depends upon whether party leaders can suppress issues that threaten intra-party elite pacts. When attempts to suppress “taboo” issues like “stem cells” or “black crime” fail, the party loses credibility with its voters and attempts to defend or sell obligations fail.

Between the 1999 and 2009 elections the proportion of national female legislators in Indonesia, the world's largest Muslim majority democracy, more than doubled. While this substantial increase may partly be explained by the recent imposition of a gender quota and placement mandate that have forced parties to increase the number of female candidates, quotas cannot fully explain the strong performance of women in the 2009 elections. First, many parties placed women higher on their lists than the laws required; second, voters appeared to over vote for women in some districts. Although incumbency's typical effect is to inhibit female electoral success by advantaging traditional (male) competitors, I argue that women benefited largely from an alternative effect: female incumbency can improve female candidate placement and electability by demonstrating female capacity and capability. Female newcomers benefited strongly from the presence of female incumbents in their own and bordering districts, thus suggesting a positive diffusion effect of female incumbency.  相似文献

The two hallmarks of a critical election and, hence, of a critical realignment are the magnitude of the observed change and the durability of that change. In addition to offering a new approach to measuring durable change in national party dominance, and providing a non-parametric criterion to identify unusual changes in seat/vote shares, we provide fresh insights via a unifying statistical approach that reflects both of these factors simultaneously. Furthermore, we assess the robustness of critical election determinations in two ways. First, we compare the magnitude of inter-election shifts with both average volatility over the entire time period and volatility relative to a particular time period. Second, as an alternative to the usual perspective, we consider critical elections not as a one-time cataclysm, but rather as a pair (or perhaps even triple) of consecutive substantial shifts, generated by the same underlying factors. Overall, we distinguish six elections that marginally or provisionally meet our criteria to be critical elections. But focusing on pairs of elections, 1858–60 and 1930–32 stand out as critical among all elections since the 1850s.  相似文献

Despite limited government control over the pre-1914 economy, opposition politicians were enthusiastic in blaming bad economic news on the incumbent. In a study of 458 by-elections between 1857 and 1914, we find that voters typically gave new governments a 'honeymoon' but thereafter held them responsible for high unemployment and high prices. Each 1% rise in the price level, on average, brought about a 0.21% swing against the government of the day, while each one-point rise in the percentage unemployed had double this effect. However, when we split the electorate into borough and county constituencies, economic voting appears to be confined to the former.  相似文献

How can we determine which arguments in a referendum are most persuasive? We show that the Bradley–Terry model has several features that make it well-suited to this task, and thus preferable to other, more conventional approaches. Using a survey experiment conducted during an electoral reform referendum in Ontario, Canada in October 2007, we demonstrate how unstructured and structured Bradley–Terry models can be straightforwardly fitted and interpreted. In doing so, we gain insight into the factors which determine support for electoral reform. We identify a status quo bias and find that power varies with mention of fairness, local control over candidate selection, and the role of political parties. We conclude by discussing the limits, extensions and further applications of such models in electoral studies and political science more broadly.  相似文献

The economy was a major issue in Germany’s 2009 election. The global economic crisis did not spare Germany, whose economy is tightly integrated into the global economy. So when the German economy experienced a historical shock, did voters connect their views of the economy with their vote choice? Or did they, as some research has suggested, recognize Germany’s dependence on global markets and cut the government slack, especially when the government consists of the country’s two major parties? Using pre- and post-election panel surveys from the German Longitudinal Election Study (GLES), we investigate the weight that voters gave to the economy, relative to other considerations, when casting their ballot and whether governing parties were disproportionately judged based on the state of the economy.  相似文献

Elections offer a privileged moment in representative democracy, when citizens have the opportunity to express their views, both on the track record of the incumbent government, as on the way the country should be governed in the future. Procedural fairness theory assumes that taking part in a decision making procedure that is perceived to be fair, strengthens the legitimacy of the entire process. Most of the empirical research assumes that the attitudinal effects of elections are mainly due to the fact that one's preferred party wins the elections. In multi-party systems, however, such a clear distinction is not always possible and therefore it is hypothesized that the winner-loser-logic is weaker in this kind of party system. In this study we rely on a unique Belgian panel study to ascertain how electoral participation has an effect on political trust. The results show that in a proportional system all voters rise in political trust following their participation in elections. The winner-loser effect is not significant. Furthermore, the analyses suggest that especially the respondents with the initially lowest trust levels gain most by participating in elections. The theoretical implication of this finding is that apparently elections are still considered to be an important and legitimate linkage mechanism between citizens and the political system.  相似文献

The literature on elections and election monitoring is divided between those who take a skeptical view, suggesting that monitors are often political rather than objective in their judgments, and those who see monitors as a real force for cleaner, more honest elections. Studies that use field experiments to look for the effect of monitors generally support the optimists, indicating that the mere presence of election observers can have powerful effects. This is surprising given the extent of the resources available to incumbents who wish to conduct electoral fraud. We present the results of an experiment in which 768 observers were randomly assigned to polling stations in 21 cities in Russia in the 2011 parliamentary elections. Unlike most previous studies of election observers, our results suggest that observer effects on turnout and vote for the ruling party are small. The results suggest the need to study more carefully the circumstances that shape the impact of observation missions.  相似文献

This article examines the determinants of positional incongruence between pre‐election statements and post‐election behaviour in the Swiss parliament between 2003 and 2009. The question is examined at the individual MP level, which is appropriate for dispersion‐of‐powers systems like Switzerland. While the overall rate of political congruence reaches about 85%, a multilevel logit analysis detects the underlying factors which push or curb a candidate's propensity to change his or her mind once elected. The results show that positional changes are more likely when (1) MPs are freshmen, (2) individual voting behaviour is invisible to the public, (3) the electoral district magnitude is not small, (4) the vote is not about a party's core issue, (5) the MP belongs to a party which is located in the political centre, and (6) if the pre‐election statement dissents from the majority position of the legislative party group. In this article we propose a model to explain how voters’ perceptions of their ideological proximity to a party affect their propensity to vote for that party. We argue that political knowledge plays a crucial moderating role in the relationship between party proximity and voting propensity. It is necessary, however, to distinguish between institutional knowledge (information about the political system) and party knowledge (information about the parties’ left–right positions). An analysis of survey data from the 2007 Swiss federal elections supports our main hypothesis that party knowledge enhances the link between party proximity and voting propensity. Institutional knowledge may have additional influence, but clear evidence for this effect was obtained only for propensities to vote for the Swiss People's Party (SVP). Overall, the impact of political knowledge was found to be substantial, even after controlling for the outstanding influence of party identification and other predictors of voting propensities.  相似文献
