Politically experienced challengers are more successful in seeking political office than amateurs. The relationship is found so regularly that political experience has become the standard ex ante indicator of challenger quality in studies of American elections. Despite this, little work has investigated why experienced challengers are so successful. Many scholars attribute the relationship to inherent differences between experienced challengers and amateurs: experienced challengers have stronger electoral skills and greater access to material resources. I argue that these differences play a role, but an indirect one. Rather, experienced challengers are lead by both their resource advantage and the high amount of risk they are exposed to in seeking office to run in races in which their party has a good chance of winning. Thus, the direct cause of the experienced challengers’ success is self-selection into winnable races. Empirical analysis supports the self-selection model over a model in which resources directly lead to success.

Across the world, governments skew the distribution of state resources for political gain. But does such politicisation of resource allocation affect development trajectories in the long run? We focus on the long-term effects of voting for the ruling coalition on primary education in India. Using a close-election instrumental variable design and drawing on a new socio-economic dataset of India's state assembly constituencies in 1971 and 2001, we examine whether areas represented by members of ruling coalitions experienced greater increases in literacy over 30 years. We find no evidence of this being the case, in the overall data or in relevant sub-samples. The null results are precisely estimated, and are consistent across OLS and 2SLS specifications and several robustness checks. These findings suggest the politicised distribution of some funds in the short run does not affect long-term development trajectories.  相似文献

This paper examines the impact of good governance in elections compared to the role of the economy. The latter is considered the key factor in electoral survival, while governance issues are rarely included in politicians' discourse or campaigning strategies. Using the ParlGov data and the ICRG indicators for 160 elections, the analysis shows that good governance matters, but mainly for developing countries. Economic growth is an important electoral topic in most of the elections, but its effect varies systematically across contexts. The impact of each good governance and the economy get weaker as the other worsens, and these conditional effects are moderated by the level of economic development.  相似文献

The goal of this paper is to study the linkages between the timing of terrorist events and elections. As strategic actors terrorists may respond to electoral environments by altering the frequency of their attacks around election times. Focusing on democracies, we examine variations in transnational and domestic terrorist incidents before elections over a 40 year span. We find distinct pre-electoral changes in the incidence of terrorist events. In the ITERATE data set, where only transnational terrorist events are included, terrorist activities decline in election months, while in the partitioned GTD data set, where only domestic terrorist events are kept, terrorist activities rise in election months. The findings suggest electoral calendars can dissuade and attract terrorist threats, depending on the origin of the threat, but these effects occur only very close to election time.  相似文献

Research shows that environmental attitudes can affect support for environmentally-beneficial policies. However, it is unclear whether environmental attitudes can influence support for such policies when they are not being primarily framed through an environmental lens. Using data from the 2011 Irish National Election Study, this paper examines the issue using the case of support for the reintroduction of water charges. This was a contentious issue with debate largely focusing on the proposal as an austerity measure, but the proposal also had environmental implications. The results find that while individuals' willingness to prioritise environmental protection over economic growth did not affect their support for water charges, their willingness to make individual sacrifices for the environment did. Moreover, voters’ position on this policy impacted their vote choice. The findings are particularly important given the struggles that governments are facing in implementing environmental taxes and charges.  相似文献

Qualitative accounts of Japanese party politics allude to the standard left-right spectrum, but they invariably devote much more space to discussions of foreign policy differences than to socioeconomic conflict. Quantitative estimates of Japanese party positions treat short party responses to newspaper interviews as if they were true manifestos, and fail both to confirm the claims of the qualitative literature and to demonstrate any consistent basis for party differentiation at all. We address both puzzles by applying a text scaling algorithm to electoral pledges to estimate Japanese party positions on three major policy dimensions. Our analysis largely confirms the findings of the qualitative literature, but also offers new insights about party movement and polarization over time.  相似文献

Having joined the Eurozone in 2001, Greece experienced a short period of economic euphoria before confronting a major financial crisis some nine years later. In the period between joining the Eurozone and accepting the joint IMF/EU bailout package, the economic situation facing Greek voters changed dramatically. I use this setting to test the economic voting hypothesis. Using longitudinal aggregate data from 1981 to 2009, I investigate the relationship between macroeconomic indicators and vote share of the incumbent party to test the “grievance asymmetry” hypothesis. Moreover, by using individual-level data from 2004 to 2009, I investigate the extent to which retrospective sociotropic evaluations about the state of the economy are associated with support for the incumbent party. The results suggest that sociotropic economic evaluations are associated with government party support, but in a period when the economy is at its worst the incumbent has no real chance of winning and should expect support only from its long-time loyal supporters.  相似文献

This article shows that ethnic cleavages have contributed to electoral fragmentation in Latin America, but not in the way that the social cleavages literature would expect. It finds that party system fragmentation in the region is not correlated with ethnic diversity, but rather with the proportion of the population that is indigenous. The failure of the main parties to adequately represent indigenous people, it argues, has led indigenous voters to shift their support to a variety of smaller populist and leftist parties, which has produced high levels of party system fragmentation in indigenous areas. Where a significant indigenous party has emerged, however, indigenous voters have flocked to that party, which has reduced party system fragmentation. Analyses of sub-national electoral data from Bolivia, Ecuador, Guatemala, and Peru provide support for these arguments.  相似文献

Violations of rights, a weak Duma, political parties dominated by bureaucrats, and corrupt privatization are ordinarily taken as signs or even causes of the failure of democracy in Russia or at best as normal traits of electoral politics in a middle-income state. Yet all of these are natural consequences of introducing democracy in a country with the Russian electorate’s distinctive recent experience of a loss of a third of the state’s territory and half its population. In such a democracy only a centrist, not a liberal, strategy can block a return to authoritarianism, and such a strategy in Russia will subordinate rights to the task of privatization that a Duma weakened by ideological, demographic and geographic impediments to party development cannot conduct. Consequently what are taken as signs or causes of democratic failure in Russia are instead necessary effects of introducing democracy in Russia’s special circumstances.  相似文献

High levels of split ticket voting in elections usually indicate either an instrumental electorate, or widespread disaffection from the major parties. Elections to the Russian lower house, the Duma, permit voters both party list options and single-member ballots; as a result, the 1993 and 1995 Duma elections recorded some of the highest levels of split ticket voting ever recorded. Using national survey data collected just after the 1995 Duma election, we test two major explanations for split ticket voting, one based on the activities of voters, the other on the strategic behaviour of parties. The results show that split ticket voting is caused by voters, and more specifically, by their weak attachments to parties. But party strategy also plays a modest role in promoting the phenomenon. In the absence of major reform of the Russian electoral system, split ticket voting is likely to remain at high levels.  相似文献
