European officials veer towards exceptionalism in their policy communications concerning the EU’s global role, particularly in terms of African development. This article poses a rejoinder to such tendencies through examination of the rise of ‘virtuous power Turkey’ in Africa. It examines how Turkish elites constructed a moralised ‘neo-Ottoman’ foreign policy in wake of stalled EU accession. It then underscores how elites framed humanitarian interventions in sub-Saharan Africa in contrast to the perceived neo-colonialism of an EU ‘other’. In this vein, the article explores the meaning of normative ‘neo-Ottomanism’ for ostensible beneficiaries in Africa, for the EU, and for Turkey itself.  相似文献

This article offers a new theoretical explanation of the relationship between religion and the demand for redistribution. Previous literature shows that religious individuals are less likely to favour redistribution either because (a) religion provides a substitute for state welfare provision, or (b) it adds a salient moral dimension to an individual's calculus which induces them to act contrary to their economic interests. In this article, it is argued that the effect of religion on an individual's redistributive preferences is best explained by their partisanship, via a process of partisan motivated reasoning. In contexts where parties are able to combine religion with pro-redistribution policies, religious individuals are more likely to favour redistribution as doing so reinforces their partisan identity. In advanced democracies, religious individuals are more likely to be supporters of centre-right parties that oppose redistribution. However, in Central and Eastern Europe (CEE) the historical and political context leads to the opposite expectation. The nature of party competition in CEE has seen nationalist populist parties adopt policy platforms that combine religion and leftist economic programmes. They are able to credibly combine these two positions due to the way in which religion and the welfare state became linked to conceptions of the nation during the inter-war state-building years. Using data from 2002–2014, the study shows that religiosity is associated with pro-redistribution attitudes in CEE. Furthermore, religious supporters of nationalist populist parties are more likely to favour redistribution than religious supporters of other parties. The results of this research add greater nuance to our understanding of the relationship between religiosity and economic preferences.  相似文献

Over recent years, Europe has experienced a series of Islamic terrorist attacks. In this article, conflicting theoretical expectations are derived on whether such attacks increase populist Euroscepticism in the form of anti-immigration, anti-refugee and anti-European Union sentiment. Empirically, plausible exogenous variation in the exposure to the 2016 Berlin attack is exploited in two nationally representative surveys covering multiple European countries. No evidence is found for a populist response to the terrorist attack in any of the surveyed countries. On the contrary, people in Germany became more positive towards the EU in the wake of the Berlin attack. Moreover, little evidence is found that ideology shaped the response to the attack. The findings suggest that terrorist attacks are not met by an immediate public populist response.  相似文献

During historic development, that the stress put in international law on protection of national minorities was strengthened or weakened depends upon a momentary interest of states. In (general) international law up to now, the term of "national minority" has not been legally defined. It has been done only for Europe. A group can be classed as a national minority if it is numerically smaller than the rest population of the state. It is not in a dominant position, its culture, language, religion, race, etc. are distinct from that of the rest population, its members have a will to preserve their specificity, its members are citizens of the state where they have the status of a minority and as a specific condition frequently added, and at the same time such a minority should have a long-term presence on the territory where it has lived.  相似文献

Abstract

While espoused by the newly independent states after the collapse of the Soviet Union, the liberal order has not taken root in interstate relations and is now openly contested in Eastern Europe and the South Caucasus. However, the challenges presented (primarily by Russia) to the international order also trigger growing contestation, in several Eastern European and South Caucasus countries, of an existing regional order premised on Russian hegemony. Therefore, the picture that emerges from these multiple contestations is not an alternative regional order, but rather overlapping orders in a fragmented region.  相似文献

Despite recent changes in international relations and lapse of time since the fall of the USSR, the issue of Russian membership in NATO has been an ongoing fact. Hence, the principle scope of the paper is SWOT analysis of potential Russian membership in NATO from the perspective of the Russian Federation. Through the introduction and evaluation of advantages and disadvantages of such membership in the light of latest geopolitical events in Eurasia suggested by academic and professional circles in NATO countries and Russia, we proceed with identification of fundamental strengths, weaknesses, opportunities and threats that Russia might face. Taking into account such determining factors as the size of its territory, shifting geopolitical conditions in the world, modern understanding of security and a potentially frozen dispute in Ukraine, we come to the conclusion that benefits potentially brought by Russian membership in NATO could be sustained while drawbacks could be eliminated by incorporation of NATO to OSCE and a change in voting procedures of the Alliance.  相似文献

Political debate in modern Britain has been structured by four narratives or traditions, called here ‘Whig imperialist’, ‘Tory nationalist’, ‘democratic collectivist’ and ‘democratic republican’. The Whig imperialist tradition goes back to Edmund Burke; it is a tradition of responsive evolution, flexible statecraft, genial optimism and abhorrence of dogmatic absolutes. It prevailed for most of the nineteenth century, for most of the interwar period and for most of the 1950s and early‐1960s. Its Tory nationalist counterpart is tense, rebarbative and often shrill. At its core lies a primal fear of the dissolution of authority and a collapse of the social order. Its most notable exponents include Lord Salisbury, Enoch Powell and Margaret Thatcher. The democratic collectivist tradition stresses ineluctable progress towards a just and rational society, to be achieved by a strong, essentially technocratic central state, with the power and will to replace the wasteful, unjust chaos of the market place by planned co‐ordination. Formative influences on it were the great Fabian socialists, George Bernard Shaw and Sidney and Beatrice Webb; it achieved its apotheosis under the Attlee Government of 1945‐51. The democratic republican tradition is much more inchoate: its exponents have been the awkward squad of British democracy. The most glittering stars in the democratic republican firmament were probably John Milton, John Stuart Mill and R.H. Tawney. It stresses active self‐government and republican self respect, embodied in a vigorous civil society and strong local authorities. During the ninety‐odd years since Britain belatedly acquired a more‐or‐less democratic suffrage, the first three traditions have all been tested, almost to destruction. But though the fourth has had great influence on social movements of all kinds, governments at the centre have done little more than toy with it, usually for brief periods. The great question now is whether Britain is about to experience a democratic republican moment.  相似文献

How can European democratic states respond to Russian information warfare? This article aims to enable and spur systematic research of how democracies can respond to the spread of distorted information as part of information warfare. The article proposes four ideal-type models representing different strategies that democratic governments can employ; blocking, confronting, naturalising and ignoring. Each strategy is illustrated by ways of empirical examples of strategies applied by European states in view of what is regarded as an unwelcome Russian strategic narrative that is spread as part of information warfare. We problematise each strategy and explore reasons for why states choose one strategy over another. We then explore how different strategies might contribute to destabilise or stabilise the security environment and how they resonate with democratic values. Finally, we contribute to theorising on strategic narratives by highlighting that the choice of strategy will influence states in their formation of strategic narratives. We thus further theorising on strategic narratives by highlighting the link between strategies and narratives, thus identifying one central dynamic in how narratives are formed.  相似文献

ABSTRACT

Since 2008, the international economic and financial crisis has been affecting the living and working conditions of European citizens in different ways and scope. Yet, the pattern is of rising unemployment, social deprivation and poverty, cuts in health, education and social security budgets. These negative socio-economic conditions have led to major transformations in collective responses, which, among others, take place through Alternative Action Organisations (AAOs). The specific organizations carry out non-mainstream activities that primarily target the economic and the social well-being of citizens, including their basic needs, health and lifestyles. Using quantitative data from the LIVEWHAT project and drawing on social origins theory and resource mobilization theory, the article investigates AAOs’ main characteristics across four European countries that have been differently affected from the recent recession as well as belong to different welfare state and third sector regimes, including Germany, Greece, Sweden and Poland. The findings stress the importance of considering the particular combinations of the welfare state and third sector regimes as well as the severity of the experienced economic crisis in understating the variation in AAOs’ main features under a comparative perspective.  相似文献
