长三角城市群协同发展的实践探索与政策建议

长三角建成“具有全球竞争力的世界级城市群”,需要加强城市之间的协同发展。从1982年提出成立“上海经济区”开始,长三角城市群协同发展经历了初步试水、地方政府自发合作与央地协同三个阶段,协同发展取得了丰硕成果,然而,高水平打造长三角世界级城市群,需在现有行政区划下真正破壁行政区经济,紧扣“一体化”和“高质量”两个关键,使顶层设计与地方实践相结合,有效市场与有为政府形成合力,各扬所长、优势互补,提升整体竞争力。

报告Gc蛋白的一种分离方法，为免疫制备抗Gc血清制备抗原。硫酸该分级沉淀出含Gc的人血清组份，BlueSepharoseCL－6B亲和色谱除去含Gc硫酸铸分级沉淀的人血清组份中的白蛋白，快速高效液相色谱系统过Alkyl-SuperoseTMHR5／5疏水色谱柱和MonoQHR5／5离子交换柱。聚丙烯酸胺凝胶解离、非解离电泳证明，Gc蛋白得到了彻底纯化。免疫固定显示：纯化出的蛋白确实是Gc蛋白．为1-1型。快速高效液相色谱为蛋白质的纯化提供了新的技术及仪器手段。     

The rise and fall of communal liability in ancient law

In ancient societies, rules of communal responsibility permitted the imposition of retaliatory sanctions on a wrongdoer's clan. These rules followed the collective ownership structure of early communities. Over time, notions of personal responsibility emerged, terminating the transfer of responsibility from one member to the whole clan. This paper intends to provide an economic explanation for this transition.     

Social Processes of Antagonism and Synergy in Deliberating Groups

The first goal of this article is to explain the social and psychological mechanisms inherent in reaching an agreement within groups with highly divergent initial opinions. The second goal is to diagnose possible antagonistic processes in such groups. The empirical data used were obtained from recordings of focus group interviews, conducted with parents of school age children discussing the issue of sexual education in schools. The results suggest that revealing world views that justify claims made in the debate can foster agreement when the following conditions are met: (1) There exists at least some common ground in the group to serve as a starting point for agreement in other areas; (2) The articulation of different world views is not negatively evaluated or diminished by others in the group; (3) Disputants argue in their opponents' way of thinking. Another result observed is that processes other than rational analyses of the controversy can take place and can lead to agreement.     

Justice Enhanced: Framing an Opt-Out Class Action for England

This article contends that the absence of an opt-out class action remains a yawning gap within English civil procedure. Various recent reform proposals have favoured opt-in procedural vehicles as the way forward. However, key features of these proposals – an opt-in approach and the use of a representative claimant – are subject to considerable reservations in jurisprudence from both England and elsewhere. Following a critique of these features, the article proposes that an 'opt-out regime with brakes' should be introduced, taking into account both the requirement for proportionality under the Civil Procedure Rules, and the invaluable lessons provided by the established Commonwealth statutory class actions regimes.     

Ideas and Influence: Scholarship as a Harbinger of Counterterrorism Institutions,Policies, and Laws in the People's Republic of China

This article demonstrates how scholarship on terrorism in China has provided the intellectual backdrop against which China's leadership has developed the country's counterterrorism institutions, policies, and laws. Building on the linkages between scholarship and policy-making, the article suggests potential avenues for policy reform in China's current counterterrorism architecture.

国际规范、团体认同与国内制度改革——以中国加入FATF为例

国际规范是国际社会中具有约束力的规则集合体。具有较高权威性的国际规范形成了规范团体。规范团体直接影响着国家的行动空间和行动效力。为了加入规范团体、获得成员资格,国家需要进行国内制度改革以达到规范团体的准入标准。面对国内利益集团等社会力量的各种利益诉求,政府需要为引入新的规范和理念、开展制度改革而进行国内动员,通过媒体的作用引导社会舆论,达成支持改革的共识。为了加入FATF,中国通过学习《40+9项建议》的规则,进行了全面的国内反洗钱制度改革。     

The emergence of antisemitic conspiracy theories in Yugoslavia during the war with NATO

Byford and Billig examine the emergence of antisemitic conspiracy theories in the Yugoslav media during the war with NATO. The analysis focuses mainly on Politika, a mainstream daily newspaper without a history of antisemitism. During the war, there was a proliferation of conspiratorial explanations of western policies both in the mainstream Serbian media and in statements by the Yugoslav political establishment. For the most part such conspiracy theories were not overtly antisemitic, but rather focused on the alleged aims of organizations such as the Bilderberg Group, the Council on Foreign Relations and the Trilateral Commission. However, these conspiracy theories were not created de novo; writers in the Yugoslav media were drawing on an established tradition of conspiratorial explanations. The tradition has a strong antisemitic component that seems to have affected some of the Yugoslav writings. Byford and Billig analyse antisemitic themes in the book The Trilateral by Smilja Avramov and in a series of articles published in Politika. They suggest that the proliferation of conspiracy theories during the war led to a shifting of the boundary between acceptable and non-acceptable political explanations, with the result that formerly unacceptable antisemitic themes became respectable. This can be seen in the writings of Nikolaj Velimirovic, the Serbian bishop whose mystical antisemitic ideas had previously been beyond the bounds of political respectability. During the war, his ideas found a wider audience, indicating a weakening of political constraints against such notions.
