网络群体性事件中政府危机管理的哲学思考

网络群体性事件的产生有复杂的经济和政治原因,包括社会经济、政治的不和谐、人民群众认识水平差异、敌对势力的鼓动、政府在应对事件过程中方式方法欠妥等.与传统群体性事件相比,网络群体性事件有规模巨大、破坏力强等显著特征.网络属于新生事物,网络群体性事件也是我国面临的非传统安全之一.能不能做好网络群体性事件的管理,已经成为政府管理能力的试金石.只有不断地加强政府管理的效率,加强网络立法,加强网络监管,区分事件性质,打击网上敌对分子,网络才能成为一片净土,成为广大网民的“美丽世界”.     

山东省会城市群经济圈产业结构优化研究

山东省会城市群经济圈的发展离不开区域内产业结构的协调优化。本文在对山东省会城市群经济圈的产业发展状况进行简要分析的基础上,提出了山东省会城市群经济圈产业结构存在的问题,主要包括产业结构趋同、产业集群竞争力不强、济南市产业集聚和辐射能力不够强以及经济圈内各市产业有效整合难度比较大四个方面。针对这些问题,本文还给出了优化省会城市群经济圈产业结构的对策建议。

本文主要分三个部分,简要概述了国际法律援助组织第十届会议的主要内容。第一部分为法律援助面临的全球性问题,主要表现为法律援助经费缩减及带来的一系列问题,并介绍了有关各国和地区法律援助工作现状的比较分析成果;第二部分强调了网络、电话等现代化技术对法律援助工作的影响。即一些国家是如何利用网络等技术,以积极应对法律援助经费紧张的局面的;第三部分介绍了澳大利、南非采取的有关保障法律援助质量的措施。

Whither Equality? Securing the Lay Citizens' Place Inside the Criminal Justice System

This paper argues that lay jurors should be given a more extensive position in making decisions about misdemeanour cases. The paper constitutes a qualified defense of the 2011 judicial French reform. This reform associates two extra jurors to the already existing three magistrates in charge of misdemeanour cases. Two arguments are presented in favour of this measure. The first argument is that increasing the number of decision‐makers improves the accuracy of verdicts. I call this the argument from quantity. The second argument is that fostering more identity diversity between decision‐makers tends to improve the quality of group decisions. I call this the argument from diversity. The argument from quantity and the argument from diversity are supported by the more general idea that one of the chief rationales of any judicial system is that of ensuring the defendants' equality of protection.     

Public Law and Popular Justice

Group litigation is becoming commonplace. Rules of standing have been relaxed to allow groups to bring representative actions on behalf of their members or to act 'in the public interest'. Groups increasingly intervene in actions between third parties, presenting amicus briefs. This article traces the origins of group action in courts and speculates on the possible effects of changes which blur traditional distinctions between legal and political process, concluding that the legal process must be kept broadly within traditional boundaries, if the qualities of independence, rationality and finality for which it is valued are to be maintained.

中国法医学会法医物证学专业委员会与国际法医遗传学会中文专委会于2006年10月在成都召开学术会议。我们的讨论强调有必要将国际法医遗传学会的信息及时传递到中国。因此,按照国际法医遗传学会的指南,我们推荐混合斑分析,法医DNA数据库及新遗传标记选择标准供同行参考。     

Pacific Regionalism and the Polynesian Leaders Group

ABSTRACT

In November 2011, the Polynesian Leaders Group (PLG) was formed. The inclusion of Samoa, Tonga and French Polynesia gives it enough political muscle to have some influence on Pacific regionalism, but exactly what this will be is uncertain. Notably, it was formed during a tense period for regionalism; Australia’s and New Zealand’s disproportionate influence in the Pacific Islands Forum (PIF) and Pacific Islands Forum Secretariat was increasingly being called into question, while Fiji was crowned the chair of the Melanesian Spearhead Group (MSG) even though it was then expelled from the PIF. To date, the PLG’s most notable work has been done in relation to climate change, while it also promises to address decolonisation, both of which are pressing issues on the regional agenda. These might be issue-areas where the PLG will make its mark. Another might be in counterbalancing the increasing regional influence of the MSG, which over the past 10 years has been willing to act independently of the PIF and its traditional benefactors: Australia and New Zealand. An examination of when and why the PLG was formed, how its membership is determined, and its position on key regional issues might provide answers about its regional implications.

农民工子女是当前中国社会变迁背景下的新生群体,城市的生活使他们建构起对自我群体的意识和群体认同。本研究将从群体过程或发展的角度出发,基于社会认同理论,分析农民工子女被歧视感这一群体污名意识形成和建构的过程。
