The discussion examines private sector development policy implementation in Singapore, examining the new role of the government's economic development agencies from the point of changing relationships among public and non-state actors in the policy arena. Singapore's model of private sector development consists of an exclusive network of partnerships among economic development agencies and between these agencies and private sector actors, such as business and organized labour, as integral policy stakeholders. As Singapore has moved within the past 15 years towards its articulated goal of becoming a knowledge-based economy and an industrial hub in the Asia Pacific region, the country's model of network governance is undergoing a gradual reconfiguration to include a greater role for local enterprises in the policy process. The changing institutional mechanics of network governance surrounding the new model of private sector development in Singapore are examined, along with the highlights of some implications surrounding this shift.  相似文献

This essay reflects on an article by Katy Butler in the Science Section of the New York Times of February 28, 2006. It argues that Butler discusses sibling abuse mainly as a biologically rooted phenomenon and does not clarify its social sources and dynamics. This article examines the Health and Social Care Act 2012 and associated reforms to the National Health Service in England. It focuses on the Act's policy of making the NHS market more ‘real’, by both encouraging and compelling NHS bodies to act as ‘market players’. The article considers whether the reforms are compatible with the constitutional requirements of accountability for the provision of a public service such as the NHS. It argues that the reforms threaten accountability for three reasons: they make the Secretary of State for Health's relationship with the NHS more complex, they create opaque networks of non‐statutory bodies which may influence NHS decision‐making, and (especially in relation to competition) they ‘juridify’ policy choices as matters of law. Taken together, these arguments suggest that there is force in the claim that the reforms will contribute to ‘creeping’ – and thus unaccountable – privatisation of the NHS.  相似文献

The recent domestic constructivist studies characterize Japanese security policy as a serious anomaly to realism and a crucial case vindicating their approach to the larger study of world politics. The present paper challenges this view. It advances a postclassical realist interpretation of Japan's core security policy in the past quarter century. Japan's military doctrine expressed in the 1976 National Defense Program Outline (NDPO) is consistent with postclassical realism's predictions, as opposed to neorealism's predictions, which focus on the dynamics of the regional security dilemma and the question of financial burden resulting from military build-up. In addition, postclassical realism offers a more compelling theoretical guide for understanding Japan's core security policy than defensive realism or mercantile realism. This paper backs up its argument with the empirical evidence that Takuya Kubo, the author of the NDPO, himself intentionally based the NDPO on a postclassical realist line of thinking.  相似文献
