民间对日索赔与中国实施外交保护的可行性

基于人权的推动,传统外交保护的国家自由裁量特征开始发生转变。这既是义务限定,也是权利工具。至于民间对日索赔,中国政府无论是在法理基础上,还是在政治基础上,都具备了实施外交保护的可行性。     

Taiwan: An Internal Affair! How China’s Domestic Politics and Foreign Policy Interact on the Taiwan Issue?

Taiwan may be an internal affair but the domestic public opinion is not invited to participate very much in a debate and a decision-making process that have remained confined to the Chinese Communist Party and the military top leadership and, on purpose, involves a very small number of officials and experts. Conservative and nationalist forces do constrain Beijing’s Taiwan policy. And some leaders are tempted to use the Taiwan issue for unrelated domestic or foreign policy purpose. Nevertheless, what is striking is the potential for flexibility in China’s Taiwan policy. While Chinese local governments and companies’ increasing interests in business-as-usual in the Strait and the unbearable cost of any armed conflict tend to narrow the government’s options, concentration of power and the efficiency of the propaganda machine allow it to rather smoothly manage, in particular vis-à-vis the elites’ conservative opinion group as well as its own public opinion, this flexibility.     

日本、印度金融支持农村基础设施建设的经验及启示

日本、印度两国在农村基础设施建设过程中,有多种金融机构提供多样化的金融服务,如日本的农协、农林渔业金融公库,印度的国家农业和农村开发银行等,为农村基础设施建设提供了贷款、担保等服务,确保了农村基础设施建设的金融需求。日本、印度的金融支持农村基础设施建设的实践给我国提供了有益的启示。     

Resistance and Creativity in Social Interaction: For and Against Memory in Poland, Israel–Palestine, and the United States

In this paper, I present an analysis of Adam Michnik’s notion of “Amnesty without Amnesia”. His was a wise political judgment presented at a critical moment in the struggle to constitute a democratic polity in Poland. Mine is an appreciation of his political position, along with a sociological analysis that highlights the empirical difficulties of its realization in practical action. I will show how at critical moments of social change creative political action works to erase memories of the relevant past, which act as a repressive force, while “re-remembering” (to use Toni Morrison’s formulation). Three cases will be compared, Michnik’s, after the fall of the communist regime in east central Europe, and cases drawn from the Palestinian–Israeli conflict and the American presidential campaign. With friends like these: foreign policy as personal relationship

Governments are run by humans who have sympathies and moods. The study of leaders' personalities, albeit not widespread, is an important tool for foreign policy analysis. Plus, friendship is a feeling that decision-makers like to express for each other. This paper analyses the activity of Silvio Berlusconi, Italy's three times premier, who has made ‘friendship’ a central tenet of his personal foreign policy. Three cases are considered, namely, Berlusconi's relationship with George W. Bush, Tony Blair and Vladimir Putin. The paper concludes that his friendship-based foreign policy has somehow worked; but, because he decided to ignore Italy's structural constraints in the international arena, he ended up wasting opportunities and resources.

中国新闻出版业向东盟"走出去"极具重要性,但当前存在受文化差异影响较大、出版单位文化创新能力较差、人才缺乏和认识上的不足等方面的问题。在政策支持进一步加强、中国—东盟自由贸易区建成等有利条件下,应充分响应国家相关政策,增强向东盟"走出去"的主动性;发挥广西的平台作用,增强新闻出版整体实力;增强新闻出版业"走出去"的能力;加强新闻出版人才培养;为新闻出版业"走出去"提供法律和机制保障。     

企业与利益相关者关系的重新定位——基于哈贝马斯对话伦理的研究

企业与利益相关者关系的理论分析主要集于工具性视角与规范性视角.工具性视角以经济绩效为追求,由于未更好地嵌入规范的社会理论当中,其目的虽明确但方向却不然.规范性视角以阐明企业经营中利益相关者参与的应然内涵为己任,其超然的独白角色难免冷落的际遇.利益相关者的实践模式亦须超越.藉由对话伦理的分析,为重新定位和探索企业与利益相关者的关系提供了新机遇,无论是对利益相关者理论的理路承接,还是对既有命题的逻辑阐释,都显示较强的逻辑自洽性.进一步,由此构建的对话实现框架,为企业经营实践提供了新参照.这些都为进一步反思当前企业社会责任的若干问题给予了深刻警醒.     

福建省明溪县新移民社会调查

本文在实地调查的基础上,分析了福建"旅欧第一县"明溪县内陆新侨乡的形成、发展过程.针对我国改革开放后不断涌现的新移民现象,注重从一个新兴侨乡的视角来剖析新移民产生的原因及对当地社会所产生的影响,并力图寻求伴随新移民现象产生的诸多问题解决的方式、方法.     

“Excuse Me,But Are You Raping Me Now?” Discourse and Experience in (the Grey Areas of) Sexual Violence

In feminist research on sexual violence and victimization, the relationship between discourse and experience has often been at the forefront of intense debates. Poststructuralist scholars have emphasized that the discourses used to name sexual violence may in fact perpetuate the very problem they set out to describe, by freezing women into powerless positions of rapability. Others have likened this sort of argument to anti-feminist trivialization of the pervasively gendered experiential reality to which such discourses refer, highlighting that women’s victimization is not a discursive problem. In this article, I seek to carve out a path that cuts through such polarization by exploring the multifaceted dialectical relationship between, on one hand, gendered discourses on sex and sexual violence and, on the other, people’s reported experiences of these phenomena and, in particular, of the “grey area” between sex and sexual violence. I do this by analysing autobiographical stories from the influential Swedish campaign #prataomdet (#talkaboutit), which emphasized the need for a new language that can do justice to people’s experiences of sexual violence and the grey area between sex and sexual violence.
