Abstract

One outcome of the Jewish–Arab conflict at the time of the British Mandate was the Arab refugee problem. It usually accompanied any escalation in hostilities and was evident at foci of the friction between Arabs and Jews. Reprisals by the authorities against the Arab population was an additional cause. At the time of the Arab Revolt the refugee issue assumed for the first time significant proportions as a result of destructive actions by the British army, the greatest being the home demolition operations unleashed in Jaffa. As a result many families became refugees inside and outside their city. For the first time in the Mandate period the British government was obliged to contend with the problem of Arab refugees that it itself had created, and resolve it. The article aims to shed light on a unique operation by the Mandatory government intended to establish a locality to house Arab refugees, which was implemented and completed in the Mandate period. The article shows that for the authorities the establishment of a quarter for refugees was the required and most appropriate solution to the problem that had arisen.  相似文献

There is widespread consensus on the theoretical foundations of the differing mandates hypothesis, that in mixed-member systems district legislators are more likely to defect from the party line than list legislators. However, the empirical evidence for this hypothesis is extremely weak. Is the hypothesis itself fundamentally flawed, or does the long list of intervening variables cited in the literature account for these weak results? This paper examines the differing mandates hypothesis in a case, Taiwan from 1993 to 2007, in which none of the proposed intervening variables should alter expectations. If the hypothesis is not supported in this baseline case, perhaps it should be discarded altogether. In fact, there is strong support for the hypothesis, indicating that the hypothesis is not fundamentally flawed, though it may be less robust than commonly believed.  相似文献

《京都议定书》是国际社会在防止全球气候变暖的国际合作方面取得的一份具有里程碑意义的国际法文件。《京都议定书》对国际政治将产生如下影响:发展中国家,尤其是中国、印度等发展中大国承受着越来越大的减排压力;推动欧盟一体化的进程,并进一步提升欧盟的国际政治地位;发展中国家阵营内部呈现出进一步分化的趋势。《京都议定书》对国际经济的影响主要表现在:对各国总体的经济福利产生影响;《京都议定书》产生的“碳泄漏”问题可能使得缔约国在竞争力和产业结构调整等方面发生一系列变化;对国际资本流动产生影响;《京都议定书》将推动能源技术的进步,尤其是推动低碳技术和高能效技术的创新与扩散。  相似文献

In the struggle of Jewish labor in the port of Haifa during the British Mandate, the Thessalonikian dockers played a major role. Until recently the story of their absorption was analyzed ‘from above’ with a functionalist-nationalist explanation. The Thessalonikians arrived equipped with professional skills, enthusiasm, and Zionist solidarity, which ostensibly was to be sufficient for their successful occupational integration at the waterfront. This article looks again on (1) the push–pull factors of migration, and (2) the professional and economic absorption in the waterfront of Haifa, but according to social history approach and ‘from below’, from which emerges a much more complex story. We note failures and successes to gain a foothold in the maritime labor market, the persistence involved, and the partial withdrawal from the struggle. The deepening chasm between national idealism and social reality brought an ongoing polemic between the Thessalonikian dockers and the Zionist elites of the interwar Yishuv, with both sides failing to bridge the gaps.  相似文献

Now that more and more legal transactions are being performed online, it is increasingly necessary to enable integration of legal mandates within identity and information management systems. The purpose of this article is to outline the legal framework surrounding delegation and to identify basic requirements for any technical application which seeks to provide recognition to legal mandates and delegation processes. Special consideration is also given to the legal implications in situations where a (presumed) mandate holder acts without or outside his authority. Based on these considerations, this article attempts to outline an approach which can significantly reduce the potential risks for both mandate issuers and relying service providers.  相似文献
