闽台两地人才存在优势互补。当前,闽台人才交流合作呈现出新的发展态势,作为＂海西＂主体省份的福建省应充分把握住新的历史机遇,先行先试,进一步推进和深化闽台人才交流合作。     

区域联动执法的理论基础研究

区域联动执法伴随着区域经济合作的兴起而出现,联动执法的兼容性和协调性克服地区差异弊端,成为区域合作的主要保障手段之一。区域联动执法是一定区域内的广义的联合执法行动,是不同地区间针对区域内共同事务所采取的一种联合执法方式。区域联合执法过程应当秉持公平、公正、秩序、为民等理念,确保法律权威性和正当性。我国区域经济发展中的联动执法是经济与政治的双重选择,也就是说这是一种以市场为主导,以政策为后盾,以区域内不同行政机关为联动主体的横主纵辅的区域合作。     

The Sirens' Call of Relative Gains Concerns: A Critical Analysis of Their Presumed Rationality in the Prisoners' Dilemma

The notion that in international interactions state-actors care not only about their own absolute gains, but also about the size of these gains relative to what other actors receive, is one of the pillars on which rests neorealists' pessimism about the prospects of cooperation in repeated Prisoners' Dilemma (PD) and, by extension, in international politics. Although there has been a lively debate over the impact of relative gains concerns on the prospects of cooperation, the prior question, whether states should in fact care about relative gains at all, has not been seriously confronted. This article questions the assumption that rational states should care about relative gains in PD. As the literature motivates them, relative gains concerns are best understood as a heuristic device designed to guide states toward inter-temporal optimization of their absolute payoffs. Using simulated tournaments of a model of a dynamic, multi-player PD, this article puts to the test whether relative gains concerns in fact achieve this purpose. Contrary to what has been presumed, the analysis demonstrates that in many contexts it is harmful and dangerous for states to care about relative gains. Furthermore, whenever states are in a position to tell whether, in a particular setting, it might be rational for them to care about relative gains, the heuristic of relative gains concerns is redundant. The important issues that the literature on relative gains has sought to address should continue to be discussed, but not through the lens of the problematic and misleading conceptual apparatus of relative gains concerns.     

中非关系研究中的方法论刍议——兼谈资料利用问题

中非关系已成为建构中的国际关系框架的重要内容。中非合作关系的快速发展促进了对中非关系的研究。在研究中,不同学科并不会互相冲突,反而可以互补。对中非关系的研究既可以从不同的角度来选题,也可以用不同学科的方法来解释。研究资料的获取需要利用各种不同的渠道。中非关系的研究提升了国人对非洲的认知,促进了学术与社会需求的结合,并推动了中国学界与国际学界的交流。当前,中非关系研究的缺陷表现在驳论多,立论少;宏观多,微观少;整体多,个案少;说教多,说理少。学者应尽量保持客观中立的立场,只有这样,其研究成果才能真正体现学术的价值。     

European Associations in Higher Education

The last fifteen years have witnessed a drastic increase in higher education cooperation in Europe. In parallel to this development, the number of European associations in higher education has grown considerably. This article constitutes a first systematic look at these organisms. After providing a working definition, it tries to encapsulate the rationale and the main activities of these associations, followed by a first attempt at a typology. A short history of the European higher education association is combined with an analysis of the links between its large-scale emergence and the provision of higher education cooperation programmes by the European Union. This revised version was published online in July 2006 with corrections to the Cover Date.

公安经侦部门加强与其他行政执法机关的办案协作,目的是为了应对经济犯罪逐步向高科技、智能化方向发展以及跨区域流动作案日益增多的趋势。无论是从经济犯罪活动规律演变的态势看,还是从打击经济犯罪的实践需要看,与其他行政执法机关建立全方位、多层次的办案协作机制将成为必然选择。     

On Issuesof Cooperation in Tax Collection and Management between Mainland China and Taiwan

Double taxation and tax evasion are unavoidable issues in cross-strait economic and trade exchanges. Due to the lack of legal system of tax cooperation asguarantee, the practice of cross-strait tax administrative cooperation is at a relatively stagnant stage. The Cross-straits ITA provides a legal basis for cross-strait cooperation in the fields of tax information exchange, tax recovery assistance, document services, bilateral APA sand tax credit. In consideration of the objective difficulties in cross-strait administrative cooperation, Mainland Chinaand Taiwan should start the ratification process of the Cross-straits ITA as soon as possible, modify the relevant contents of the Cross-straits ITA in the contextof the latest developments regarding tax cooperation in international treaties such as BPES Multilateral Convention, and improve the level and efficiency of cross-strait tax administrative cooperation. Furthermore, Mainland Chinaand Taiwan can consider using the Economic Zone on the Western Coast of the Taiwan Straits as the starting point to advance the first trials, create conditions and accumulate experience for the practical cooperation, and jointly achieve mutually beneficial win-win development of the both sides.
