Abstract This article considers how structures and processes of governance in education have changed in England, Wales, Scotland and Northern Ireland over recent years, setting this discussion within the context of debates about the nature of governance and governing in public services more generally. It is argued, firstly, that governance needs to be considered as a comprehensive concept that encompasses both the role of the state and the range of other actors and processes through which educational provision is steered; and secondly, that governance is essentially about power: its distribution and its use. The article draws on these key ideas to explore the similarities and differences between the experiences of the four constituent jurisdictions of the United Kingdom over recent years. It considers whether the approaches in the jurisdictions are converging or diverging, the reasons underlying this, and prospects for the future. It is concluded that, while national histories and cultures have served to maintain very distinctive governance identities among the jurisdictions, international trends, and the ways in which governments respond to these, are putting these identities under considerable pressure. 相似文献

In line with the major philosophical (epistemological) transition in the social sciences from developmental historicism to modernist social science, there have been significant intellectual shifts in academic fields related to politics, state, and administration. More specifically, based on the modernist social science foundation, there has emerged the so-called ‘new governance’ encapsulating diverse neoliberal labels, theories, and models—including reinvention, new public management, networked governance, rational choice, and new institutionalism—which have serious adverse implications for democracy. These are some of the central arguments and claims made by Mark Bevir in his Democratic Governance. Abstract Although Dominion soldiers’ Great War field publications are relatively well known, the way troops created cartoon multi-panel formats in some of them has been neglected as a record of satirical social observation. Visual narrative humour provides a ‘bottom-up’ perspective for journalistic observations that in many cases capture the spirit of the army in terms of stoicism, buoyed by a culture of internal complaints. Troop concerns expressed in the early comic strips of Australians, Canadians, New Zealanders and British were similar. They shared a collective editorial purpose of morale boosting among the ranks through the use of everyday narratives that elevated the anti-heroism of the citizen soldier, portrayed as a transnational everyman in the service of empire. The regenerative value of disparagement humour provided a redefinition of courage as the very act of endurance on the Western Front. 相似文献

As an innovative approach of social governance mechanism under the good governance perspective, purchase of services is currently the necessary requirement of transforming government functions and constructing the new government-society relationship, and it is also the important way of stimulating the vitality of social organization and meeting the public needs. Since China’s purchase of services system is still in its infancy, how to establish a cooperative relations of independent, equality, mutual trust between government and society to promote the achievement of expected effectiveness of purchase of services policy, and it has become currently the core issues of constructing new government-society relationship. This article points out that there exist government being community, the lag of legal system and lack of mutual trust and other multiple characteristics and practical problems in the construction of government-society relationship of purchase of services; and then based on the analysis for its roots and from the perspective of good governance theory, the paper creatively introduces contract spirit and kindness system and seeks the effective ways to construct a new government-society relationship of firmness and flexibility from the structural reform, legal system construction, mutual trust mechanism and other aspects, so that making purchase of services truly become an innovation of social governance mechanism. 相似文献

The article outlines the footprint of international economic interests under state socialism, and considers in more detail the economic integration of the postcommunist countries into the world system in the post-1989 period of the building of capitalism. The focus of the article is on the extent of economic globalization of countries and their economic corporations. It is contended that the globalization of capitalist companies and the direct role of global economic forces had little importance under state socialism. Since 1989, policy in the former state socialist countries has been geared to “joining” the world system, optimistically its core. Important differences have developed between the postsocialist states with respect to economic penetration and exposure to the world market. The outcomes have not fulfilled the expectations of early advocates of transformation and entry to the world economy. Although the new member states of the European Union have entered the world economy as formal members of the “core,” they are not economically equal to the dominant “old” members of the EU. In all the postcommunist countries, there is an absence of large scale global companies, of comparable levels of innovation, research and development. Russia is a resources rich country, a “hybrid” social formation containing elements of state economic control, national capitalism, and global capitalism. I conclude that the semi periphery is not a transient category in the world economy; it has potential for persistence and renewal. 相似文献

Applications of institutional analysis to the explanation of economic performance come in many flavors. Some economists have
made use of an economics-oriented flavor in treating culture as one component of that analysis. Steven Heydemann uses a more
political flavor of institutional analysis to argue that two of these economists, Douglass North and Avner Greif, have overly
simplified and homogenized the concept of culture and the way in which it affects economic performance. He goes on to identify
several instances in both the economic history and contemporary experience of the Middle East where he claims that such over-simplification
has led to shortcomings in the analysis. This paper suggests that while some of Heydemann’s claims have merit, several others
are exaggerated.
