志愿服务与社会工作专业发展

2008年,是中国人“难忘”和“不寻常”的一年,也是中国社会工作“难得”和“大发展”的一年。作为舶来品的社会工作,经历过由志愿性到专业性社会工作的发展历程。2008年的四川汶川大地震和北京奥运会,使志愿服务在中国参与率俱增,志愿精神深入人心。志愿服务帮助中国人民战胜特大灾害,伴随北京人民向世界贡献了“无与伦比”、“最伟大的”奥运会,同时推进了中国现代文明程度的提升,促进了中国社会工作专业的发展。     

对北京奥运民族与宗教问题的思考

处理好民族宗教问题,对奥运会的顺利进行有着重要影响.我们需加强对民族宗教理论的研究,尽快形成一个专家库,探索宣传民族宗教理论与知识的有效途径,把尊重不同民族宗教的礼俗忌讳、饮食禁忌和宗教习俗落实到实处.     

THE AMERICAN RESPONSE TO PAKISTANI AND IRANIAN NUCLEAR PROLIFERATION: A STUDY IN PARADOX

This article explores the paradox in the reaction of the United States to the two different proliferation cases: Pakistan's proliferation and Iran's weaponization effort. The article tries to find answer to the following key question; why the United States, as one of the guardians of the Non-proliferation Treaty (NPT) which would prefer to see a region that is entirely free of weapons of mass destruction, ultimately has accepted Pakistan's proliferation, while imposed considerable amount of pressure to stop Iran from acquiring nuclear weapons.

The paper posits that number of factors explain such differences; first, and at the theoretical level, Pakistan was never considered an “irrational” and “messianic” state like Iran, but regarded as a country with a certain degree of cold-war type nuclear rationality. Second and at the applied level, while Pakistan was a US ally with not having a history of challenging the United States, Iran has been considered enemy and a threat toward the US interest.

Third, while Pakistan's nuclear arsenal was viewed as a defensive mean against overwhelming strength of India, Iran's possible nuclear arsenal considered to be for offensive uses against the United States and Israel. The fourth factor pertains to the consequences of proliferation, which is what happens when Iran's neighboring countries may feel threatened by Iranian nuclear weapon and proceed to develop their own arsenal. Fifth factor deals with the possible Iran's temptation to give some nuclear material to a terror group in which made the United States serious in preventing Iran's weaponization. Last but not least, Israel was not involved to pressure and agitate against Pakistan, while it was applied a tremendous pressure against Iran to prevent it from achieving nuclear weapons.     

韩国国家形象的变迁及其启示

得益于本国的高速发展和积极的对外传播,韩国的国家形象在近30年的时间里实现了质的飞跃：从一个经济落后、军人专制、南北对峙的形象,转变为以经济发达、政治民主、南北和解、活力动感等为主要内容的新形象。韩国经验的启示在于：一,国家形象提升的基础是国力的提升,对外传播工作的实质是把这一情况适时准确地告知传播对象;二,国家形象的定位要与国家的发展战略方向一致,由适当的机构统筹协调国家形象建设工作,切实贯彻国家的发展战略和与此相辅相成的国家形象战略;三,对外传播要以传播对象为本,充分考虑外国人的真实感受,针对传播对象的特性选择最有效的沟通方式;四,充分发挥跨国企业在国家形象建设中的积极作用。     

亚运前后广州流动人口状况与管理分工研究

2010年亚运前后广州流动人口主要包括原有流动人口以及亚运期间短期来穗人口，前者将近1000万，后者约100万。其中，居住在出租屋的比例约占70％以上，自有房屋居住与其他方式居住约各占15％。亚运前后的广州流动人口管理，应在党委政府统一领导下，建立各部门分工负责、共同协作机制，强化直接责任主体的治安管理责任。

伦敦奥运会开幕式在编导上,坚持生活化的文化逻辑,精心选取充分反映当下民众集体生存境遇的英伦文化符号;运用音乐化的主题逻辑,撷取多种风格的本土音乐形式贯穿于"奇迹之岛"主题的诠释行程;遵循跨文化的传播逻辑,以故事化的叙事方式成功地演绎了"奇迹之岛"的主题,达成了"激励一代人"的口号目标,成功实现了跨文化的传播效果。     

现代奥运会举办理念的历史变迁及其社会学成因研究

依据顾拜旦的奥林匹克思想，按照现行《奥林匹克宪章》，根据各奥运会主办国的举办理念，可以看出“和谐理念、和平理念、公平理念、人文理念”构成了现代奥运会的理念体系。受各个时期社会政治、经济、文化等因素的影响，不仅各个理念的内涵得到丰富和发展，而且该理念体系结构也相应地发生了变化，使现代奥运会能适应和主导时代发展的潮流。     

Pacifying and integrating the favelas of Rio de Janeiro An evaluation of the impact of the UPP program on favela residents

In 2008, to curb the violence in the city and in preparation for its bid to host the World Cup and the Olympic Games, Rio de Janeiro installed the “Unidades de Policia Pacificadora” (UPP) program. The aim of this program is to increase security by restoring state control in the favelas and by integrating the favelas and their residents into the formal city. Based on an extensive literature review and 30 (in-depth) interviews with key stakeholders, including favela residents, this article evaluates the extent to which the UPP program has reached its goals 5 years after it was introduced. It concludes that the UPP program has deeply impacted the lives of favela residents. Fewer incidents of lethal violence have been registered. At the same time, residents generally feel safer, and pacified favelas have been integrated to some extent in the formal city. But these achievements have – literally – come at a price. Baile funk has left the favelas and the increased costs for public services and housing have compelled some residents to move to marginalized parts of the city.
