On the rationale of leniency programs: a game-theoretical analysis

In order to enhance the enforcement of Antitrust Law, leniency policies were introduced in nearly all industrialized countries. These programs aim at deterring and eliminating cartels. In this paper we analyze the rationale of the current European and German leniency regulation. We challenge the contemporary view that the standard leniency privilege is incentive-compatible with respect to its aim to enhance competition. Instead, we argue for it to be used as a preemptive strike against competitors under circumstances where cartels become unstable. This implies a tightening of markets in subsequent periods and, thus, a potential reduction in competition intensity. Given strategic reasoning by agents, the principal witness may assure an economically privileged position in the future. This consequence might not be intended by the bonus regulations. Nevertheless if the leniency policies lead to more competition in the market the results should be welcomed by the national cartel offices. We give anecdotal evidence of the German cement case and base our arguments on a game-theoretical model.

中国公共外交项目运作分析——以北京奥运火炬境外传递为例

北京奥运火炬的全球传递活动，不仅仅是传递奥运理念、奥运精神的过程，同时也是向世界展示中国国家形象的重要舞台，可以说，奥运火炬境外传递是中国开展公共外交的一个新项目。火炬传递风波，既显示了此次公共外交的新特点、新突破，又折射出中国公共外交面临的新机遇、新挑战。伴随着国际地位的不断上升，中国应该积极稳妥地推进公共外交，塑造良好的国家形象。     

城市公众安全文化教育的方法与思路——兼议北京2008"安全奥运文化"普及问题

本文通过对安全文化发展演变历史的简单回眸,探讨了适用于城市安全减灾的安全文化教育的模式及方法,尤其从文化建设层面上研究了应用安全文化建设方法的特点。作为最现实的应用,本文还就2008年北京"安全奥运"的系统化建设提出了"安全奥运文化"普及教育的思路。     

Verifying the myth: olympic sex testing and the category “woman”

This paper interrogates the myth of a binary sex–gender system and its application to women through the practice of sex testing in international athletics. Sex testing—in which women athletes are evaluated to determine their suitability for competition as women—is premised upon the assumption that there are, and should be, two and only two forms of the human body—male and female. On the surface, it would appear that testing the sex of women competitors verifies the need for segregation and stratification of sex in athletic competition. Closer examination, however, reveals that the practice of sex testing actually makes visible both the constructedness of sex categories and the oppressiveness of their application.

成功申办2008年奥运会是炎黄儿女的一大体育盛事,在全球传播时代这一大体育盛事也是我国对外宣传进行文化信息产品对外流动传输的一个契机。奥运体育作为一种国际性语言,更具有全球传播特点,它提供了信息对流的机遇,聚拢全球媒体,突破渠道限制,通过热点传播效应的比赛,引进多国主流媒体的竞相报道,以达到对外输出信息产品又获得国外受众认同感的双赢效应。     

Focusing Events and Changes in Ecologies of Policy Games: Evidence from the Paraná River Delta

Solving environmental problems on a regional scale demands joint efforts by multiple stakeholders, but coordinating such efforts can be difficult in complex governance systems. In this article, we combine the literature in Adaptive Governance with the Ecology of Policy Games (EPGs) framework to enhance our understanding of how complex governance systems react to environmental focusing events. We study the EPGs in the Paraná River delta in Argentina following widespread fires caused by slash‐and‐burn practices in 2008, and analyze how new forums created to address the consequences of this event differ from the forums created prior to the event in terms of their capacity to attract stakeholders and to provide higher interconnectivity to the whole governance system. Furthermore, we offer an initial evaluation of the Comprehensive Strategic Plan for the Conservation and Sustainability of the Paraná River delta, the main forum in the EPGs created to address the negative consequences of the focusing event. Finally, we discuss the implications of our findings for the study of complex governance systems where stakeholders are able to address the management of natural resources at a regional scale.     

以奥林匹克标志保护为契机完善我国知识产权保护制度

奥林匹克标志的法律保护方式主要有三种:第一种方式是以注册商标的形式加以保护,第二种是以单行法规的形式加以保护,第三种是以"官方标志"的形式加以保护.应该对奥林匹克标志进行法律上的综合保护.目前,中国对奥林匹克标志的保护主要还是以注册商标结合单行法规的方式进行,中国应该注重以"官方标志"的形式对奥林匹克标志进行保护,我国也应该借此契机完善我国的官方标志的知识产权保护制度.     

论重大事件对目的地旅游业的影响及对策——以济南举办第十一届全运会为例

近年来事件活动给城市旅游业所带来的综合效益已引起学者关注。在分析事件相关概念的基础上把济南第十一届全运会定位在重大事件范畴，并从理论上探讨了重大事件对济南旅游业发展的影响，以及全运会为济南城市旅游业带来的机遇和问题。同时对如何利用全运会的积极效应，促进济南城市旅游业又快又好发展，提出具体建议和措施。
