增强领导干部忧患意识的四个维度

党的十八大报告指出,面对人民的信任和重托,面对新的历史条件和考验,全党必须增强忧患意识,谦虚谨慎,戒骄戒躁,始终保持清醒头脑。作为党的领导干部更要有强烈的忧患意识,常怀忧党之心,恪尽兴党之责。     

高校廉政建设的深层思考与对策

高校廉政建设是一项多方位、多层次、多途径的艰巨而长期的系统工程。本文基于高校廉政建设的主要特点进行实证研究,在剖析造成高校腐败的深层次原因的基础上,提出在加大查处惩治力度的同时,应加强在源头上的预防和综合治理,合理配置教育资源,减少寻租机会,完善内部治理结构,逐步去行政化,保证有力的制约监督与惩治,建立反腐倡廉综合治理长效机制等对策,以推动高校廉政建设的发展,不断提高监督力度和效果,从根本上遏制高校腐败滋生蔓延,保证高等教育事业的健康发展。     

论卧底警察权益保障机制之构建

随着有组织犯罪活动日益猖獗,传统侦查措施已难以与之抗衡。而卧底侦查这一隐蔽型侦查措施,逐渐成为了打击此类犯罪的一把利刃,卧底警察更是被誉为"刀尖上的舞者"。然而,在危险系数颇高的卧底任务中,卧底警察的权益保障几乎处于真空状态。因此,有必要通过完善卧底警察选拔机制、卧底警察培训机制、卧底警察心理调试机制、卧底警察身份保密机制、卧底警察岗位预留机制、卧底警察奖励与补偿机制等方式,来构建一套科学合理的卧底警察权益保障机制。     

新时期我国警务后勤保障工作的规范化建设研究

自从去年以来,公安"210工程"如火如荼地开展着,警务后勤保障问题也越来越受到关注与重视。警务后勤保障工作是公安工作得以进行的支持系统和基础,是公安现代化建设的重要内容。警务后勤保障工作做好了,各项警务活动才可以顺利进行。通过研究新时期我国的警务后勤保障问题,希望找到警务后勤保障存在的不足,并提出改进措施,以期完善我国的警务后勤保障机制。     

Britain First: The ‘Frontline Resistance’ to the Islamification of Britain

The British National Party and English Defence League forged new frontiers in British political spaces in relation to anti‐Islam, anti‐Muslim ideologies. Whereas the former sought to do so in formal political arenas, the latter did so as a street‐level movement. With the subsequent waning of both, Britain First has emerged seemingly to fill the political void they left. In many ways, Britain First combines the strategies and actions of the parties that preceded it, at both the formal and street levels. This article considers what is known about Britain First, about its history, development and its ideology, and how this is manifested in terms of its political strategies and actions. This includes such activities as standing for European elections and also undertaking ‘Christian patrols’ and mosque ‘invasions’. The article considers how Britain First, while having some similarities with the BNP and EDL, is more confrontational and militaristic and is informed by apocalyptic Christianity.     

A behavioral measure of the enthusiasm gap in American elections

What are the effects of a mobilized party base on elections? I present a new behavioral measure of the enthusiasm gap in a set of American elections to identify how the turnout rate of the party faithful varies across different contexts. I find that the advantaged party can see its registrants turn out by four percentage points more than the disadvantaged party in some elections, and that this effect can be even larger in competitive House districts. I estimate the net benefit to party vote share of the mobilized base, which is around one percentage point statewide, and up to one and one half points in competitive House contests. These results suggest that the partisan characteristics of an election have consequences not just for vote choice, but for the composition of the electorate.

Culture or taxes? The conceptions of citizenship of migrants and local factory workers in Italy

A number of studies of everyday citizenship have shown that the way in which the ordinary population of a state thinks of citizenship is not unilaterally determined by the conceptions present in state's citizenship law. This work looks at what migrants and local factory workers in Ferrara (Northern Italy) think of citizenship, and what conceptions can be found behind their opinions. The research is based on 60 in-depth interviews with migrants of different origins and professions and local factory workers. While scholars consider the Italian citizenship law to be closed towards both the immigrants and those born in Italy from non-citizens, most of the interviewees have expressed the preference for the ius soli and shorter residence requirements. Almost all the interviewees believed that people with a penal record should not be naturalised, and some of the interviewees have expressed cultural conceptions of citizenship that could be demanding of the candidates. However, the stronger consensus was for a lighter, economic conception of the citizen as anyone who works and pays taxes.
