Abstract

The transition and consolidation of democracy in Southeast Asia has proven fragile and tenuous some 30 years after the current wave of democratization began. A critical ingredient in the process of democratization is the role of public opinion and the extent that the public supports the democratic ‘rules of the game’. This study uses 2006 and 2007 public opinion data from the AsiaBarometer Survey of six Southeast Asian countries (Indonesia, Malaysia, the Philippines, Thailand, Cambodia and Singapore) to examine popular perceptions of democracy and democratic principles and practices. Specifically, it seeks to shed light on the following interrelated questions: Do democratic institutions in Southeast Asia work well in the short and long term? To what extent are citizens in these countries satisfied with various political and civil freedoms? Do citizens trust specific institutions to operate in the best interests of their society? This article analyses the serious problem of corruption in India by examining its causes and the various anti-corruption measures employed by the government from the formation in 1941 of the first anti-corruption agency, the Delhi Special Police Establishment, which was expanded to form the Central Bureau of Investigation (CBI) in April 1963. India's ineffective anti-corruption strategy can be attributed to the lack of political will of its leaders and its unfavourable policy context, which has hindered the enforcement of the anti-corruption laws. The lack of political will in fighting corruption is manifested in the lowest per capita expenditure and least favourable staff-population ratio of the CBI when compared to those of its counterparts in Singapore, Hong Kong, South Korea and Thailand. To enhance the CBI's effectiveness, it should be removed from the jurisdiction of the police and be established as an independent agency dedicated solely to curbing corruption. The Constitution of India should also be amended to empower the CBI to investigate corruption cases at the state level without obtaining the consent of the chief minister of the state. In view of the lack of political will, this article concludes that curbing corruption in India remains an impossible dream in the foreseeable future.  相似文献

It is becoming difficult to maintain consensus in a period of economic austerity, and this possibly challenges the ability of democratic institutions to take decisions on tough economic questions. In order to find out how political consensus influences fiscal outcomes, this article sets out to analyse the association between political consensus and public expenditure growth. The results show that political consensus is positively associated with both budgeted and actual expenditure growth, but also negatively associated with budget overruns. This indicates that political consensus comes at a cost, while at the same time politicians may be better at sticking to budgets if political consensus exists. The analysis is based on a pooled regression analysis of the local governments in Denmark in the years 2008 and 2009 using a data set combining survey data with administrative data on the local governments.  相似文献

Abstract

The structuring of marketing and communication management within key organisations in South Africa is changing. These changes are affecting the relationship between marketing and communication practitioners, as well as the key tasks they are responsible for within the organisation. Globally, companies are downsizing, restructuring and eliminating hierarchy. This article investigates how key South African companies have responded to these changes, by looking at how the marketing and communication functions are structured within the organisation. Marketing and communication managers from top South African companies were interviewed telephonically. Findings from the study indicate that the two functions are progressively moving towards an integrated approach. However, a commonly agreed organisational structure is still not pervasive. Each organisation structured the marketing and communication functions differently, and various perspectives existed on the key tasks of both marketing and communication managers. From these findings, it is evident that the relationship between marketing and communication, as well as the role and tasks of marketing and communication managers, is still very diverse in the South African context.  相似文献

An emerging literature in political economy focuses on democratic enclaves or pockets of quasi-democratic decision-making embedded in non-democracies. This article first explores the factors that may lead to the emergence of such institutional checks and balances in autocratic politics. I use the comparative analysis of courts in Morocco and Tunisia, and argue that interest group mobilization and the centrality of legalism in political development have been essential for the existence of “governance” enclaves. Second, I explore whether such checks effectively contain everyday rent-seeking, as well as the theoretical channels through which this may occur. Findings from firm-level surveys conducted in Morocco and Tunisia in 2013 indicate that higher general trust in courts, even in modest relative terms, rendered businesses significantly less vulnerable to tax corruption in Tunisia, in sharp contrast to the Moroccan case.  相似文献

There have been more than 50 independence referendums since the middle of the 19th Century when Texas, Virginia and Tennessee—albeit unsuccessfully—voted to leave the USA. A handful of plebiscites were held in each decade after 1945, but most independence referendums were held after the break‐down of communism. Most have resulted in majorities for independence. However, such plebiscites have been rare in countries with established systems of democratic government and the results may not be a fair reflection of the views of the voters. When referendums have been held in democratic countries, they have often resulted in a no‐vote (though Montenegro is an exception to the rule). Referendums have on a few occasions resulted in the exacerbation of ethnic conflict, such as in Bosnia‐Herzegovina and in East Timor. But generally speaking referendums are not correlated with civil war; indeed, war resulted in only 13 percent of the cases.  相似文献

In federal democracies, parties often invest in local politics as a strategy to improve their performance on upcoming national elections. In this study, I use the concept of reverse coattails to investigate how winning local elections affect upper-level electoral dynamics in Brazil. Using a regression discontinuity design (RDD), I show that parties in Brazil boost their national performance, earning more votes on House elections in districts where their members control local offices. I discuss how access to ‘‘pork” controlled by co-partisan House members and mechanical information gains explain these effects. Additionally, I use a Bayesian LASSO algorithm to address data sparsity in RDD designs, and to demonstrate the existence of pro-large party bias on the coattail effects. By disentangling the various effects of winning local elections, this paper contributes to a greater understanding of how parties build electoral strength in fragmented democracies.  相似文献

In recent years a common understanding of the core elements of populist communication has been achieved in academia. Yet, we know less about how the term populism is used by political parties themselves, despite widespread assumptions about the use of populism as a battle term to disqualify competitors. Based on a quantitative and qualitative content analysis of Twitter content from mainstream and populist actors in six western European countries, this study finds that populism is indeed used by mainstream parties in a pejorative way in order to label political competitors. Yet, not only populist but also mainstream competitors are labeled populist by the center parties linking a variety of different negative meanings to the term, which are often of a less demonizing nature not questioning the legitimacy of others. Populists in Italy and France refer to the term in a positive way, while Spanish and German populists rather reject the label.  相似文献
