The political project of gender equality in Africa has gained momentum and made many achievements. However, these have been largely confined to the ‘big’ women working in the public and private bureaucratic contexts in which there is a greater commitment to gender equality. It is argued that in the context of Cameroon, until these ‘bigger’ women renew their commitment to their grassroots sisters, the experience of gender equality will remain largely unequal. Constrained largely by lack of resources – technical, financial, legal, and/or administrative – governments in developing countries often create multi-layered management structures to regulate and monitor protected resources. Such structures are created when non-government organisations are given authority to monitor and/or manage certain aspects of a protected natural or indigenous resource. Other aspects, often regulatory, remain under the management of government. Using case studies from Belize and Malaysia, the research reported here suggests that the multi-layered management structures created between NGOs and governments in developing countries often encourage chaotic monitoring, reactive policies, and conflicts over jurisdiction as well as a dependency on the technical, financial, and/or legal resources of NGOs. 相似文献

It is widely recognised that leadership influences relations between neighbouring states in international affairs. This article seeks to further illuminate the relationship between leadership idiosyncrasies and the nature of Ghana’s neighbour relations under Presidents Rawlings and Kufuor. The argument is that, while political institutionalisation and the international environment may influence neighbour relations to some degree, leader idiosyncrasy is an important intervening variable. Indeed, based on the findings, the international environment may have had less influence on Ghana’s neighbour relations in the period under study (1981–2008) than conventional wisdom suggests. 相似文献

文旅融合作为当前文化和旅游发展的基本趋势,可以丰富乡村振兴的路径选择。从政策视角看,乡村文旅融合政策与乡村振兴战略具有内在宗旨一致性、目标承接具体化等高度的契合。但相对于乡村振兴战略实践,乡村文旅融合却存在明显的政策差距,表现为政策发展的迟滞化、粗放化和项目同质化等问题。对此,应以渐进调适逻辑推进政策发展,并通过强化乡村文旅适度融合、统筹推进的政策理念,构建"一干两翼式"政策框架,完善合作共享格局等精准治理措施促进政策细化,进而助力乡村文旅深度融合、助推乡村全面振兴。 相似文献

AbstractFrance’s hesitant stance on EU enlargement towards the Balkans is illustrative of a broader ambivalence among both French elites and citizens towards the European project. Despite principled support for the Balkans’ EU membership, achieving this step is no strategic priority for France. The official approach emphasizes strict conditionality and a rigorous monitoring of reform progress in aspirant countries. A hostile public opinion and superficial media coverage further strengthen the country’s reluctance to admit new, possibly unprepared candidates into the Union. Analysing the historical evolution of the French position on EU enlargement as well as its current political, institutional and societal expressions, this article construes France’s disinvestment from the Balkans’ EU perspective as the result of failed expectations and a growing disillusionment with the EU’s international role and its political future more broadly. 相似文献

公共政策作为公共部门向社会提供的一种公共物品具有无可置疑的公共性。但现实表明,由于政策主体的单一性、缺乏多元化的利益表达和政策参与,公共政策时常会表现出与公共性相违背的一面。所以如何保证政策的公共性是我国政府必须关注的。从政治文明视角来看,当前我国政策过程中公众参与有诸多阻碍因素,推动公众参与对我国政治文明建设有重要意义。促进公众参与实现的途径一是培育参与型的政治文化,创造良好的政策参与氛围,并逐步培养公民政治素质、提高参与技能;二是加快公众参与的法律化、制度化、组织化建设,逐步建立健全公众参与的“通道”,保障公众参与的广度与深度。 相似文献
