A More Turbulent and Troubled World

The year 2016 marked the 25th anniversary of the end of the Cold War and the 15th anniversary of the 9/11 attack.Though international relations are constantly adjusted,the world is by no means more stable and orderly.International order reshaping triggered by the 2008 financial crisis is deepening,with chaos of various kinds popping up here and there.In the sociopolitical field,the "Trump phenomenon" and Brexit indicate serious weakening of the authority of traditional political systems and elites.In major country relations and international security,the world is witnessing the rise of emerging countries and the and fall of the West,fiercer US-Russia and Sino-US wrestling of strategic significance,and greater global and regional security risks.In global governance,while adjustment of UN-centered global governance is laboring along,national rivalries touch core issues,making global governance more urgent.     

Trumponomics and China-US Economic and Trade Relations

Since he took office,the new US president,Donald Trump,has unveiled his broad economic policy-now called Trumponomics.It emphasizes neoliberalism at home,less government regulations,more growth and weakening the welfare state.Internationally,Trumponomics embraces protectionism and nativism with a focus on US economic interests.Trumponomics caters to the lower-middle classes,a reflection of the country's current economic and diplomatic challenges.Trumponomics will bring uncertainty to China-US economic and trade relations.China should carefully study the policies of the Trump administration and prepare contingency plans.     

“一带一路”倡议下的中非海上安全合作

随着中国"一带一路"倡议的提出与推进,其涉及范围逐步向非洲大陆扩展,特别是习近平主席最终确定将"21世纪海上丝绸之路"穿越非洲大陆。在此背景下,中国政府有必要借助"2l世纪海上丝绸之路"扩展到非洲的机遇,在现有中非经贸、政治及安全合作的基础上把中非关系扩展到海洋领域。鉴于非洲多国政局并不稳定、非传统安全威胁加重,其中来自海上的非传统安全问题日渐突出等局面,在依托"2l世纪海上丝绸之路"扩展中非合作关系的过程中,中国需要与非洲相关国家加强各领域特别是海上的安全合作,并争取其他域外大国的良性参与,避免恶性竞争,共同创建一个"中非海上安全共同体",为包括中国、其他域外国家在内的各国在非洲经贸领域的合作及发展保驾护航。这样既能巩固和加强中非传统合作关系,推动其发展到新的层次,更好地保护中国在非洲的海外利益,也能避免与其他域外大国在非洲走向"零和博弈"。     

Iran and Turkey: not quite enemies but less than friends

The rise and subsequent erosion of friendly relations between Iran and Turkey was a result of their regional ambitions. While Turkey had long seen its secular system as presenting an alternative to Iran’s Islamic ideology, the alignment of their regional interests facilitated a rapport between the two states in the first decade of the twenty-first century. However, the Arab Spring proved divisive for this relationship as each state sought to advocate its model of government and secure a leadership role in the Arab world. The war in Syria widened the divide, as Iran’s long-standing support for the Bashar al-Assad regime could not be reconciled with Turkey’s desire to see President Assad out of office. Using a close reading of Persian and Turkish sources, the authors will analyse the Iran–Turkey divide, focusing specifically on how the Iranians have portrayed it as a clash of civilisations, citing Turkey’s so-called ‘neo-Ottoman’ ambitions as the primary cause.     

Making post-Soviet counterpublics: the aesthetics of Limonka and the National-Bolshevik Party

This article focuses on the shaping of the aesthetics and ideology of Eduard Limonov’s National-Bolshevik Party (NBP) through the pages of the radical newspaper Limonka. In order to study the making of the NBP as a political and intellectual community, the piece discusses Limonka’s editorial line, its graphic style, and the alternative cultural canon that this radical publication promoted, as well as several interviews with National-Bolshevik activists involved in this process. During its first years of existence, Limonka proposed a selection of controversial artistic, literary, and political role models, and the creation of an alternative fashion and lifestyle. The article argues that by provocatively combining totalitarian symbols, the aesthetics and posture of the historical avant-gardes, and Western counterculture, Limonka produced a collective narrative that contributed to the shaping of a new language of political protest in post-Soviet Russia. This resulted in a complex combination of stiob, a form of parody that involves an over-identification with its own object, and a neo-romantic impulse. This new discursive mode, which the article defines as “post-Soviet militant stiob,” should be seen as part of a series of tactics of radical resistance to what the National-Bolsheviks saw as the dominant neoliberal discourse of the mid-1990s.     

Framing a fiscal/cultural micro-encounter: value added tax meets calypso in Dominica

This article focuses on the performance of the calypso song ‘VAT on You’, as a response to the introduction into Dominica of the value added tax (VAT). The article applies a set of concepts to frame and so enhance our understanding of the event in terms of global history. Both calypso and VAT have extended histories and this performance represents an unusual meeting of earlier and current forces of globalisation. The conclusion assesses the helpfulness of the framing concepts ‘longue durée,’ continuities, centring, class divisions and micro-resistance, and assesses the song’s contribution to such resistance     

Forget “Blind Leading the Seeing” – Improving Public Service Management

The aim of this research is to identify the most effective public service management approaches for outsourced services. Our focus is on the phases of transition and service management post provider selection. To reach this aim, comparative case studies across sectors were conducted. The studied cases indicate that managing an outsourced service should not be a separate area of public management research nor practice, but rather a part of service management. Best practices in (outsourced) public service management are provided. Management focus on transition phase after provider selection, performance measurement, and evaluation will bring efficiency to public sector service production.     

Unpacking Local Economic Development: A Case Study from Nekemte Town and Its Hinterlands,Oromia, Ethiopia

Most agree that local economic development (LED) is a “bottom-up” development approach seeking to unleash the development potential of a locality. Nonetheless, focusing closely on the dynamics of specific localities, this can be criticized for being too local and overlooking extra-local links. This article explores the drivers of LED from the local economic actors’ perspectives in Nekemte town and its hinterlands, Oromia region, Ethiopia. The results clarify that LED is not only just “local”, but also an approach that links urban and rural areas, and thus, understanding rural–urban linkages is a prerequisite for a better understanding of the local economic development.     

马克思劳动关系理论与全球劳动关系的演变

马克思的劳动关系理论对于20世纪80年代以来全球劳动关系的演变过程具有很强的解释力,劳动关系内部权力结构及处理机制所发生的变化使劳动关系出现了极其严重的权力与利益分化,当代劳动关系的复杂性远远高于马克思所描述的19世纪的资本主义劳动关系。在马克思提出的劳动关系的理想模型中,不存在由劳权缺失所引发的矛盾、冲突与分化。在这种理想的劳动关系尚未实现的情况下,劳权保护机制是不能缺失的。在劳动关系内部,保护雇佣劳动者劳权的唯一途径依然是减弱资本优先权和管理优先权对劳动关系的过度控制。在劳动关系外部,完善的公共保障体系则能够同时保护雇佣劳动者和非雇佣劳动者的劳权。随着非雇佣劳动者数量的增长,劳权保护将对公共保障体系形成更多的依赖。
