新媒体时代公安机关舆论引导能力研究

新媒体的迅速发展,既拓宽了公民获取信息的渠道,同时也为负面信息的传播提供了便利条件。在创新社会管理的时代背景下,公安机关如何提升自身舆论引导能力建设,增强舆论引导能力,对公安机关创新社会管理,维护社会安定和谐以及自身职能的发挥是至关重要的。本文探讨了公安机关在信息时代提升自身舆论引导能力建设的具体途径,减少负面信息对公安工作的影响,实现公安机关对社会的和谐治理。     

浅析俄罗斯社会保障制度改革的原因及具体体现

俄罗斯在经济改革实践中,虽经历了政治和经济转轨的剧烈震荡和巨大阵痛,但社会却保持了相对稳定,究其原因,原有的社会保障体系功不可没。俄罗斯社会保障制度改革的利弊得失,对我国社会保障制度向纵深改革具有一定的借鉴意义。     

Politics in 140 Characters or Less: Campaign Communication,Network Interaction,and Political Participation on Twitter

The methods by which politicians and policy makers communicate with the public are constantly adapting to the ever-changing media environment. As part of this changing landscape, this study considers the case of Twitter. Specifically, the authors conduct a survey of political Twitter users, in order to understand their use of the medium and their political behaviors within it. Results indicate that political Twitter users are more interested in and engaged in politics in general and less trusting of the mainstream media. Moreover, the study investigates the extent to which followers of a campaign may affect its overall influence in the Twitterverse.

新媒体时代环境下,媒体与当前中国社会的转型升级呈螺旋上升趋势,这要求公安民警要不断学习掌握专业技能,统筹运用各平台以构建和谐警务公共关系,同时须正确认识新媒体的影响力,提防步入多种误区：如避免因疏忽出现不当言论,造成负面影响;避免为追求表面和谐而违规执法;避免走上过分依赖新媒体的极端。此外,还需注意保护新媒体平台的专属帐号安全。

国家法治建设、司法公正成为公众关注的焦点。媒体监督有其正当性和必要性,通过透析当前媒体聚焦的热点案件,媒体监督对司法公信力提升积极、消极影响并存。媒体监督与司法公信力冲突本质上有正义法律观和朴素道德观的冲突等深层次原因,为协调二者关系,应从立法、司法、执法、公民参与等多途径予以解决。

俄罗斯文学作品选读一直被学生认为是比较难学的课程,因为文学篇章的理解难点不仅涉及词语意义理解方面的困难,篇章中词语的具体所指内容也很难分析,学生还要了解俄罗斯历史、文化、国情等方面的知识。通过探讨上下文语境在文学篇章阅读理解过程中的认知作用,激发和鼓励学生对俄罗斯文学课程学习的信心,是行之有效的做法。     

An analysis of news sources used in reports on slavery in the Sudan in the New York Times and Washington Post between 1986 and 2001

Abstract

For over 25 years the Sudan and the United States have had a contentious relationship. In 1986 several international human rights organisations pointed to the re-emergence of the practice of slavery in the Sudan. Past research by American media has shown that journalists tend to use routine channels and American government officials, especially those from the ‘golden triangle’ (the White House, Pentagon and State Department) when covering stories related to foreign countries. However, in the case of the Sudan there was no clear American foreign policy for an extended period of time. Consequently, there was a stark absence of reporting on the slavery issue in the two elite American newspapers (the New York Times and the Washington Post) examined in this study. Furthermore, even when the topic was covered the sources used defined the issue through an American perspective, rather than within an historical and geopolitical context.     

On-line public relations: towards an integrated theoretical model

Abstract

Much has been said about the so-called information superhighway. Organisations are realising that a whole new world can be created on-line: more and more organisations, and individuals, are entering this superhighway at an incredible rate. Ironically, most people do not have a clue what the information superhighway really is, which is, for example, evident in the 1993 advertisement of the telecommunication giant, Pacific Bell, which claimed that: ‘While others talk about the information superhighway, we're actually building it’, but only launched their consumer Internet access service in 1996. In spite of widespread ignorance, the exponential growth of the Internet provides public relations practitioners with constantly expanding on-line public relations resources and the opportunity to use these online systems to create or enhance the images of organisations in the market place.

Without theory, the field of on-line public relations has no framework for understanding, organising and integrating the many activities and purposes of online public relations. Therefore online public relations needs a body of knowledge grounded in theory. It is clear that the shift is away from mass communication towards dialogical or interactional communication. In order to understand the theory of on-line public relations, it is important to systemise it in terms of a theoretical aporoach. This leads to the main aim of this article, which is to propose a theoretical model, the Or,-line Public Relations (OPR) model, to provide a suitable framework for explaining the on-line public relations process, and if applied in the development of on-line public relations plans or strategies, it can maintain its utility as a framework for the analysis thereof.

Based on a qualitative approach, this article attempts to theoretically explore, describe, interpret and conceptualise the concept on-line public relations, with specific reference to the development of on-line public relations in South Africa, the shift from traditional paradigms to new on-line trends and the integration of on-line public relations with other communication processes. Particular reference is made to the theoretical foundations of on-line public relations, and it is argued that at the root of on-line public relations, as a framework for explaining it, lies the need for an integrated theoretical approach. In the last section, a new OPR model is proposed, and a brief discussion of the elements of the model, the conceptual foundation of on-line information and information overload is presented.
