Much of the relevant literature on Africa downplays the salience of elections for policy-making and implementation. Instead, the importance of factors such as clientelism, ethnicity, organized interest groups, and donor influence, is emphasized. We argue that, in addition, elections now motivate political elites to focus on policies they perceive to be able to gain votes. This is based on analyses of six landmark decisions made during the last 15 years in the social, productive, and public finance sectors in Tanzania and Uganda. Such policies share a number of key characteristics: they are clearly identifiable with the party in power; citizens are targeted countrywide; and policy implementation aims at immediate, visible results.  相似文献

This study criticizes approaches equating opposition electoral victories with democratization in competitive authoritarian regimes. Not only are these approaches theoretically problematic, but there are also important empirical reasons to distinguish between electoral turnovers and democratization. The study goes on to explain why some African turnovers have been successful in bringing about democratization while others have not. This study promotes an approach in which opposition victories may be used as an independent variable that, under certain circumstances, could promote democratization. Using evidence from the cases of Senegal, Ghana, and Kenya, it is argued that electoral uncertainty caused by a low level of party institutionalization has been an important obstacle to democratization by alternation in the African context.  相似文献

This paper examines how the political opposition innovated strategies to overcome obstacles presented by Russia’s uneven electoral playing field. Using evidence from two municipal elections in Moscow, I argue that members of the opposition have coordinated around local contests in response to political opportunities created by the Kremlin, including the anti-electoral fraud protests of the winter of 2011–2012 and the resurrection of gubernatorial elections in 2012. Following these openings, grassroots electoral initiatives recruited and trained opposition-minded individuals, first focusing on established activists and then on politicized individuals, to run for municipal council seats. The campaigns provided training using ad hoc educational seminars and later developed electronic tools that lowered barriers to political participation. As a result of these campaigns, electoral competition has boomed at the local level in Moscow even as regional and national contests have become less competitive. The campaigns demonstrate the continued vulnerability of authoritarian regimes that rely on elections for political legitimacy. Furthermore, the development of highly portable online tools for campaigning has potentially long-term democratizing consequences.  相似文献

This article analyses the effectiveness of trade unions' electoral engagement in the union-dense electoral localities of Bekasi and Tangerang in Indonesia's 2009 legislative elections. Our analysis reveals that legacies of authoritarianism, electoral rules, and union fragmentation pushed unions to pursue an ineffective electoral strategy of running union cadres on various party tickets. In Bekasi, local leaders within the Federation of Indonesian Metalworkers Unions (FSPMI) chose not to mobilize resources to support union candidates because the union's national leadership had failed to convince them of the soundness of its strategy. In Tangerang, local leaders embraced the National Workers Union's (SPN) national electoral strategy, but had inadequate membership data to conduct electoral mapping and did not provide candidates with financial and leadership support. Neither union, meanwhile, gave much consideration to the problem of translating membership to votes: survey data reveal that most members could not name union candidates, and many of those who could did not vote for them. The article argues that, despite its flaws, trade unions' strategy of engagement in the electoral arena constitutes an important step forward in the consolidation of Indonesia's democracy.  相似文献

Competitive elections in authoritarian regimes are inherently ambiguous: do they extend regime persistence or, vice versa, operate as subversive events? This article tests Inglehart and Welzel's “emancipatory theory of democracy”, which has not been tested for competitive elections in autocracies: when emancipative values grow strong, autocratic power appears increasingly illegitimate in people's eyes, which motivates subversive mass actions against authoritarian rule. For electoral outcomes this suggestion implies, first, that authoritarian incumbents are more likely to suffer electoral defeat when emancipative values have become more widespread. Second, post-electoral protest against fraudulent elections is more likely when emancipative values have become more widespread. To test these hypotheses, we analyse 152 elections among 33 electoral authoritarian regimes over 21 years from 1990–2011. We find that emancipative values are indeed strongly conducive to incumbent defeat while their effect on post-electoral protest is conditional: it only occurs in elections won by the incumbent. These findings intertwine two separately developed literatures: one on authoritarian regime subversion and the other on emancipatory cultural change.  相似文献

This article provides an analysis of some recent developments relating to Constitutional law in Jamaica, including the legal issues arising from tied elections and the dual nationality of parliamentarians. It also discusses a case relating to the failure to incorporate the United Nations Convention on Transnational Organized Crime (the Palermo Convention). In this case, though the Palermo Convention contemplates investigations by agents of one country on the territory of another for certain crimes, one state party found it was unable to carry out such investigations on the territory of another. The results of the 2013 South Tyrolean elections, held on 27 October, caused major changes in the political system of the autonomy. For the first time since the Second World War the South Tyrolean People's Party (SVP) lost its absolute majority. While the German secessionist parties increased their electoral support, the Italian parties suffered heavy electoral losses, thus leading to an under-representation of Italian speakers in the political institutions. The election report shows how the electoral results affect the South Tyrolean system of ethnic proportional representation, which is characterized by an increasing asymmetry.  相似文献

ABSTRACT

After winning the 2006 Palestinian Legislative Council (PLC) elections and subsequently taking control of the Gaza Strip in the summer of 2007, the Palestinian Hamas – a hybrid political, social and military actor – undertook a complex process to ascertain authority and control over Gaza. The article focuses on understanding Hamas’s performance as a political party and a “rebel government” as well as the impact of this newly acquired role on the group’s strategy. Relying on primary sources, field-work and interviews with members of the Hamas government and its security sector, the study looks at Hamas’s role as a security provider and analyses the complex relationship between the institutionalized security sector and the group’s insurgent armed wing. Examining Hamas’s logic as a security provider and exploring the inherent tensions between political and insurgent logics allows for a better understanding of both the rebel group’s role as a political actor and the broader challenges behind the successful rebel-to-political transformations of non-state armed organizations. In doing so it contributes to the emerging literature on non-state actors’ shifts between ballots and bullets and on their potential role as alternative governance providers.  相似文献

The 2011 presidential elections in Peru was the third one held in the post-Fujimori era. A perusal of the campaign's political dynamics reveals pervasive anti-democratic behaviours, attitudes and rhetoric on the part of key political actors, showcasing the degree to which Peru remains an unconsolidated, precarious democracy. The second round presented a moral and political dilemma insofar as two unsavoury candidates of highly dubious democratic credentials vied for the presidency: Ollanta Humala, a former army lieutenant burdened by accusations of human rights violations who, additionally, led or supported two military uprisings; and Keiko Fujimori, the daughter of a convicted and jailed dictator who unabashedly touted the legacy of her father's authoritarian regime and surrounded herself with tainted fujimoristas. The paradox of this undesirable electoral outcome, which can be read as a popular rebuke of the status quo, is that it took place in the Latin American country posting the fastest economic growth over the past decade.  相似文献

When assessing election forecasts, two important criteria emerge: their accuracy (precision) and lead time (distance to event). Curiously, in both 2010 and 2015 the most accurate forecasts came from models having the longest lead time—albeit at most 12 months. Can we increase the lead time further, supposing we tolerate a small decrease in accuracy? Here, we develop a model with a lead time of more than 3 years. Our Party Leadership Model relies on the votes of MPs when selecting their party leader. We assess the forecasting quality of our model with both leave-one-out cross-validation and a before-the-fact forecast of the 2019 general election. Compared to both simple forecasting methods and other scientific forecasts, our model emerges as a leading contender. This result suggests that election forecasting may benefit from developing models with longer lead times, and that party leaders may influence election outcomes more than is usually thought.  相似文献
