沟通与调适：“警察公共关系建设”研究文献综述

从2003年全国公安宣传处长会议上正式提出警察公共关系的理念至今,关于警察公共关系建设的理论研究和实践在全国范围内不断展开。本文对近年来关于警察公共关系建设研究的文献进行梳理,运用行动与结构的相关理论分析和总结警察公共关系中的要素及其关系。     

对构建和谐健康的警察公共关系的思考

加强警察公共关系建设,是新时期提升和增强公安机关战斗力、影响力和行政管理效力的有效途径和必要手段。当前,影响我国公安机关警察公共关系健康发展的瓶颈突出表现在公关理念、机构设置和工作机制滞后。构建和谐健康的警察公共关系,应当从创新更新理念、整合公关机构、完善工作机制方面入手。     

金正恩时代起航及其展望

自2011年末金正日病逝至今,金正恩接掌朝鲜政权时间已过半年。在这半年时间里,朝鲜政局基本稳定,金正恩通过"三步曲"接掌朝鲜最高权力,并开始履行国家最高领导权;外交方面,金正恩也展现出比以前更加积极的姿态,呈现出远交近攻之特点;经济发展方面,朝鲜已进入缓慢的复苏之中。总的来说,现今朝鲜的国情远比金正日时代开启之初的情况好得多。执政半年里金正恩处变不惊,措施得当:行孝道以取民心;造时势以立英雄;承祖训以示正统。当前,朝鲜已来到一个十字路口:朝鲜想怎么走,应该怎么走,能怎么走,引人关注。笔者认为,金正恩政权的使命是注重发展,解决民生问题;对其未来发展,给出了三阶段时间表与路线图予以描绘。     

中俄两国经贸关系发展现状及其广阔前景

中俄两国是重要的经济贸易伙伴。在经受了2008年全球金融和经济危机冲击后,中俄两国经贸关系全面恢复和迅速发展。在中俄政府总理定期会晤制度框架下,建立了两国经济合作对话与协商机制。近年来,中俄贸易规模不断扩大,能源领域的合作日益深化,相互投资不断增加,地区间的经济贸易关系全面发展。全面提升贸易质量,扩大贸易规模,增加相互投资,深化能源合作,推动地区间和边境地区经贸合作,加强经济现代化领域合作,将成为中俄经贸关系发展的重要方向。     

中国与朝鲜经贸关系转型中的困境及对策

新世纪以来,中朝经贸关系保持快速发展态势。其中的重要转变是从过去以战略安全为主导的经贸关系逐步转向以市场为主导的经贸关系,这一转变预示朝鲜正处于向市场经济转型的初始阶段。而在中朝经贸关系持续发展过程中,中国和朝鲜各自存在的问题影响、甚至阻碍着双边经贸关系的进一步发展,为了超越障碍、抓住朝鲜亟须外部支持之时机,中国有必要从重新确定双边经贸关系战略地位等方面入手,积极推动中朝经贸关系深入发展。     

The Impact of EU-based Populism on Turkey-EU Relations

ABSTRACT

The May 2019 EP elections once again highlighted the current cultural backlash throughout Europe against progressive values such as cosmopolitanism and multiculturalism, which impacts on the ‘future of Europe’ debate, raising important questions for the evolution of Turkey-EU relations. Even though Turkey is no longer a hot topic in EU political parlance and public opinion, opposition to Turkish EU membership continues in the form of nativism, particularly with reference to the issues of immigration and Islam, as the cases of AfD in Germany and UKIP in Britain show.     

The politics of foreign debt in Latin America a study of the debtors’ cartel

This analysis of the foreign debt problem in Latin America shows that this economic burden is onerous and will not be reduced in the short run. The region's political leaders perceived that collective bargaining could increase their bargaining leverage with foreign lenders and could produce more advantageous repayment schedules for most nations. However, despite verbal backing and the economic promise of collective bargaining, a debtors’ cartel failed to materialize. Evaluations of the political dynamics in key nations anticipated creditors. This analysis also shows that the debtors’ cartel failed because collective bargaining did not gain domestic political support. Foreign influence was tangential to the outcome. Given this political climate, the chances for a revival of collective bargaining are very slim.     

Building from the ground up: exploring forensic mental health staff’s relationships with patients

Recovery-orientated care is becoming generally accepted as the best practice, and continued development in the ways it is practiced is necessary to ensure improvement of ongoing care. Forensic patients often experience double stigmatization (the dual stigma of mental illness and offending behaviour) and during admission to hospital may lose touch with their community supports. While working through their personal recovery, patients develop therapeutic relationships with their multidisciplinary team members. When positive, these relationships can enhance a patient’s recovery. Clinical staff members participated in 88 in-depth interviews, which were transcribed, reviewed, and analysed using thematic analysis. From analysing the data, main themes and subthemes emerged related to staff’s perceptions of therapeutic relationships. When developing relationships, staff need to overcome receptiveness issues by increasing trust through understanding their preconceptions, reducing stigma, sharing innocuous stories, and giving patients the time they need. The key pillar underpinning all traits ascribed to patients and staff is collaboration and approaching treatment protocols with a social approach is essential to enhancing recovery. Staff shared a holistic view of recovery that incorporated the benefits of positive relationships and the need to create a sense of home within the institution.     

Interdisciplinary research on international relations theory and international law in China over the past 10 years

From the origin, there has been a strong connection between international relations and international law. In the development of the history of different academic subjects, the research on international relations and international law are interdependently promoting each other. As a result, the realization of interdisciplinary research on international legal theory and the study of international law is inevitable. As a matter of fact, even though the interdisciplinary research of the two subjects has been separated for almost half a century, the need for the development of the subject and the changing world political and economical status give them a new chance for reunification. Recently, the interdisciplinary research on international relations theory and international law by the Western academic is becoming the order of the day, which has become the latest shining point of the recent development of the two subjects, which is even regarded as the new revolution of international relations theory and the study of international law. In this context, the past ten years is a period of emergence of Chinese international relations and the interdisciplinary research of international law. In the past ten years, some scholars have overcome “the difficulty of interdisciplinary research,” “the prejudice within the subject” and “the gap among different subjects,” and made pioneering research in the field of “systematic connection” and “issues in overlapping field.” Moreover, they gradually make the interdisciplinary research to be a popular method and a common recognition. Based on the current studies, interdisciplinary research will have a broad future in the fields such as “the interchange of concepts,” “the exchange of method,” and “the mutual assistance of materials,” which will provide scholars in this area with a broad space for research.     

生产-流通关系协调发展：理论与对策研究

在流通产业对现代生产发展的意义日益加大的同时,我国传统流通产业发展滞后于生产发展的问题也日益暴露。模块化时代的到来,生产、流通环节的专业化分工要求有更多的协作,分工的协调效率受到更多的关注。目前我国生产-流通关系不协调,原因主要在于流通产业发展滞后于生产需要,借助于产业链整合实现流通产业的规模化发展,提升专业化流通渠道的效率功能,是中国产业系统健康发展的有效途径。
