从理论上讲,政府、企业和员工处于互信互利、相互配合、相互包容、共同发展的一种状态是劳动关系追求的和谐状态,这种和谐状态不是一种表面的感知,而是可以通过劳动关系和谐指数的主客观指标值来把它显现出来。劳动关系和谐指数评价体系从员工、企业、政府三个角度入手,对员工满意程度、企业法律法规的执行情况、政府目标任务的完成情况进行综合评价。构建理性的、科学的劳动关系和谐指数评价体系,对于我国构建和谐劳动关系、缓解劳资纠纷和用工紧张具有重要意义。 相似文献

South Africa's ruling party is well known as an organisation that supports the ideal of non-racialism. However, the extent to which the African National Congress (ANC) has defined and instrumentalised the concept of non-racialism is contested. This article looks at the history of non-racialism in the party and more recent interpretations by ANC leadership, before examining how non-racialism is understood, 19 years into democracy, by members of the party. Based on interviews with over 45 ANC branch members, the article describes how members, broadly speaking, have deep-seated concerns with non-racialism in the ANC and in society more generally. There is recognition from ANC branch members that race relations have significantly improved since the ANC moved into government; however, they feel not enough change has taken place and that racial tensions are impeding social cohesion and concomitant growth and progress in the country. There is division among members in regards to the efficacy and impact of the party's racially based policies such as affirmative action as well as the manner in which race potentially influences leadership opportunities within the party. Furthermore, the article shows that there is lack of definition and direction on the part of the ANC in regards to the instrumentalisation of non-racialism, and this deficiency has negative consequences for racial cohesion in the party. The article concludes by discussing how investigations into party branches through the lens of non-racialism, highlights more deep-seated concerns about local-level party democracy and a party fractured at the grassroots. 相似文献

The dramatic growth in the relationship between Africa and China is one of the great stories of the twenty-first century, part of the profound transformations taking place in the global political economy. It has been greeted with excitement, consternation, and confusion. To its cheerleaders, it represents the enduring partnership between Africa and China, spawned by the historical affinities of struggles against Western imperialism and humanistic aspirations for development. To its critics, it is reminiscent of European colonisation a century earlier, in which Africa serves as a cheap source of raw materials, a lucrative export market for Chinese manufactured goods, and an outlet for its surplus capital. Rather than a development partner, some see China as Africa's biggest development competitor, whose explosive growth and insatiable quest for global markets threatens Africa's industrialisation and competitiveness. As a sensitive area in international trade, animal welfare measures have encountered resistance in negotiations at the World Trade Organization (WTO). Consequently, alternative avenues have been pursued to reach international trade policy convergence. To further understand the contemporary trade politics of animal welfare, an empirical investigation was conducted on the interplay between European and Brazilian actors in the context of livestock production. By drawing upon diplomatic studies and the global governance literature, this study identifies and analyses initiatives that parallel the WTO approach and through which the development and implementation of mutually acceptable farm animal welfare measures have been pursued. Research findings indicate that a constellation of international non-diplomatic actors are currently engaged in influencing the future development of farm animal welfare measures. Among the initiatives that enable the alignment of European and Brazilian animal welfare policies and practices, there are soft instruments such as knowledge sharing and private standards. The rise of new actors and the use of soft instruments have been, to a certain extent, able to mitigate the tardiness of a WTO consensus regarding the use of animal welfare measures. However, there are concerns that the use of private standards has become a shortcut to circumvent the rigours of the multilateral trading system. This concern deserves a closer look because instead of paving the way, private standards may hamper trade relations which in turn hamper progress in animal welfare matters. 相似文献

Brexit and the coronavirus pandemic have put relationships between the UK government and its devolved counterparts under growing strain. Tensions generated by both of these developments have exposed the inadequacies of the existing, under-developed system for bringing governments together in the UK. The limitations of the current system include the ad hoc nature of intergovernmental meetings, and their consultative rather than decision-making character. Drawing upon an analysis of how intergovernmental relationships are structured in five other countries, the authors offer a number of suggestions for the reconfiguration of the UK model. They explore different ways of enabling joint decision making by its governments, and argue against the assumption that England can be represented adequately by the UK administration. Without a serious attempt to address this dysfunctional part of the UK’s territorial constitution, there is every prospect that relations between these different governments will continue to deteriorate. 相似文献

The territorialisation of politics is a crucial transformation in state–society relations that has implications on how contemporary politics works. Defined here as the dispute for the physical control of space, be it a municipality, province or portion of land, within one or more politically constituted entities. It does not mean the emergence of a new regime type, but the process through which the territory re-emerges as a new cleavage after neoliberal reforms and authoritarian regimes have weakened/dissolved neo-corporatist arrangements for the resolution of socio-political conflicts in society. It is a cleavage because central political divisions are produced as a result of the physical encounter of or distance between political actors and of the dispute for the control of a territory for sociopolitical goals and causes that are not always territorially defined. This article contributes to the growing scholarship on the connections between the Ottoman and Iranian revolutions by exploring Ottomans’ reactions to and portrayal of the constitutional struggle in Iran. Based on an examination of primary sources that have not been utilized before, it reveals how an ideologically diverse group of intellectuals tried to link the two revolutions together in the Ottoman-Turkish press, focusing on shared problems and ideals. It demonstrates that undergoing a revolutionary process themselves, these intellectuals interpreted the events in Iran through the prism of their own experiences and used them to garner support for the constitutional regime at home. Through their depictions of the Iranian revolution, they not only portrayed the 1908 Revolution as part of a broader struggle against despotism and imperialism with significant implications for the Islamic world, but also conveyed the message that the Ottoman constitution needed to be supported and protected so that it did not fail like the one in Iran. 相似文献

2008年5月20日以来,台湾问题出现历史性转折,两岸关系迎来了和平发展的机遇期。但是,两岸政治上的歧见并没有因此得到根本上的解决,两岸经济、社会、文化差异仍然很大。如何把握难得的历史机遇期,在求同存异的基础上共同面对和平发展进程中出现的困难和问题,我们必须未雨绸缪。为此,两岸民间社会需要重建人民之间共同的知识基础,两岸行政部门需要谋划与两岸民间往来相关的共同规则,两岸最高公权力部门则需要研究双方和平共存的法理依据问题。根据两岸关系的特殊性,笔者主张区分政治与行政两个不同层面的事务,并借鉴西方的公共治理理念,双方公权力部门可主动地进行适度的战略收缩,让两岸民间社会的力量进一步释放出来,成为引导和推动两岸和平发展新的力量,成为两岸公权力部门合理有效的补充。 相似文献

在马英九以大陆为主要对象的“国家安全政策”中,“软实力”是一个十分重要的概念。他企图以政治价值观的漫洇,推动大陆民主化;以文化、教育理念的扩散,输出价值观;以“活路外交”塑造“民主台湾”、“文化台湾”的形象,最终达到对大陆实施“软制约”、“软制衡”的目标。虽然,由于岛内外种种原因的限制,马英九的“软实力”思想尚未对大陆产生明显的影响力,但这一切是在“没有硝烟的战场”上实施的,应引起我们足够的重视。 相似文献

双重劳动关系是当前劳动关系的一种重要形式。承认双重劳动关系的合法性并不违背劳动关系的从属性特征,而且只有承认双重劳动关系的合法性才更有利于劳动者合法权益的保障。鉴于双重劳动关系的特殊性,应该对双重劳动关系进行规制。最高工时制度、最低保障制度、经济补偿金以及社会保险的有关规定对双重劳动关系也应该适用。 相似文献
