老年人日常生活照顾问题初论

人口老龄化会引发老人日常生活照顾问题,但家庭和社会并没有为解决这个问题做好准备。一方面,家庭的照顾能力弱化;另一方面,机构照顾和社区照顾不能令人满意。再者,政府也缺乏一项直接针对老人日常生活照顾问题的政策。凡此种种,使老人日常生活照顾成为一个迫切需要解决的社会问题。     

Life Skill Service Needs: Perspectives of Homeless Youth

The present study describes the service needs related to life skill development from the perspective of sheltered homeless youth. Qualitative semistructured life narrative interviews addressing the use of services at an emergency shelter were administered to 30 youth. All youth were residig in an emergency shelter located in a large metropolitan area at the time of interview. Youth identified factors that influence their ability to access and utilize services, categorized as service availability, factors serving as access and/or barriers to services and lack of available services. Youth identify service delivery approaches and staff characteristics as impacting service delivery. Services such as counseling and childcare were identified as facilitating development and acquisition of life skills.

中国城市居民最低生活保障标准的相关分析

本对各地保障标准进行了横向地区比较和纵向变化比较，指出现行城市居民最低生活保障公布标准整体伯低，难以有效保障居民的基本生活需求。在保障标准的执行过程中，多数地区采用了变通标准，大多数地区能够按时足额发放低保金，但是很少地区根据家庭情况执行多元化的弹性保障标准。针对目前城市居民最低生活保障标准面临的问题，提出了相应的政策建议。     

论作为职业活动的公共管理——公共管理伦理学视角中的公共管理活动

公共管理是一种新型的社会治理模式，公共管理活动与传统的行政管理有着继承关系，但是，它又与传统的行政管理有着根本性的不同。公共管理职业活动是公共管理社会生命实现的途径。公共管理在他的职业角色扮演中，需要在平等的观念下行使公共权力，需要把职业价值体系内化为自己的社会生命的内容，需要在职业活动中完善自己的社会生命。在传统的观念中，存在着对社会治理的“公仆”定位，这是一种描述，而不是科学规定，其实，公共管理是严格意义上的职业活动。公共管理的职业活动，在根本上就是要消除一切不利于公共利益实现的因素，为公共利益积极地、创造性地实现而提供保障。     

社会复合主体与城市治道变革——以杭州市为例

杭州是中国经济社会最为发达的城市之一.在快速发展过程中,杭州市政府深深体会到,要适应经济社会发展的需要,必须进行治道变革.为此,杭州市政府提出了社会复合主体的政策理念.经调研发现,杭州市社会复合主体不仅是一种发展理念,对于城市发展有着重要的意义,而且还是一种治道新理念,对于城市政府的治道变革也具有重要的意义.它值得我们关注,值得我们深入研究、总结和思考,因为它为中国未来的政府治理模式.中国未来的城市治理,乃至中国整个社会转型与发展,提供了新的模式.     

Ontological Anti-naturalism and the Emergence of Life and Mind: Castoriadis and Deacon

This essay compares the ideas of Cornelius Castoriadis and Terrence W. Deacon. Castoriadis’s anti-Naturalistic ontology, with its conception of radical ontological creation and fundamental indeterminacy, along with his analysis of the category of the “for-itself”, comprising all subjective beings from the living organism to the social-historical, is compared to Deacon’s exploration of the emergence of life and mind, which sees the emergence of teleological beings as resulting from the creation of form-generating constraints that involve new types of dynamic process. Significant parallels and convergences between Castoriadis and Deacon are uncovered and explored.     

One of all the others – a life course study of scouts,social capital,and stratification in the Swedish ‘Folkhem’

This longitudinal study shows that scouts have higher incomes than others 14 years after their participation when controlling for social background, sex, and individual cognitive tests. But scouting has no significant effects on future criminality. Social exclusion and criminal behaviour are so marginal that they require more specific types of explanations. The results can be interpreted as signs that taking part in scouts significantly contributes as a step in the social pathway to the upper classes of society. By supporting scouting, the welfare state seems not to prevent problem behaviour but runs the risk of contributing to social stratification.
