The paper revisits the discourse on development in Africa, following in the footsteps of leading development thinkers and focusing on social policy. Some of the thinkers and scholars have specifically and directly discussed development discourse in Africa. Others have made insightful points regarding inclusive development in Africa even though not directly engaging with development discourse. The paper also acknowledges earlier thinking regarding development in Africa, including perspectives that deal with underdevelopment. The paper concerns itself with the critical role that social policy can play in ensuring inclusive development in Africa. The interface between economic and social policy is emphasised. Although Africa faces many intractable challenges, most of which are externally imposed, robust social policies will go a long way in bringing about effective social and economic development. In the main, though, Africa needs a comprehensive socio-economic development approach that can ensure lasting inclusive development. Social policies are critical for any development endeavour in African countries. Another main point that the paper makes is that economic transformation is not enough to fully advance wellbeing in Africa (and probably the world at large). ABSTRACTTourism is a viable, but risky, option for many small island countries to integrate and compete in the world economy. This article examines tourism in the small island economy of Cape Verde. It assesses the risks to its long term development posed by the industry. The country has one of the fastest growing tourism industries in the world. However, this rapid growth is a dual-edge sword. Tourism-led growth results in real economic gains. However, the type and organisation of Cape Verde’s tourism industry magnifies the country’s already high structural vulnerability. Given its current structure and pace of growth, tourism increases macroeconomic risks and vulnerability. It is reproducing the same monoculture dependency that traditionally hampered development in African economies. The policy lessons are clear. Cape Verde must foster economic diversification while simultaneously engaging in strategies to mitigate the risks that accompany its biggest and fastest growing sector and export. 相似文献

ABSTRACTThe financial crisis (2008–2009) resulted in significant deterioration of the youth labor market in the Baltic states. In 2017, however, the Baltic states were among the countries with the highest employment-to-population ratio in Europe (the ‘Baltic Miracle’). This article shows that the observed progress is mostly due to the demographic changes in the three countries. Isolating the demographic effect demonstrated that it played crucial role in mitigating the negative effects of the crisis, especially in Latvia and Lithuania. The results of the study show that in 2017 only in Estonia had the youth labor market returned to its precrisis conditions. 相似文献

This paper is about contemporary national identity attitudes in the three Baltic states as ethnic democracies. It presents the results of a quantitative comparative study using data from the International Social Survey Program, collected in 2013. The parameters of comparison include the perceived importance of various national identity criteria and the pride in a nation’s achievements in various spheres. The results show that Baltic national identity focuses not on ethnic homogeneity, but on commitment and loyalty, to reflect upon the current situation more than the historical past, and to have the potential for the integration of ethnic minority members. 相似文献

The Baltic states were among the ‘new’ states that were created after the First World War; they were the only states to lose their sovereignty during the Second World War. Most historians explain the birth and demise of the Baltic states in terms of their relative strength vis-à-vis the great powers. This article places the short-lived independence of the Baltic states into the perspective of intellectual history by focusing on two Western thinkers: E. H. Carr and Walter Lippmann. The analysis assumes that ideas matter in international politics. It adds to our understanding of the forces that led to the creation and later to the extinction of Estonia, Latvia, and Lithuania in the period of the two world wars. 相似文献

AbstractThis article gives an overview of the involvement of Australia, New Zealand and Fiji in peacekeeping operations with attention to motives, experience and ‘lessons learnt’. Australia and New Zealand have been strongly influenced by regional considerations and an understanding of good international citizenship. Fiji’s contribution has been determined less by regional considerations and more by its position as a small developing country whose peacekeeping activities bring economic benefits, although it could be argued that by providing a basis for extending military forces they have contributed indirectly to political instability. Police contributions have been increasingly important to Australia and New Zealand and they have advocated a stronger role for police in other situations around the world. 相似文献

Innovative public management practices can greatly benefit citizens, but often fail due to a mismatch with the societal context. Public Value Management was developed in North America and Western Europe, emphasising public leadership, stakeholder involvement, and information sharing. This article examines whether these practices advocated in resilient societies which are large, egalitarian, and high trust also work in vulnerable societies which are small, hierarchical, and low trust. The article compares management practices at 16 public utilities in 3 Caribbean societies, concluding that Public Value Management can improve outcomes when applied comprehensively. This paper uses longitudinal quantitative data to examine socio-economic differentiation in the rural Baltic areas after decollectivization. It argues that the rural social structure in the post-Soviet Baltics is best determined by two criteria: source of income (income from farming entrepreneurship or income from salaries) and land holdings. Four rural groups are identified: people getting their main income from farming can be differentiated into large landowners engaged in the commercial production of agricultural goods and people with small or medium-sized farms; and people earning their main income from wages can be separated into people with no farming activities and people who are still keeping small or medium-sized farms. The paper also finds that the importance of farming activities in the countryside decreases while importance of wage income tends to increase. 相似文献

This paper argues that the 2008 economic crisis was particularly deep in Estonia and Iceland because non-corporatist neo-liberal political features were essential endogenous factors deepening it. A lack of corporatist features also formed the basis for responses to the crisis and the political aftermath in both cases. Furthermore, the paper argues that adding new institutionalist aspects to the corporatist model – in particular the juxtaposition of compound and simple polities – helps deepen our understanding of political dynamics in societies that lack clear-cut corporatist features. It makes a big difference whether or not a country enters the neo-liberal era with an already corporatist set of structures. 相似文献
