从国民党“结构崩解”检视南台湾县市政府的两岸交流政策

2012年“大选”之后，国民党在南台湾的选举动员逐步进入一个“结构崩解”的阶段，影响所及，国民党不仅在南台湾各类选举中难以取胜，也因为其所掌握的社会支持网络更趋于弱化，国民党在南台湾绿营执政县市作为一个在野政党的监督力量也随之弱化。因之，即便在多数南台湾各县市议会中，国民党仍掌握较多正副议长席次，但由国民党掌握的县市议会，却对民进党县市政府的消极的两岸交流政策难有影响。检视国民党在南台湾“结构崩解”的情况、影响及民进党县市政府和县市首长的两岸交流政策，并研判其发展趋势，无疑对深入了解南台湾政治社会状况具有十分重要的意义。     

浅谈学习运用群众语言做好群众工作

学习运用群众语言是做好群众工作的基本功,是党员干部的基本素质。当前,基层党员干部不同程度地存在学习运用群众语言能力不足的问题。对此,党员干部要增强学习运用群众语言的紧迫感,自觉拜群众为师,注重学习积累,强化实践应用,提升运用群众语言做好群众工作的能力和水平。     

中共历次党章修改对党员选举权的完善与落实

党章,是党的根本大法,是党内活动的根本准则。建党以来,从党的一大到党的十八大,随着党所面临的形势和任务的变化对其工作提出的新要求,使得党章不断的得以修正和完善,党员选举权利的理论也实现了与时俱进的发展。这一发展不仅体现了我党在不同历史时期的实践探索,而且体现了中国共产党对党员选举权利认识的深化。因此,分析历次党章对党员选举权内容的修订,以及中共历次党章修改对落实党员选举权利的推动作用,对于探索新时期保障和落实党员权利的主要途径也就显得尤为重要。     

以董必武“党政分开”思想考量“县委书记高配”问题

董必武关于依法治国必须坚持党的领导、党与政权机关相对独立、党对政权机关进行正确领导等＂党政分开＂的经典宏观理论为我们提供了对当前＂县委书记高配＂这一相对微观问题进行分析、评价与完善的路径。由于＂县委书记高配＂这一模式在法律依据、逻辑进路、预期结果三个方面都存在大量违反党政分开原则的因素,因此,在董必武相关思想的指导下,通过党内监督和党外民主监督并用的方式,将会对＂县委书记高配＂困境发挥重要的纠偏作用。     

Troubling frames: Zapiro’s iconography on Oscar Pistorius as traumics

ABSTRACT

This study aims to examine the comics form in relation to its representation of perpetrator trauma. Specifically, the study considers a selection of Jonathan Shapiro’s iconography on Oscar Pistorius as biograph(y)ics, since the artist ‘commixes’ Pistorius’s life from his rise to athletic fame – through the court trials for his alleged murder of Reeva Steenkamp on 14 February 2013 – to his conviction followed by a thirteen-year jail sentence on 24th November 2017. In my reading of the panels, I draw on Hilary Chute’s notion of the ethics of testimony in illustrative art and Jacques Derrida’s theorising on hauntology and the revenant to argue that wrongdoers can also experience their crimes as trauma. This critical engagement enables me to read Shapiro’s panels as not merely reinforcing dominant interpretations of the fallen hero, but also as a means by which the cartoonist destabilises and reconfigures socially accepted notions of the villain.     

What Mr. Spock told the earthlings: the aims of political philosophy,action-guidingness and fact-dependency

Abstract

Recently, G. A. Cohen introduced an influential distinction between fact-sensitive and fact-insensitive principles arguing that all basic normative principles are of the latter type. David Miller rejects this claim submitting that the validity of basic normative political principles depends on some general propositions about human nature and societies; for example, that men’s generosity is ‘confined’ and that nature has made ‘scanty provision’ for his wants. Miller ties this view of the nature of basic political principles to the view that political philosophy ought to guide people engaged in real-world politics and claims plausibly that in order to fulfil this purpose, political philosophy must be informed by social science. I argue that Miller neither succeeds in showing that basic principles can be fact-sensitive, nor establishes any connection between the Cohen-Miller disagreement on fact-sensitivity, on the one hand, and the nature and aims of political philosophy, on the other hand.     

国外一些政党开展党内政治生活的得失探析

正常而有效地开展党内政治生活是一个政党保持凝聚力、向心力和感召力的现实要求。但当今国外许多政党受内外环境的深刻影响,党内政治生活难以开展或者走偏跑调甚至转向,给该党带来严重冲击。近期国外一些政党注重从思想、制度机制和方式方法上重构和规范党内生活,收笼党心,提高党的行动能力。国外政党的相关经验教训,对于我党在新时代新形势下推进全面从严治党具有某些借鉴与启迪意义,值得跟踪和研究。     

中国共产党的适应性与中国传统政治文化的关系探析

中国共产党成立至今经历了与国民党的战争博弈、从革命党到执政党的转型、从领导社会主义建设到改革开放的三次重大转型,每一次转型都是一次适应性的实践,每一次实践都与中国传统政治文化有着密不可分的联系。中国传统政治文化为中国共产党的适应性提供了思想资源,中国共产党的适应性实践则丰富和发展了传统政治文化的思想内容。     

党校在繁荣发展哲学社会科学中的作用

在当前各种思潮相互激荡、信仰危机日益凸显的情况下,哲学社会科学所担负的任务将更加艰巨,而党校独特的政治、人才、系统优势使其成为推动哲学社会科学繁荣发展的重要力量。因此,党校应主动适应新形势、新任务的要求,通过以下三个方面发挥自身优势,为繁荣发展哲学社会科学作出新贡献：一是加强哲学社会科学研究,发挥＂思想库＂作用;二是加强教研人才队伍建设,发挥＂生力军＂作用;三是大力提高教学培训质量,发挥＂主阵地＂作用。     

Collecting on their investments,one woman at a time: Economic partnerships among Caribbean immigrant women in the United States

ABSTRACT

This article treats rotating savings and credit associations (ROSCAs) from a constructive cultural perspective. The female-based African-Jamaican tradition of paadna (partnership) is examined within the theoretical scope of womanist (Black feminist) thought, a seminal discourse intersecting both the African diaspora and women's studies. Across the multiple scholarly approaches within women's and African diaspora studies, academic theory acquires cogency through legitimate correspondences with tangible liberating practices and traditions that can be documented and interrogated for conceptual insights. The practice of economic partnering is one such tradition that substantiates the ethical directives and imperatives of womanist theory and practice. A womanist reading of paadnas is proposed, not because the participants have any self-conscious commitment to feminism/womanism, but because of the institution's efficacy in enhancing the socioeconomic standing of Black families through a relatively small-scale capital enterprise. Through paadna networks, Jamaican women have transplanted a flexible self-help tradition to America that is arguably one of the most reliable sources of social and economic mobility among groups of African descent in the United States.
