This paper examines a demand-side intervention that significantly increased access to maternal health services in rural Zambia in a context where skilled birth attendance rates had been stagnant for over two decades. Aspects of the intervention design that were crucial to the programme's success were the participatory and adult learning-centred approach used to mobilise intervention communities, the use of a community volunteer model, and the design's sensitivity and responsiveness to underlying social factors and problems. The demand-side intervention is already being scaled up in six districts, and is highly suitable for national level scale-up.  相似文献

This article critically assesses the provisions of ILO Recommendation 202 on social protection floors with a view to ascertaining its efficacy for poverty reduction in poor regions. The article discusses the relevant provisions of the Recommendation and how states, particularly those in developing regions, can translate them to a tool for poverty reduction. The article highlights some of the deficiencies of ILO Recommendation 202 and provides some suggestions for ways forward.  相似文献

Abstract

Of all the island states of the Southwest Pacific, Fiji’s foreign relations have been the most fraught since the advent of independence in the region, due largely to a succession of coups d'état. These have invariably precipitated adverse responses from major partners and aid donors, notably Australia, New Zealand, the United States and the European Union. The last coup in 2006 also unsettled relations in Fiji’s more immediate region, especially among some of its smaller Polynesian neighbours, contributing to Fiji’s unprecedented suspension from the Pacific Islands Forum. This article reviews Fiji’s foreign relations from the time of independence in 1970 through the period of successive coups to the 2014 elections. It also examines Bainimarama’s strategies in extending foreign relations in the broader international sphere as well as issues surrounding the ‘normalisation’ of relations with its traditional partners.  相似文献

Abstract

International organisations active in Africa are often criticised for their ineffectiveness. So too is the European Union (EU), which is also accused of failing to assume a more prominent conflict management role in war-torn countries. This article examines the EU’s capacity and readiness to take on such a role in one such country, the former Republic of Sudan, home to Africa’s longest-running civil wars and the first ‘genocide’ of the 21st century. It begins by outlining the EU’s record in Darfur and the North–South Peace Process. Drawing upon 25 interviews and Hill’s ‘capabilities–expectations model’, it then questions whether the EU’s ‘capabilities’ (resources, instruments, unity) were ‘fit for purpose’ in Sudan’s hostile target setting. It concludes by identifying settings that have been more propitious for a conflict-related management function and by suggesting that the EU should better manage expectations about future security roles.  相似文献

Farmer-to-farmer extension (FFE) is playing a complementary role to formal extension services in facilitating the spread of agricultural technologies and improving farmers’ capacities. The effectiveness and sustainability of such programmes depend on volunteer farmer trainers (VFTs) having technical skills and overcoming process-related challenges that hinder them from achieving the desired outcomes. This article uses quantitative and qualitative data collected from seven sites to explore the challenges experienced by VFTs as they share their knowledge on livestock feed innovations in a dairy development project in Kenya. Sustainable opportunities for enhancing VFTs’ performance are discussed.  相似文献

Participatory research with cooperatives, which are people-owned businesses, would seem a natural option. However, there is little discussion evident in this area, with risks of research instead bypassing the perspective of members. This article discusses two dairy farmer cooperatives in rural Kenya. It looks at how, even where research is directed and controlled by others (e.g. funders), it can still be undertaken with cooperatives in a participatory way. This is essential to preserving values and principles linked to member participation and decision-making, as well as of self-help and self-responsibility. Participatory approaches also provide interesting insights into the way cooperatives operate.  相似文献

This paper reflects on the use of a participatory learning and action (PLA) framework in a strategic planning process (SPP) at a primary school in rural Kenya. Successes and challenges are discussed, focusing on the barriers to fully implementing the PLA framework. Additionally, lessons learnt and ways forward for participatory SPPs are outlined. The PLA framework allowed the project stakeholders to engage in a planning process that gave participants a voice in the process. Although PLA methodology faces shortcomings, the application of this model is a step towards making community development more sustainable.  相似文献

While substantial literature is available on the determinants of small-scale farmers’ participation in collective action, and the welfare impacts of producing and/or marketing collectively, studies on the likely implications of organisational form on producers’ collective behaviour remain scant. This article attempts to address this knowledge gap by using an example of different forms of small-scale mushroom-producing groups in Swaziland. Given the importance of collective action in sub-Saharan Africa, the overall results of this article provide valuable insights into alternative means of coordinating commercial small-scale agricultural activities, which can improve producers’ ultimate benefits while reducing the likelihood of internal free-riding.  相似文献

Ethiopia and Sudan share a common boundary of over 1600 km which was drawn through a series of treaties between Ethiopia and the colonial powers of Britain and Italy. To date, this boundary has not been clearly demarcated. In 2007, the Ethiopian People's Revolutionary Democratic Front, the current ruling government, entered into a secret agreement with the Sudan to make adjustments on the border. This paper identifies the major factors that have frustrated efforts to address the Ethio-Sudan boundary problem and also proposes solutions on how Ethiopia and Sudan could resolve their differences. The analysis reveals that political, social and cultural factors; the decision to adopt the western concept of the boundary; and the failure to recognise the historic and cultural constructs have contributed to the frustration of negotiations on the border. The paper proposes that Ethiopia and Sudan embrace the African Union Border Program, which encourages mutual cooperation, regional integration and the building of communities with strong economic and cultural ties.  相似文献

South Africa proudly wears the label ‘emerging power’, with its membership of the BRICS and G20 probably the most visible signs of this conferred status. This paper explores the concept of the emerging powers within the context of current global power shifts and locates South Africa within this group. It discusses the criteria for and characteristics of emerging powers, and then turns to some of the constraints and challenges faced by these states. Specific attention is paid to the ‘how’ of these states' recognition and inclusion in global institutions and the impact of domestic conditions and regional politics on their positions, focusing particularly on South Africa. It concludes that these factors will continue to challenge South Africa's ability to rise above the semblance of importance conferred by its inclusion in the category of emerging powers to a position in which it exercises this status to its own advantage, including its idealistic objectives of promoting greater global equality and recognition for Africa and the global South. Although other emerging powers face similar challenges, South Africa's domestic constraints and related lack of regional and global reach, politically and economically, threaten its ‘status consistency’ as an emerging power.  相似文献
