In this article I explore ‘belonging’ both in terms of personal relatedness and national belonging in the context of Indonesian domestic worker migration to Malaysia. Riddled with metaphors of kinship both on the level of diplomatic ties between the two ‘kin states’ of Indonesia and Malaysia as well as on the level of intimate relations between employers and employees, the migration of Indonesian domestic workers to Malaysia allows for a critical analysis of the ways in which boundaries are drawn and redrawn on the political as well as on the intimate level of daily coexistence. The article argues that kinship provides a fruitful avenue from which to consider belonging in context of the specific relations between Indonesia and Malaysia and explores how belonging to the family and the nation is negotiated by Indonesian domestic workers, Malaysian employers and so-called ‘maid agents’.  相似文献

Theorists concerned about the distributive effects of skilled emigration (‘brain drain’) often argue that its harmful effects can be justly mitigated by restricting emigration from sending countries or by limiting immigration opportunities to receiving countries. I raise moral and practical concerns against restricting the movement of skilled migrants and contend that conceptualizing the moral issue in these terms leads theorists to neglect the moral salience of institutions that determine the distributive effects of migration. Using an analogy to skilled migration in a domestic context, I argue for locating brain drain in a more holistic, institutional context that includes the reform of global institutions and of policies affecting migration.  相似文献

Does a large influx of asylum seekers in the local community lead to a backlash in public opinion towards foreign populations? We assess the effects of asylum seeker presence using original survey and macro-level municipality data from Austria, exploiting exogenous elements of the placement of asylum seekers on the municipality level. Methodologically, we draw on entropy balancing for causal identification. Our findings are threefold. First, respondents in municipalities receiving asylum seekers report substantially higher exposure on average, but largely without the stronger contact that would allow for meaningful interaction. Second, hostility towards asylum seekers on average increased in areas that housed them. Third, this backlash spilt over: general attitudes towards Muslims and immigrants are less favourable in contexts with local asylum seeker presence, while vote intention for the main anti-immigration party is higher. Our findings go beyond existing work by examining contact directly as a mechanism, by showing a backlash effect in the medium term, and by focusing on a broad set of attitudinal and behavioural measures. Our results point to a need to design policy interventions that minimise citizen backlash against rapid migration inflows.  相似文献

Under pressure from voters, and from other parties, Europe's centre‐left has had to re‐evaluate its position on migration. The UK Labour party is no exception. Public concern about large‐scale immigration clearly contributed to its heavy defeat at the 2010 general election. Since then it has been slowly but surely hardening its stance on the issue, although this is by no means unprecedented: while the rise of UKIP may have upped the ante in recent months, Labour has a long history of adjusting policy in this area so as to remain competitive with its main rival, the Conservative party. Labour is now asking itself whether it will be possible to do this without challenging one of the fundamental precepts of EU membership—the right of free movement of people. Whatever the result of this internal debate between the party's ‘beer drinkers’ and its ‘wine drinkers’, Labour may still have difficulty in neutralising immigration as an issue since, for the most part, it continues to insist on giving an essentially economic answer to what for many voters is actually a cultural question.  相似文献

The problem of social ills such as unemployment, poverty, and accelerating pace of rural-urban migration is not only enormous in magnitude, but also complex by nature in developing countries. This article introduces an innovative regulatory approach that addresses the complexity and scale of such problems. An analytical and decision-making model is presented. This model prescribes reflecting on two or more problems simultaneously. Such an approach is expected to create a fresh opportunity for policy makers and scholars in solving problem scenarios, bringing their vantage point to bear on pressing social matters. The model presented in this article is applied to analyze the NREGA or National Rural Employment Guarantee Act, 2005 in India. This Act represents a novel approach to policy-making and demonstrates the positive role governments can play in labor markets. The design, implementation, and promising initial results clearly challenge existing wisdom on how to make effective policy decisions. The framework presented in the article best explains various facets of this remarkable policy and shows how governments can intervene in the labor markets and correct for imperfections. Pioneering future applications to other social and economic challenges are suggested. Also, implications for research and policy are provided.  相似文献

The United States social work literature on immigrants and immigration emphasizes one part of the migration process-the experiences of immigrants in this country. However, experiences in the country of origin that lead to emigration receive limited attention. Knowledge of the latter ultimately provides a context for understanding the immigration experience. This introduction, Thinking Beyond United States' Borders, presents the underlying ideas that provide the foundation for the discussions in this volume. It focuses on the interconnectedness between immigrants' country of origin and destination. Thus, a two-country perspective is embedded in this discussion and in the articles that follow.  相似文献

Abstract

Immigration to the United States (U.S.) is made for many different reasons, which may be economic, political, or social or any combination of them, and subsequent reverse migration may occur for any of the same reasons. Discussion of immigration and the variety of circumstances attendant to it are wide-ranging, but usually such discussions rely on figures related to migration into the country and overlook, either purposefully or accidentally the fact that return migration has always been a significant movement in this country. This article raises the issue of limited data gathering by the U.S. on reverse migration despite the sizeable amount and quite reliable demographic information on arrivals. Discussions of social services for immigrants, therefore, cannot be considered complete or even competent if they do not include careful consideration of and attention to return migration.  相似文献

A review of literature on sex trafficking since 2000 reveals that numerous articles have been published in scholarly journals but few are based on systematic primary data collection. Much of our current knowledge, including statistical estimates and characteristics of the trafficking business, derives from a handful reports issued by government and non-government agencies. With few empirical studies available, imagination seems to have filled the gaps of our knowledge. The problem was further complicated by a manifest (sometimes subtle) moral crusading agenda aimed at a deep-rooted and hotly debated social practice.

Also noticeable in the literature is an increasing number of authors who have begun to challenge the empirical premises claimed by these published reports. These sceptical authors find that many articles of questionable quality have been published in peer-reviewed journals, and claim that the current discourse on human trafficking is driven by mythology rather than empirical research.

Rather than dwelling on gaps in our knowledge or concerns over the moral overtone in academic research, this paper seeks to raise specific research questions and explore possible field strategies that can advance our knowledge on this topic. Regardless of one's moral compass, the future of research on sex trafficking cannot become credible without a solid empirical foundation.  相似文献

The article deals with the social and family environments and modes of departure of migrants from Normandy to Paris at the end of the 18th century. It also considers in-migrants' future once in Paris. This approach to long distance migratory phenomena — applied here specifically to follow a population of adolescents — was possible due to the fruitful linking of serial nominative sources, each created independently. For the departure zone, we have examined three regions in Normandy for which the population was reconstituted over a period covering the end of the 18th century. For Paris, we used the registers of identity cards, or cartes de sûreté, issued between 1793 and 1794. The typical portrait of the adolescent in-migrant consists of an individual who is the youngest member of a fairly large family. He was often born in a small town, not in a village. It is likely that his decision to migrate was not impeded by his father's refusal. Indeed, the father of the in-migrant was often dead when the son left. In-migrations tended to be isolated; the adolescent rarely joined a family member in the capital. Migration to Paris often seemed to lead to a rupture with the childhood region.  相似文献
