Forms of state and European energy security: diplomacy and pipelines in Southeastern Europe

Focusing on natural gas and pipeline infrastructures, and adopting the concept of “forms of state”, the article examines the transformation of energy security politics in Europe. Three state models, with their related pattern of energy diplomacy, are sketched: the partner state, which describes the original politics of the European gas market; and the provider state and catalytic state, which describe two alternative possibilities of the emerging politics in the new institutional and ideational context promoted with the establishment of the internal energy market and the development of the EU’s external energy policy. By analysing the politics of pipeline in Southeastern Europe, the article argues that the catalytic state model with its related pattern of network energy diplomacy is more appropriate than the provider state model, supported by the market approach and its related pattern of multilateral diplomacy, to conceptualise the equilibrium emerging from the transformation of the previous system.     

The Election of African American State Legislators in the Modern South

This study is the most comprehensive analysis of the election of black state legislators in the American South. We start with the election of Leroy Johnson to the Georgia Senate in 1962, the first African American to win a state legislative seat in the modern South. We also document the election of all subsequent African Americans who were the first to enter their southern state legislative chambers. Next, we assess the factors influencing the election of southern black state legislators from the 1970s through 2015. Because of notable long-term changes to the southern electorate and alterations in the racial composition of legislative districts, there has been substantial variation in the likelihood of electing black lawmakers. Our final analysis highlights the undeniable reality and broader significance that the increasing share of southern African American state legislators has occurred at the same time that Republican representation has grown at a greater rate.

南朝时期的法制建设在中国法制史中最易为人忽视,其不以立法和刑名创设为著,而以司法中所见诸多精神最为特色,其中最要者即为其伦理至上精神。在这个最能反映一时代法律精神的领域内,南朝的法律人对法律与伦理的几个冲突与关联处都做了有益的思考与尝试,成为其对后世中国法律最具影响的一个方面。     

The Southern African unipolarity

Despite the tectonic changes that have taken place in Southern Africa since the demise of apartheid, South Africa is still widely considered a hegemonic regional power by scholars, practitioners and pundits. This article challenges this interpretation, asserting that both Pretoria’s foreign policy and that of its neighbours fit the concept of regional unipolarity with more precision. Since the early 1990s, South Africa has pursued leadership within binding regional institutions and invested resources in order to reinforce the sovereignty of second-tier states such as Angola, Mozambique and Zimbabwe, which have in turn disputed its diplomatic and military primacy, achieving impressive results. This behaviour is characteristic of unipoles rather than hegemons. In this article I revisit the evolution of South African relations with its more proximate neighbours in a transition from hegemony (1961–1990) to unipolarity. I start by defining both concepts and clarifying the behaviours that regional powers and small states are expected to have under hegemonic and unipolar settings. Then, I examine inter-state relations in the region, showing that the concept of unipolarity best describes power distribution and best predicts foreign policy in Southern Africa since the 1990s. Finally, I show that this exercise in concept rectification illuminates comparisons with other regional unipoles, and provides a useful framework to forecast the consequences of an eventual Southern African bipolarity, if Angola continues to catch up.     

Unstable Antistatism: The Left, the Right, and The Outlaw Josey Wales

This essay is an examination of the diverse origins of modern conservative antistatism in the United States through an analysis of the 1976 film The Outlaw Josey Wales, and the book on which it was based. The consolidation of a conservative politics in the 1970s was achieved in part by the Right's appropriation of New Left antistatism via older forms of racial discourse. This emphasis on New Left influence helps explain the rise of the New Right in a way that is missed in conventional accounts, while demonstrating more generally that political discourse is always contingent and unstable, and open to unintended articulations.
