第三方市场合作是中韩两国参与国际分工协作的新型合作模式,也是两国发展战略对接与比较优势互补的重要经济实践。中韩第三方市场合作在产品服务、工程建设、投资合作、产融结合和战略合作五个领域打造了一系列重要工程,不仅加深中韩两国的合作基础,还为第三方市场的经济发展注入新动力。但其中存在诸多挑战,产业结构的竞争、复杂的营商环境、域外大国因素的介入以及中韩经济波动等都对中韩第三方市场合作造成了阻力。因此,开拓战略新兴产业、打造示范工程、创新金融合作和完善协调机制,是实现中韩第三方市场合作可持续发展的重要保障。     

Revisiting the Paris Declaration Agenda – an inclusive,realistic orientation for aid effectiveness

The progress in endeavours to achieve the commitments of the Paris Declaration on Aid Effectiveness has been slow. This paper explains the challenges faced by the aid effectiveness agenda and discusses why and how it needs to be revisited. In order to elucidate the differences in donors' approaches to aid effectiveness, a comparison is made between the UK and Japan, which leads to two suggestions. The main messages are that it is important to be inclusive of different donors, and to link the policy dialogue with reality on the ground.

Remanier l'ordre de jour de la Déclaration de Paris – une orientation inclusive et réaliste pour l'efficacité de l'aide

Le progrès des initiatives visant à atteindre les engagements de la Déclaration de Paris sur l'efficacité de l'aide a été lent. Ce document explique les défis auxquels se heurte l'ordre du jour de l'efficacité de l'aide et traite des raisons et des manières de le remanier. Afin de clarifier les différences d'approche de la part des bailleurs de fonds en matière d'efficacité de l'aide, une comparaison est faite entre le Royaume-Uni et le Japon qui aboutit à deux suggestions. Les principaux messages sont qu'il est important d'inclure différents bailleurs de fonds et de relier le dialogue au niveau des politiques générales avec la réalité sur le terrain.

Reexaminando a Agenda da Declaração de Paris – uma Orientação Inclusiva e Realista para a Efetividade da Ajuda

O avanço dos esforços para se chegar nos compromissos da Declaração de Paris sobre a Efetividade da Ajuda tem sido lento. Este artigo explica os desafios enfrentados pela agenda da efetividade da ajuda e discute por que e como isto precisa ser reexaminado. Para elucidar as diferenças nas abordagens dos doadores em relação é efetividade da ajuda, uma comparação é feita entre o Reino Unido e Japão, que leva a duas sugestões. As principais mensagens são que é importante ser inclusivo para atrair diferentes doadores e fazer a ligação entre o di´logo da polÚtica e a realidade na base.

Analizando de nuevo la Agenda de la Declaración de París – Una orientación incluyente y realista para la eficacia de la ayuda

Los avances en el cumplimiento de los compromisos asumidos en la Declaración de París sobre la Eficacia de la Ayuda han sido lentos. Este ensayo expone los retos que surgen de los compromisos relacionados con la eficacia de la ayuda y porqué y cómo deben replantearse. A fin de aclarar las diferencias que existen entre los donantes sobre la eficacia de la ayuda, el ensayo compara los casos de Reino Unido y Japón dando pie a dos sugerencias. Éstas tienen que ver con la importancia de incluir a distintos donantes y de vincular los diálogos sobre políticas con la realidad existente.     

PIGS or not? Economic voting in Southern Europe

Economic voting has been little studied in the nations of Southern Europe. Here we examine economic voting in the Southern European countries of Portugal, Italy, Spain, and Greece – the PIGS. Through the analysis of a large, ten European nation survey pool, we establish that economic voting exists in the PIGS, with a strength that significantly exceeds that in non-PIGS of Northern Europe. The explanation for such a difference, we suggest, lies in the generally less complex governing coalitions and the poorer economic performance that characterize these Southern European nations. This relatively greater strength of the economic vote in the PIGS implies their electorates will hold government tightly accountable for management of the ongoing economic crises they face.

随园女弟子作为女性诗歌创作群体,乃清代乾嘉诗坛袁枚性灵派之一翼,其人数可考者达四、五十人.其出现于苏杭地区,与江南经济、文化的发达及思想观念的解放密切相关,也与袁枚的支持不可分.女弟子诗具有性灵派诗歌的特征.随园女弟子在中国妇女诗歌史上占有重要地位.     

不同年龄组白细胞端粒DNA长度变化研究

目的探讨人外周血白细胞端粒DNA随年龄变化的规律。方法选取123例不同年龄健康人外周血样本,采用非同位素探针标记的SouthernBlot方法检测了端粒DNA限制性酶切片段(Telomericre鄄strictedfragment,TRF)长度的变化。结果对这123例样本就性别组成进行χ2检验,得出P>0.05,说明这123例样品性别对TRF的差异不显著。123例外周血白细胞端粒TRF平均长度随年龄增长而逐渐缩短,且TRF随年龄缩短的速度是不均一的,人外周血白细胞染色体端粒DNA长度可能在5岁左右存在缩短加剧现象。对0～14岁、15～64岁及≥65岁三组进行方差分析(SNK检验),显示有显著性差异(P<0.01)。结论不同年龄组人外周血白细胞端粒DNA长度具有显著差异且变化速率不同,该研究结果为通过端粒DNA长度推断个体年龄提供了可能。

从探讨魏收之史学、崔浩国史案,至20世纪80年代对魏晋南北朝史学发展特点的把握、南北朝史学异同的分析,周一良先生对魏晋南北朝史学的研究经历了由个案式向全面考察的融会贯通历程,体现了他立足史料、实事求是,视野开阔、气度恢宏,条理清晰、论证严密和勇于探索、开拓创新的治学特点;其相关成果多有突破前人之处,反映了他循风气之先的卓越史识,有启迪后学、开辟蹊径之功。     

唐诗中西域民族音乐文化研究

唐诗中西域民族音乐文化的研究有助于我们理解魏晋南北朝期间西域民族的民族特征,也有利于我们从历史维度的视角加深对少数民族文化的认知以及理解。西域少数民族文化在魏晋南北朝时期传入中原,这种文化也表征于唐诗中,集中彰显了唐诗中的西域乐器文化以及西域舞蹈文化。西域文化对于唐朝诗人创作热情的激发以及对于其形象思维的唤醒具有重要意义,其诗歌意象与文化历史载体记录不仅彰显了西域特质,也凸显民族融合的恢弘进程。     

Southern voices in peace education: interrogating race,marginalisation and cultural violence in the field

Three gaps seem to be present within the literature of peace education: relatively little self-critique of the internal workings of the field; a dearth of studies featuring the personal narratives of peace educators; and an underrepresentation of peace educators from the Global South. To address these three gaps, this qualitative investigation explores the personal narratives of Latin American, Asian and African peace educators and critiques certain assumptions and norms underlying the field. We primarily draw on Galtung’s concept of cultural violence, Bajaj’s critical peace education and Connell’s Southern Theory to make our critiques. We examine 13 semi-structured interviews using grounded theory analysis. Three themes relating to cultural and structural violence emerge from these interviews: discriminatory hurdles for Southern peace educators, intercultural tensions in the classroom and linguistic inequality in opportunities for professional mobility. These may or may not reflect the experiences of other peace educators from the Global South or minority practitioners working within the Global North. But by discussing these forms of violence, we hope to show the value of foregrounding the perspectives and lived experiences of underrepresented groups – not only in peace education but also in academia more broadly.     

Self-protection in Greece: sticking with groups,communicating, protesting,and fighting

Despite the international community’s responsibility to protect (R2P) mandate, we are years away from effective international enforcement mechanisms. It is therefore important that we better understand and seek to support local capacities for self-protection. Migrants and refugees in Greece have shown us four central ways they cope with insecure environments. They stick together in groups, communicate warnings of danger, protest when conditions are threatening, and fight when all else fails. This practical note offers three recommendations on how to support the capacity of displaced people to protect themselves.
